The search for practical solutions to complex problems, setting up multi-stakeholder partnerships and promoting sustainable development is fundamental to my work. I have extensive experience working in politically sensitive environments and supporting local, regional and national governments in resolving development issues.   • LGCP Central America Programme

    The LGCP invests in the capacity of municipal governments and their associations in Central America and the Dominican Republic.

    Its aim is to strengthen the voice of municipal governments in the development and implementation of national and of regional security policies, such as the Central American Security Policy (ESCA) of the Central American Integration System (SICA).

    The LGCP invests in the capacity of municipal governments and their associations in Central America and the Dominican Republic.

    Its aim is to strengthen the voice of municipal governments in the development and implementation of national and of regional security policies, such as the Central American Security Policy (ESCA) of the Central American Integration System (SICA).

    This way, the programme contributes to regional security policies that match local needs and realities.

    Crucial to the project is the shared vision of the Central American Local Government Associations (LGAs) on conflict prevention and security. This shared vision forms the foundation for lobbying and advocacy activities of the LGAs for improved access to the decision making of SICA and other national and regional institutions.

    VNG International facilitated the founding of the Confederation of Associations of Municipalities of Central America and the Caribbean (CAMCAYCA) and now works with this new regional body to strengthen the voice of municipal governments at the regional level, particularly in the field of conflict prevention.

    Examples of activities:
    - Providing technical assistance and coaching to LGAs to formulate a shared vision of municipal government on conflict prevention
    - Facilitating the establishment of the CAMCAYCA as a regional representation of municipal governments
    - Organising meetings of mayors/presidents of Central American and Caribbean LGAs to exchange experiences and practices in conflict prevention and security
    -Facilitating access of the CAMCAYCA to national and regional institutions such as SICA, to add the municipal perspective to regional security plans and strategies
    - Supporting the CAMCAYCA in their lobbying and advocacy activities for improved security policies

    2. Increased capability of CMAs to implement their CMS
    3. Increased capability of CMAs to institutionalise organizational development strategies
    4. Increased capability of CMAs to identify and relate to external stakeholders

    The Kingfisher programme, which came about through a unique partnership between the Netherlands Association of Local Governments and the Association of Dutch Water Authorities, brings together South African and Dutch water authorities and municipalities. Through a colleague-to-colleague approach this programme works towards improved local water management.

    1. To develop the internal capacity of GATC with appropriate governance and management structure, an operations manual and physical rehabilitation of infrastructure.
    2. To develop an introductory course on the Local Government Public Financial Management Manual, to develop three modules related to the Public Financial Management and Accountability Act
    3. To provide technical assistance in 4 counties in 2 states (Eastern Equatoria and Western Bahr el Ghazal) through piloting a comprehensive capacity building programme on PFM for staff from the county finance, health, education, and water and sanitation departments.

    The GATC-II project was supplemented by the “Development of the Local Government HRM manual and Model Local Government Structure in South Sudan” project

    The core objectives of this project were:
    1. To develop the Interim Local Government HRM Manual;
    2. To develop the Model Local Government Structure;
    3. To identify issues to be addressed in the longer-term process policymaking process on HRM and division of tasks and responsibilities within local government.
