Les obstacles une participation importante des jeunes sont complexes et
dpendent du contexte national, qui peut prsenter des caractristiques diverses
allant des systmes marqus par un dsquilibre dmographique croissant et un
cart grandissant entre les valeurs intergnrationelles des systmes paternalistes
et oligarchiques o les structures politiques ne veulent ni partager le pouvoir, ni
rpondre aux attentes des jeunes qui aspirent un renouveau dmocratique.
Ladsaffection des jeunes prive la socit de leur nergie et de leur optimisme.
Elle dbouche sur des choix politiques qui ne proposent pas de perspectives
long terme, de rpartition intergnrationnelle quitable des ressources ou de
nouvel lan en faveur du changement. Il existe nanmoins des partis politiques,
des entreprises, des mdias, des coles, des pouvoirs locaux et des ONG qui font
un vritable effort pour impliquer les jeunes dans un processus concret de prise de
dcision. Le Forum mondial de la dmocratie mettra en avant des exemples de ce
type daction et stimulera le dialogue entre les diffrents acteurs afin de multiplier
les initiatives et dencourager les changements structurels pour parvenir une
dmocratie dans laquelle les jeunes auront leur mot dire. Les conclusions du
Forum permettront de mieux recenser les obstacles qui empchent les jeunes de
participer plus concrtement au processus dmocratique et de recommander les
mesures qui pourraient savrer ncessaires diffrents niveaux pour renforcer la
participation des jeunes la prise de dcision politique.
FORMAT
Le Forum sera organis autour de sessions plnires qui comprendront des
allocutions de haut niveau, des discours liminaires, de sances de travail (laboratoires)
au cours desquelles des questions spcifiques seront examines, ainsi que des
confrences collaboratives dans des espaces ouverts. Des arbres de votes seront
exposs lextrieur des salles de runion des laboratoires, o les participants
indiqueront, par une feuille rouge ou verte, si lide les a convaincus ou non.
Ces arbres reprsenteront la fois une installation artistique collective et une
illustration visuelle des ides les plus attrayantes. Les initiatives les plus prometteuses
adoptes par les participants seront examines plus en dtail par le Conseil de
lEurope et ses partenaires lissue du Forum. Des dessinateurs illustreront les
sances de travail en direct.

LE CONSEIL DE LEUROPE
40 ANS DE SOUTIEN LA PARTICIPATION DES JEUNES
Le Conseil de lEurope a aid les jeunes jouer un rle actif dans la socit et
dans les processus de prise de dcision en Europe durant quatre dcennies.
Depuis 1972, son systme unique de cogestion a permis aux reprsentants
des jeunes de partager le pouvoir de dcision avec les reprsentants
gouvernementaux en ce qui concerne la politique de jeunesse du Conseil de
lEurope ainsi que les priorits de travail et les programmes cet gard.
Des milliers de responsables/travailleurs de jeunesse sont forms chaque anne
dans les centres europens de la jeunesse de Strasbourg et de Budapest.
Les activits finances par le Fonds Europen pour la Jeunesse bnficient
15000 jeunes chaque anne.
Durant 40ans, des centaines de milliers de jeunes ont t impliqus dans des stages
de formation et des activits conues pour leur fournir les comptences dont ils
ont besoin pour participer pleinement dans la socit.
Le Conseil de lEurope a fourni aux pouvoirs publics une dfinition claire dune relle
participation. Celle-ci doit tre un processus permanent plutt quune consultation
unique ou occasionnelle - et elle doit tre totale, englobant tout lventail de
questions qui touchent la vie des jeunes: violence notamment envers les jeunes
femmes, accs la formation lemploi et au logement, etc. Parce que les jeunes
manquent souvent dexprience, de moyens et dopportunits dont ils ont besoin
pour contribuer, les pouvoirs publics doivent prendre la responsabilit de faire en
sorte quune participation utile des jeunes soit une ralit en fournissant la formation,
les opportunits et soutien ainsi que des droits. Ces principes sous-tendent la Charte
europenne rvise du Conseil de lEurope sur la participation des jeunes la vie
locale et rgionale ainsi quun nouvel outil dvaluation des politiques publiques
en matire de participation des enfants et des jeunes.
Dans les coles, les universits et en dehors des systmes dducation formelle, le
Conseil de lEurope travaille avec des partenaires pour faire en sorte que les enfants
et les jeunes acquirent les comptences et les connaissances dont ils ont besoin
pour participer part entire dans la vie dmocratique. Des ressources pdagogiques
et des programmes trs labors sur lducation aux droits de lhomme et la
citoyennet dmocratique sont disponibles et incluent des manuels, des produits
audiovisuels ainsi que des stages (www.coe/intedchre; www.eycb.coe.int/compass/).
La Charte du Conseil de lEurope sur lducation la citoyennet dmocratique et
aux droits de lhomme a t signe par les 47tats membres.
La campagne actuelle du Conseil de lEurope - Mouvement Contre la Haine - est
mene par et avec les jeunes. Les participants apprennent et partagent leurs
expriences sur la faon de dfendre les droits de lhomme en ligne et daborder le
problme du discours de haine en ligne. La campagne illustre la fois lengagement
des jeunes envers les valeurs du Conseil de lEurope et celui de lOrganisation
pour soutenir la participation des jeunes travers les nouvelles technologies et
les mdias sociaux.

FORMAT
The Forum will consist of plenary sessions for high-level addresses; keynote
introductions, a series of smaller working sessions (labs) to address specific issues and
a number of unconferences in an open space format. Votetrees will be displayed
outside the meeting rooms of the labs where participants can glue a red or green leaf to
show if the idea has convinced them. The trees will represent both a crowd-sourced art
installation, and a visual illustration of the most appealing ideas. The most promising
initiatives, voted by participants, will be given further visibility by the Council of
Europe and its partners after the Forum. Cartoonists will illustrate the sessions live.
The unconferences will enable spontaneous discussions, as well as fresh ideas and
new alliances to emerge. Youth participants will be asked to develop prototypes of
an ideal democracy which will be presented in dedicated unconference sessions. It
should consist of different models composed by proposals for citizens and societal
structures from birth to death from a citizens perspective. Such an ambitious
exercise may cover all kinds of issues from education to migration, consultation
processes to eligibility of candidates, freedom of expression etc. Various events and
debates will be organised by the Alsace region and the city of Strasbourg in the
aftermath of the Forum in order to involve the local community in the discussions.

Over the last 40 years, hundreds of thousands of young people have been involved
in training courses and activities designed to equip them with the skills they need
to participate fully in society.
The Council of Europe has provided public authorities with a clear definition of
effective youth participation. It must be an ongoing process - rather than a one-off
or occasional consultation - and it must be comprehensive, encompassing the full
range of issues affecting young people today, from violence, particularly against
young women, to access to training, employment and housing. Because young
people frequently lack the experience, resources and opportunities they need
to contribute, public authorities must take responsibility for making meaningful
youth participation a reality, by providing training, opportunities and support as
well as rights. These principles underpin the Council of Europes Revised Charter
on Youth Participation in Local and Regional Life and a new assessment tool for
public policies regarding child and youth participation.
In schools and universities and outside the formal education system, the Council of
Europe works with partners to ensure that children and young people gain the skills
and knowledge they need to participate fully in democratic life. Extensive human
rights and citizenship education materials and training programmes are available,
including: manuals, audio-visual materials and courses (www.coe.int/edchre;
www.eycb.coe.int/compass/). The Council of Europes Charter on Citizenship and
Human Rights Education has been signed by all 47 Member States.
Its current European youth campaign - the No Hate Speech Movement - is being
run by and for young people. Participants are learning and sharing experiences on
how to defend human rights online and tackle online hate speech. The campaign
illustrates both young peoples commitment to the Council of Europes values
and the Organisations commitment to support their participation through new
technology and social media.

Les jeunes doivent tre tenus informs des dfis auxquels sont confrontes les
dmocraties aujourdhui, notamment le dphasage qui existe entre llite politique
et les citoyens ou le manque de transparence dans la prise de dcision. Ilsdoivent
disposer des comptences qui leur permettent de rsoudre ces problmes et
de faire entendre leur voix. Une meilleure comprhension de la faon dont les
pouvoirs publics prennent les dcisions sur les politiques suivre renforce les
valeurs dmocratiques et encourage les jeunes se poser des questions dans ce
domaine. Une srie dinitiatives a pour objectif de dvelopper parmi les jeunes des
capacits dengagement et de mobilisation dans le domaine de laction civique et
de leur apporter les connaissances qui leur permettront de participer au processus
dmocratique en tant que citoyens actifs. Il sagit notamment de convaincre les
jeunes que leur engagement peut changer les politiques et de leur montrer ce que les
technologies modernes et dautres structures dinfluence peuvent leur offrir cet gard.
INFLUENCING MINDS
Young people need to be made aware of the challenges that democracies face today, such as the disconnection between political elite and citizens
or a lack of transparency in decision-making. Youth has to be equipped with
the skills to be able to address these problems and to make their voices heard.
Abetter understanding of public policy and decision-making does not only
foster democratic values but also generates politically related questions in young
minds. A range of initiatives aims at building civic engagement and leadership
among young people and provides them with the knowledge to participate in
democracy as active citizens. The challenge is to convince young people that
their engagement can change politics and to show them the whole spectrum
modern technology and alternative structures for influence offer in this respect.

Le programme NSS - Community Connect
Fellows est un programme de dveloppement
des capacits de mobilisation dune dure
dun an. Destin aux meilleurs tudiants du
programme de bnvolat pour les jeunes
en Inde (National Service Scheme), il utilise
lapprentissage pour dvelopper lengagement
civique, la capacit dencadrement et les
comptences professionnelles parmi les jeunes.
Le programme slectionne des participants
dans les formations lencadrement et les
invite rsoudre une question dordre social
dune manire dmocratique et constructive.
En 2013-2014, 29bnvoles forms dans
le cadre de ce programme ont consacr
9139heures et mobilis 338tudiants pour
venir en aide prs de 5000personnes. Ils ont
enregistr 2200plaintes aux fins de relancer le
systme municipal de gestion des plaintes.

The NSS CCF (NSS Community Connect
Fellowships) is a year-long leadership
development program for the brightest students
of NSS (National Service Scheme), Indias
youth volunteering program. It uses service
learning to build civic engagement, leadership
and professional skills among youth. It takes
participants through leadership training and
engages them in solving one big social issue
in a constructive and democratic manner.
In the year 2013-2014, 29 NSS CCF fellows
volunteered for 9,139hours and mobilized
338students to reach out to 5,000people
and file 2200 complaints to revive the
Municipal Complaint Management System.

SIM Democracy is an interactive educational tool
through simulation of a democratic community.
Within less than an hour, it allows players to play
different roles and actively perform tasks and
responsibilities in a democratic society; such as
the government that makes parliamentary and
public decisions, plan budget, allocate resources,
provide infrastructure and run the country, or
ordinary citizens who generate income, pay
taxes and actively participate in monitoring
government administration. As a result, its
fundamental elements and better understanding
of public policy are fostered and democratic
values are strengthened. Most importantly, it
generates politically related questions in young
minds, creating platforms for debates on political
issues and its government administration.

The project was carried out by approximately
250students from different schools in Stavropol.
It is aimed to promote active participation of
youth in the community life. The project covered
the following actions: identifying youths needs
and problems in the local community to be
addressed; presenting the issues via studentmade documentaries; finding solutions and
taking actions together with teachers, parents
and local community. This initiative is part
of the project Promotion of Civic Education
in Russia implemented by the European
Wergeland Centre and Moscow School of Civic
Education offering seminars in education for
democratic citizenship and human rights.

OLYMPICS, BELGIUM
Project Unify is a strategy developed by Special
Olympics to bring together youth with and
without intellectual disabilities through sports,
leadership, advocacy and volunteering. The
program aims at encouraging the acceptance
and inclusion of young people with intellectual
disabilities, challenge negative attitudes
and develop leadership skills among young
people. Started in the USA, Project Unify was
piloted for 18months in Europe and India
with over 7,000youth, teachers and coaches
trained. Based on the pilots success, the
Project Unify concept is being expanded
and adapted to suit various cultural and/or
educational settings in Europe and globally.

Stork Heinar is a parody on Nazi-ideology, run
by unpaid volunteers. Stupidity of right-wing
extremist propaganda is used to make fun
of neo-Nazis and discourage their potential
supporters. Using irony the stork has established
itself as a stereotype figure in the fight against
neo-Nazis and for democratic participation.
Meanwhile, a real stork accompanied by a
pseudo-military brass-band brings action to
the streets. About 25young persons voluntarily
commit themselves to support the campaign for example through project days in schools, on
demonstrations and on many other occasions.

Rethinking democracy in favor of youth
necessarily involves using new tools for citizen
relationships and participatory methods.
Apollonia illustrates this with two examples:
Firstly, in Colmar, the Local Mission Haut-Rhin
North, with the active partnership of the
city of Colmar and the Regional Council of
Alsace, has mounted two remarkable actions,
reconciling training, integration and creating
a public space for art. Secondly, the city of
Strasbourg began experimenting with creating
participatory techniques, where young people
co-decide not only the form of the work but
also its urban location and its social integration
in the neighborhoods Meinau - Neuhof. This
has been achieved through exchanges and
dialogues between artists, operators, trainers,
companies and local elected officials.

INFLUENCING DECISION-MAKING
There is potential for youth influence on democratic decision-making. Many
young people are engaged at community and grassroots levels and express strong
civic ideals and commitment. A wide range of formal participation opportunities for
youth exists but their impact is relatively weak. Consequently, alternative models for
influencing decision-making are emerging, going beyond the system of representation
demanding participatory and deliberative approaches to democracy in order to give
youth real decision-making power. New ways of socialising and organising are being
forged and pioneered by the young via online media and social networks, from a
perspective which may challenge established models of democratic governance.

publique. Sans action concrte, les protestations des jeunes resteront ce quelles sont,
cest--dire des protestations et non des actions constructives pour le changement.
INFLUENCING POLICIES
There is a disparity between the policy ideals of young people and the priorities
of democratic decision-making. Young people feel particularly strongly about
the long-term challenges and strategic orientations for their societies such as
environmental sustainability, social justice, corruption and equal opportunities.
However, they have relatively little influence on these strategic choices. The challenge
is to distil a clear agenda from a multitude of specific concerns; an action plan to
communicate to political leaders in order to influence public policy. Without this,
youth protests may remain just this - protests, and not a constructive action for change.

The Y8 and Y20 Summits are the official youth
conferences within the Group of Eight (G8)
and Group of Twenty (G20) processes. Both
Summits provide a platform for youth from

world leaders about issues that are important

and propose solutions. The Summits are
more than just a single event, but a year-long
exercise to build the participants capacity to
understand and contribute to the G8 and G20
agendas, and thus offer them an unparalleled

The distance between young people and democratic institutions is a matter of
concern. Not only young peoples exclusion from political party leadership and electoral
participation leads to distortions in political arbitrations but they also set a trend towards
an ever greater democratic deficit and de-legitimation of democratic institutions.
In some cases, political institutions adapt and create structures to include young
people, in form of, for example, the Young Mayor Programme or Youth Parliaments.
In other cases, young people try to reform institutions from outside, assembling
on the streets or using the internet and social networks to express their demands.

My Choice is based on the idea of national
youth election training and campaigning as
well as the experience of how to mobilise
several thousand young voters to go out and
vote during the general elections in Bosnia
and Herzegovina. Through combination of
an interdisciplinary approach the Democratic
Youth Movement manages to reach more than
13,000young voters (youth aged from 18 to 20)
directly and in flash, as well as 100,000young
people indirectly via social media and other
media. The main goal is to promote elections at
a non-formal level, and to create an atmosphere
that voting is something cool and integrative.

After 200 years of working with the same
printing-press-age technology, democracy has
grown stale. The Net Party is a group of activists,
students and entrepreneurs in Buenos Aires that
took action and decided it was time to change
the tool and innovate where nobody dares to:
in politics. They aim to hack the political system
creating an alternative with 2 elements: a new
kind of political party, The Net Party (Partido
de la Red) where the representatives commit
themselves to always vote according to an opensource online platform where every citizen can
participate called DemocracyOS. DemocracyOS
is an open source online platform designed for
parliaments and other collective decision-making
institutions, that allows citizens to get informed,
join the conversation and vote how they want
their representatives to vote. It empowers citizens,
allowing them to bring about a more inclusive,
collaborative, open and intelligent social system
and seeks to recover a robust public debate as a
collective cause. The Net Party ran for elections in
the city of Buenos Aires in 2013, got 22,000votes
(a succesful debut with 1,2% of the electorate)
and DemocracyOS is live and is currently used
by activists in Latinamerica and Middle East.

dmocratie. Ils exigent un nouveau contexte

telecommunication monopolies for many
years. These entities control information, set the
prices of the services and determine cultural
alternatives. This is not a local problem: in most
nations, citizens are not able to exercise their
communication rights on account of radio and
television spaces being distributed among
very few. From Mexico, many youth have told
the world that this model is a hindrance to real
democracy. They demand a new context for
telecommunications and desire public policies
to develop an extended sense of citizenship,
including media and digital literacy.

The House of Commons Public Engagement
and Learning team, together with the British
Youth Council, have succeeded in making the
annual sitting of the UK Youth Parliament in the
House of Commons chamber into a year-round
series of activities with the key aim of galvanising
mass youth participation in political decision
making. Following the UKYP chamber debate
the MYPs vote on five topics which then become
their campaign for the forthcoming year. Since
2012, the selected topic becomes the focus
of a Youth Select Committee enquiry - where
witnesses give oral evidence and a report is
produced, to which the Government responds.

Lewisham Young Mayor is part of the constitution
of the London Borough of Lewisham in London,
UK. The initiative was set up in 2004 to encourage
young people in the borough to be involved
in decision making and local politics. A young
person is elected every year to represent their
peers; they have a budget of 30,000 and take
part in civic duties, school visits and projects,
consultations, supporting community groups
and campaigns. The elected Young Mayor and
Deputy work with as group of young advisors
and with politicians, officers and others in the
community to try and address the needs and
interests of young people in the borough.

The World Forum for Democracy 2014 will for the first time involve a number
of unconferences. These are participant-driven workshops whose agenda is
created by the attendees on an online platform before the meeting. Anyone
who wants to initiate a discussion on a topic can claim a time and a space.
The unconferences will enable spontaneous discussions, as well as fresh ideas
and new alliances to emerge. Unconferences feature open debates rather than
having a single speaker at the front of the room giving a talk, although any
format is permitted.

INTERCULTURAL DIALOGUE, ABASIC PILLAR IN DEMOCRATIC SOCIETIES
The goal of this unconference is to find innovative ways on how young people
can promote Intercultural Dialogue in their communities in order to contribute
to the resolution of conflicts in the society and consolidate democracies by
fostering active citizenship and a culture of peace. States often accommodate
several cultures, peoples, nations, religions, ethnicities or communities that
should be included in democratic decision-making processes. This diversity is
enriching and positive. If it is well managed, based on values as tolerance, culture
of peace, dialogue, civic engagement and cross-cultural understanding, then
democracy becomes more representative, and thus stable and consolidated.
Can non-formal education (NFE) empower democracy? Did you experience
NFE? How did you benefit from it? Do you think it is important for personal
development and how can this method lead to more open minded and more
democratic citizens? Lets find out more about the steps from NFE to democracy.
Using special learning tools, this unconference will try to prove that NFE can help
young people to learn about democracy and to use it in everyday life.

de dmocratie idale qui seront prsents dans des sessions ouvertes
organises cet effet. Les prototypes devraient tre constitus de diffrents
modles labors partir de propositions visant les citoyens et des
structures socitales sappliquant lensemble du cycle de la vie du point
de vue du citoyen. Un tel exercice ambitieux peut couvrir tous les sujets,
de lducation la migration, des processus consultatifs lligibilit des
candidats et la libert dexpression, etc. Les prototypes de dmocraties
seront prsents en session plnire le 5novembre de 9heures 9h30

A man who remembers his childhood fun and effective learning experiences through interactive-participation,
he knew what was missing in the civic education classrooms in Thailand and why most youngsters had no
interest in politics. This was how SIM Democracy came into existence. He strongly believes that an interactivelearning tool can encourage young people to view the world through a democratic-political involvements
spectrum. Since 2008, he was a Regional Director for Southeast and East Asia of the Friedrich Naumann
Foundation for Freedom (FNF) Bangkok, Thailand. He holds a PhD degree from Bonn University, Germany.

jeunesse dActionAid Bangladesh. Sami sait coordonner les activits des jeunes sur

problmatiques, dentreprendre des recherches sur les politiques et de considrer

Sami is a young professional at ActionAid Bangladesh and leads the organisations research and development
efforts concerning youth. He is also heavily involved with Activista Bangladesh - ActionAid Bangladeshs national
youth network. Sami has experience in coordinating young peoples activities on the ground and linking
them up with national level efforts. He is currently engaged in mainstreaming youth across various issues,
undertaking policy research and looking into the Post-2015 process from a Bangladeshi youths perspective.

Clara Almeida Santos is currently vice-rector for Culture, Communication and Heritage at the University of
Coimbra. Diretor of the Universitys web television, she is assistant professor at the Faculty of Letters and has a
PhD in Communication Sciences and a Master degree in Communication and Journalism. Since 2003, she has
participated in applied research projects on diversity in the media, authoring or co-authoring several books on the
subject. She worked as a journalist at the Portuguese TV channel SIC, mainly as editor at the channels website.

Mohammed studied management, sociology and global politics. Has been working for the last 6years for more
freedom in the Middle East and North Africa, mainly in terms of strategic planning and consultancy in media,
campaigning, community organizing and launching community initiatives in Syria, Jordan and Tunisia. Lately
was working as head of campaigning at the National Coalition of the Syrian Revolution and Opposition Forces
in Turkey. Mohammed is now establishing the Syrian Democracy Hub aiming to support development of a
democratic culture and practices among young leaders and to prepare them for a less violent transitional period.

Ms Seda Arcan Maslen is a Senior Project Officer, working at the Council of Europe Ankara Programme
Office since 2011 and currently responsible for Education for Democratic Citizenship and Human Rights
Education Project in Turkey. She received her B.A in Political Science and Public Administration from Bilkent
University, Ankara. She holds two M.A degrees in European Public Affairs from Maastricht University
(class of 2003,cumlaude) and in European Policies and Politics from Catholic University of Leuven (class
2005, cumlaude). She previously worked in Brussels as a Junior Consultant in a private consultancy
dealing with lobbying activities for different business sectors between 2004- 2007. She is currently
a PhD candidate in the United Nations University, Maastricht Graduate School of Governance with a
focus in Education and inclusion of immigrants in Information and Communication Technologies.

Julian Barlen is a Hotel Manager and graduate economist from Germany. He is spokesperson for the Social
Democrats on public health policies, aging society and anti-extremist initiatives in the Land parliament
of Mecklenburg-Western Pomerania. As a co-founder and todays voluntary project manager of the
satirical anti-Nazi project Stork Heinar he aims to contribute to attracting, inspiring and developing
democratic participation - especially among younger people - by giving up-to-date information about
current neo-Nazi strategies and offering low-threshold possibilities for taking a democratic attitude.

Ms Battaini-Dragoni was elected to the post of Deputy Secretary General in June 2012. In 2011, the Secretary
General appointed her Director General of Programmes, responsible for overseeing the bi-annual programme of
intergovernmental activities and for coordinating all monitoring, standard-setting and cooperation activities on
human rights, democracy and the rule of law. Since 2005 she has coordinated the Council of Europes projects on
intercultural dialogue, preparing the White Paper on Intercultural Dialogue, the first document of its kind to be
adopted at international level. Ms Battaini-Dragoni has published widely on a variety of social and educational
policy topics in both Anglophone and Francophone academic journals and international publications.

la plus influente. En 2012, elle a remport le prix OpenGov de la transparence et, en 2013,
le World Summit Award (WSA) pour la surveillance du parlement assure par marsad.tn.
Ons is a 25years-old engineer. She graduated from the French Engineering School Tlcom Sud Paris (formerly
Tlcom INT) and has worked as a consultant for a security and risk management consulting firm in France
before returning to Tunisia in 2013 where she joined Al Bawsala. Ons is currently the Secretary General of Al
Bawsala, a Public Policy and Accountability NGO working on promoting human rights in Tunisia. Through its
project marsad.tn (monitor in arabic), Al Bawsala monitors the work of the parliament, the state budget and
municipalities, using new technologies to make the information collected accessible to citizens. Al Bawsala
is considered in Tunisia as one of the most powerful NGOs. The organisation has won in 2012 the OpenGov
award for transparency and in 2013 the World Summit Award for its parliament watchdog marsad.tn.

comme prsentatrice et en organisant des rencontres avec des dirigeants gouvernementaux.
Halleluyah Benjamin, 15years old, is in form one at Kilimani Secondary School in Mwanza City, Tanzania.
She joined the Junior Council in 2012 and this term was elected to be the accountant for the council
at regional level. The Junior Council provides Halleluyah and her peers with a platform for children to
defend their rights and ensure their active participation in the matters that affect their lives. Halleluyah
has been effectively advocating for child rights and participation through radio and television programs
as a program presenter as well as through convening meetings with government leaders.

Libraux et des Dmocrates pour lEurope lAssemble parlementaire du Conseil de lEurope.
Anne Brasseur is a Luxembourgish politician and former sports and training minister. On 28 January 2014
she was elected as the President of the Parliamentary Assembly of the Council of Europe for a one-year
renewable term, the second woman to hold this post. She began her political career when she was elected
to the city council of Luxembourg in 1976. She is president of the Association des femmes librales.
From 1999 to 2004 she was a cabinet minister of Luxembourg, Minister for National
Education, Vocational Training and Sports (Ministre de lducation nationale, de la Formation
professionnelle et des Sports). Since 2009, she has been president of the The Alliance of Liberals

became Municipal Councilors. Andre Buchmann is Chair of the Observatory for Inland Air Quality and member
of the National Council of Air. She is very involved in her local community, especially in the field of environment.

Born in 1985, Simon Burkatzki is a lawyer practicing in Strasbourg. He studied at the Franco-German
Saarbrcken Law Center and the University of Strasbourg. He is member of the Legal Committee of
LICRA, and tries to fight against racism and anti-Semitism, whatever its forms and in all media. He
represents LICRA before courts, including criminal courts. As part of the exercise of his profession,
he is regularly confronted with hate speech online, especially revisionist propaganda.

since September 2013. Based in Paris from 2010 to 2013, she was Special Representative to coordinate
the international fight against maritime piracy (Strategic Affairs, Security and Disarmament). Beforethat,
she has been Deputy Director of Multilateral Affairs and Sector Cooperation in the context of Security
Cooperation and Defence from 2009-2010. From 2005 to 2008, she has been Consul General in
Antwerp, the Netherlands. During her career at the Ministry of Foreign Affairs, she has also been
based in Bujumbura (Burundi), Quebec (Canada), as well as in Mainz and Bonn (Germany).

with 90 other young Europeans he had the honour to found the AER Youth Regional Network in Wiesbaden in

democratization of the media system. He fostered the incorporation of community radio stations, which were finally
included in the Mexican Constitution. He is currently involved in the Organizing Committee of the Popular Congress,

and decentralised implementation of/for Council of Europe cooperation and technical assistance.
Shestrongly believes that the Organisations standards and policies on human rights, the rule of law and

Scott Warren is the co-founder and Executive Director of Generation Citizen (GC). He is a Draper Richards Kaplan
and former Echoing Green Fellow, and was named to Forbes 30 Social Entrepreneurs under 30. Scott studied
International Relations at Brown University. After his father joined the State Department, Scott grew up throughout
Latin America and Africa, serving as an observer in the first truly democratic elections in Kenyas history, and
recognized the transformative potential of democracy. During college he was Student Director of STAND, a national
student anti-genocide coalition, and founded GC to encourage youth to participate in the democratic process.

Rolf Wenzel was elected Governor of the Council of Europe Development Bank on 8April 2011. He was previoulsy
the Head of the Financial Market Policy Department of Germanys Federal Ministry of Finance. He served as
Germanys Alternate Governor in several regional multilateral development banks and represented Germany in
G7/G8, G20, and OECD meetings. He served as a Deputy Director General for international financial and monetary
policy. He also worked in the Ministry of Finance on European issues and served as an Advisor to the German
Executive Director in the International Monetary Fund. He received a doctorate in Economics and Econometrics at
Ruhr University in Bochum having studied at the University of Hamburg and the London School of Economics.

Howard Williamson is Professor of European Youth Policy at the University of South Wales. A youth
work practitioner for over 25years, he has advised various governments on a range of youth issues.
He has been closely involved in the Council of Europe international reviews of national youth policy.
He did the original study on young people who are now defined as NEET and continues to explore
the lives of men whom he first met when they were young offenders in the 1970s. He was appointed
Commander of the Order of the British Empire (CBE) in 2002 for services to young people.

Mohammed Fadel Zaqout a t choisi comme ambassadeur de la paix en 2010 pour participer
au programme YES (Youth Exchange and Study) en Arizona (tats-Unis). Il a galement t
membre du comit directeur de lInitiative de partenariat entre tats-Unis et Moyen-Orient
(MEPI), et assistant coordinateur des anciens du programme YES Gaza. En 2009, il a t nomm
la prsidence du Parlement des jeunes Gaza par le Ministre de lducation. Il fait partie de
lorganisation Qatar Debates et tudie la comptabilit anglaise luniversit de Palestine.
Mohammed Fadel Zaqout was chosen an ambassador for peace in 2010 to be part of the YES
program placed in Arizona, USA. He was also steering committee member of the US-Middle
East Partnership Initiative and YES alumni coordinator assistant in Gaza. In 2009, he was chosen
by the Ministry of Education as the President of the Youth Parliament in Gaza. He is member of
UP and Qatar Debates and studies English Accounting at the University of Palestine.

Goretti Zavuga Amuriat est Responsable du Programme de dfense de la politique des TIC et du
genre que propose le Rseau des femmes ougandaises (WOUGNET). Auparavant, elle travaillait
au sein de ce rseau comme responsable des programmes TIC. Elle coordonne des projets dans
plusieurs domaines o interviennent les TIC: TIC et entreprenariat, TIC dans la gouvernance et la
responsabilit et, enfin, TIC et violence lgard des femmes. Goretti jouit dune vaste exprience dans
lutilisation des TIC pour le dveloppement, et elle a men une campagne intgrant le genre des
politiques et des programmes TIC. Aujourdhui, elle est vice-prsidente du rseau de dveloppement
des technologies dnergie de lAfrique de lEst (East Africa Energy Technology Development
Network, EATDN), ONG qui promeut des technologies dconomie dnergie en Afrique de lEst,
et prsidente de Women Upliftment Action Uganda (WOPA-U), organisation communautaire qui
uvre lamlioration de la vie des femmes dans les districts de Wakiso, Mukono et Kayunga.
Goretti is a Program Manager for the Gender and ICT Policy Advocacy program under Women of

The Peoples Republic of China, Associate Professor of Law at Wuhan University School of Law
Wanhong Zhang a obtenu son doctorat la facult de droit de luniversit de Wuhan, o il exerce
aujourdhui comme professeur associ en Jurisprudence. Ses travaux ont essentiellement port
sur des questions juridiques lies aux droits de lhomme, lintrt public et la socit civile. Il
a t Edwards Fellow la facult de droit de luniversit de Columbia, New York, au semestre
de printemps2005. En sa qualit de Directeur de lInstitut de droit dutilit publique et de
dveloppement, le professeur Zhang intervient galement dans la protection et la promotion des
droits de lhomme en faveur des personnes pauvres et marginalises en Chine (travailleurs migrants,
personnes handicapes, etc.). En 2008, le Professeur Zhang a particip la rdaction du premier
plan daction national 2009-2010 pour les droits de lhomme en Chine, publi le 13 avril 2009.
Zhang Wanhong earned his Ph.D. in Law from Wuhan University School of Law, Wuhan, where he now
holds the position of Associate Professor of Jurisprudence. He has mainly been working on legal issues
related to human rights, public interest and civil society. He was Edwards Fellow at Columbia University
School of Law, New York, USA, in the spring semester of 2005. As the Director of Wuhan University Public
Interest and Development Law Institute, Professor Zhang and his colleagues are also working in the field
of protection and promotion of human rights of the poor and marginalized in China, say, migrant workers,
persons with disability, among others. In 2008, Professor Zhang was invited to participate in the drafting
of Chinas first National Human Rights Action Plan 2009-2010, which was released in April 13, 2009.
