I got my MSc in Environmental Engineering and Natural Resource Economics from UPM. I have gained experience working with FAO and OECD as well as consulting firms such as KPMG.

  • Rebuilding Ukraine by Reinforcing Regional and Municipal Governance

    Prior to Russia’s invasion of Ukraine on 24 February 2022, Ukraine had made significant progress in implementing ambitious regional development and decentralisation reforms. These reforms resulted in the creation of 1 469 amalgamated municipalities, the establishment of an elaborate multi-level regional development planning framework, as well as a significant increase in local public service delivery, and public funding for regional and local development.     Prior to Russia’s invasion of Ukraine on 24 February 2022, Ukraine had made significant progress in implementing ambitious regional development and decentralisation reforms. These reforms resulted in the creation of 1 469 amalgamated municipalities, the establishment of an elaborate multi-level regional development planning framework, as well as a significant increase in local public service delivery, and public funding for regional and local development. However, the reforms faced a number of challenges, many of which have been significantly exacerbated by Russia’s war against Ukraine. These challenges include increasing regional economic, demographic and well-being disparities, a fragmented regional development funding framework, as well as marked discrepancies in municipal administrative, human resource and fiscal capacity. This report presents an in-depth analysis of Ukraine’s progress in implementing its multi-level governance reforms and explores the role of subnational governments in disaster management. From there, it recommends how Ukraine, together with international partners, can use multi-level governance, regional development and decentralisation to support subnational reconstruction and recovery to address urgent humanitarian needs, rebuild local economies and communities, and strengthen their resilience.

    This report provides an assessment of public governance and territorial development in Polish local self-government units (LSGUs). It offers key recommendations to governments at the national, regional and local levels in Poland on how to enhance development, improve service delivery and strengthen management processes within LSGUs. It addresses eight key thematic areas, including strategic planning, co-ordination across administrative units and policy sectors, multi-level governance and investment capacity, the use of monitoring and evaluation evidence for decision-making, budgeting, strategic workforce management, open government, and regulatory policy to reduce administrative burden and simplify public procurement. The report proposes a classification of LSGUs in Poland based on OECD typology, in order to reflect the economic functionality of specific regions/territories as a means to help LSGUs design more effective local development policies. A self-assessment tool for LSGUs in Poland complements the report and provides key indicators that allow counties and municipalities to assess their main strengths and weaknesses on public governance and local development practices, plan how to better serve citizens, enhance local sustainable development and engage with stakeholders to build a collective vision and plan of action.

    COVID-19 has accelerated the digitalisation of working and social interactions. Global lockdowns to contain the pandemic have forced firms and workers to perform a wide range of daily functions through virtual means. This has led to greater uptake and acceptance of remote working, which will likely remain in the post-pandemic scenario. Governments and policy responses at the local and regional level can play a decisive role in supporting workers and firms in this transition. This report proposes a number of policy takeaways to guide short and long-term policy making to better prepare regions for what may be a ‘new normal’. The report relies on real-time subnational data to analyse changes in people’s mobility patterns and the determinants of remote working adoption across types of workers and regions. The report identifies different scenarios of settlement patterns that could emerge post-COVID-19, highlighting how changing patterns of work could impact on regional development and a range of policy areas, including infrastructure, healthcare and the environment.

The region benefits from two distinct mining subsectors, each with a rich network of suppliers that are relevant for local development: the metallic mining sector (e.g. copper and zinc), which accounts for most of the regional mining production, and the non-metallic sector (ornamental rocks, aggregates and industrial minerals), which is highly dispersed…

The region benefits from two distinct mining subsectors, each with a rich network of suppliers that are relevant for local development: the metallic mining sector (e.g. copper and zinc), which accounts for most of the regional mining production, and the non-metallic sector (ornamental rocks, aggregates and industrial minerals), which is highly dispersed across the territory. The regional mining value chain has the potential to leverage the increasing global and EU demand for sustainable raw materials and thus become a frontrunner in leading technologies and circular processes for environmentally sustainable mining. This study identifies how Andalusia can build on its strengths and address current and future challenges to improve regional productivity and well-being while accelerating the transition to a low-carbon economy and assisting EU climate goals.

To address these regional disparities, successive governments have pursued a policy of…

    The economic development of Korea is widely considered as a success story. Yet, as the country joins the ranks of the world’s most advanced economies, its rapid pace of development has not fully reached every part of its territory. The pace of urbanisation, particularly around Seoul, has placed mounting pressure on the capital’s quality of life, while in rural regions the country’s success has felt distant. To address these regional disparities, successive governments have pursued a policy of balanced national development, with major initiatives aimed at spreading economic opportunities throughout the country while at the same time transferring authority and resources to regional and local governments, to increasingly empower them to navigate their own path forward. This study takes stock of these efforts in the context of rural development and finds evidence of progress in several areas, yet opportunities remain in others. The study includes advice and recommendations on multi-level governance, rural-urban linkages and other issues drawn from the experience of OECD countries on how Korea’s efforts in pursuit of inclusive growth may be further strengthened to improve the well-being of the country's rural regions.

With the largest land surface and the lowest population density in Sweden, Upper Norrland contains two sub regions, Västerbotten and Norrbotten. Both sub regions host the greatest mineral reserves in the country, containing 9 of the country’s 12 active mines and providing 90% of the iron ore in the European Union. Upper Norrland has the potential to become a global leader in environmentally sustainable mining due to its competitive advantages, including a stable green energy supply, high-quality broadband connection, a pool of large mining companies working closely with universities to reduce the emissions footprint across the mining value chain, and a highly skilled labour force. Yet, the region must overcome a number of bottlenecks to support a sustainable future, including a shrinking workforce, low interaction of local firms with the mining innovation process and an increasing opposition to mining due to socio environmental concerns and land use conflicts.

    Rural Well-being: Geography of Opportunities presents the latest iteration on this policy framework, reflecting several important changes in rural development in recent years. Fully taking into account the variety of situations characterising rural regions, the new policy framework leverages improved data and analysis while broadening the scope from economic focus to encompass the environmental and social dimensions of well-being. The new approach places the well-being of citizens at the forefront of its objective and recognises the diversity of rural places brought by a deeper understanding of their diverse and complex socio-economic systems and their connection to cities. The framework also looks to the future and unfolding megatrends such as globalisation, digitalisation, climate change and demographic change. It reflects on how these will impact rural economies and reviews policy options to mitigate the challenges and capitalise on opportunities as well as to develop resilience against emerging crises. Finally, recognising the strong interdependencies between different stakeholders and the need for partnerships between government, the private sector and civil society to successfully implement policies, the Rural Well-being Policy Framework focuses on governance mechanisms, including the OECD Principles on Rural Policy.

    This note focuses on the implications of COVID-19 on rural development and the policy responses that OECD member countries are adopting. It first discusses the economic effects on rural regions followed by an identification of opportunities and associated challenges. The note then summarises how governments are responding to the crisis and identifies how governments can prepare to leverage opportunities. Delegates of the Working Party on Rural Policy discussed and shared their input to a first draft of this note at the 23rd meeting on 20 April, 2020and provided some examples that have been incorporated.
