True freedom lies in refusing to be manipulated and taking charge of our destinies.

    This book discusses the strong capacity of media to cover the early warning signs of a humanitarian crisis, which can result in the timelier authorisation and deployment of a peacekeeping operation. The main hypothesis is that since mass media have the ability to transmit information; produce publicly constituted surveillance processes and influence public opinion, they also hold the capacity to also support early warning signs of crises. This can be facilitated through real-time reporting and project development that will create a vigorous global network of human monitors to inspire popular support and the necessary pressure to deploy a peacekeeping operation. To support her hypothesis, the author has used both primary and secondary research, including the review & analysis of 21 books, 24 interviews, 134 survey respondents and 4 basic case studies - that of Somalia, Bosnia, Rwanda and FYROM.

    This event aimed to present and discuss the final findings and recommendations of the Study on eGovernment and the Reduction of Administrative Burden and relevant EU Member States’ experiences on the matter. The purpose of this event was twofold:
    Firstly, to raise awareness about the potential savings and best practices, and, secondly, to discuss next steps for the implementation of the ‘once only’ principle at both European and national level. The workshop should also be seen in light of the conclusions from the European Council of October 2013: "…EU legislation should be designed to facilitate digital interaction between citizens and businesses and the public authorities. Efforts should be made to apply the principle that information is collected from citizens only once, in due respect of data protection rules" (conclusion #9, EUCO 169/13).

    Issue 21 called ‘mHealth Regulatory Environments’, was comprised of six papers written from authors from Australia, Spain, Greece, USA, Belgium, and Netherlands. The first five of these were concerned with the regulations and certification of mHealth applications, or ‘apps’, software which utilise smartphone platforms to deliver specific types of patient care and management. The rapid evolution of mobile communication devices and their supporting systems has opened up a vast market for healthcare apps. However, many contributors were concerned that the standards and regulations have not kept pace with the technology, bringing problems to manufacturers, healthcare services and patients alike. The papers described the status quo from diverse perspectives and various responses to this state of affairs, primarily by proposing approaches, strategies and frameworks according to which the healthcare authorities should or could act to improve the standards and regulations. The final paper approached the potential of mHealth from a totally different perspective, by taking up a more academic and sociological approach to the issues of communication in mHealth systems.

    In addition, it aimed to engage stakeholders from Member States, academia and industry and utilise their experience to promote modernisation of public administrations and improvement of public organisation processes. It provided information to stakeholders about the efforts and tools to improve their organisational processes, but also to engage them in an efficient exchange of perceptions and best practices.

The target is to widen the scope of use of the electronic means that public administrations have at their disposal outside the local, regional or national level. A further aim is to facilitate mobility of businesses and citizens i.e. for entrepreneurs to set up and run a business anywhere in Europe and allowing individuals to study, work, reside, receive health care and retire anywhere in the European Union. To achieve seamless cross-border eGovernment services in the single market, many building blocks should be considered. An important pre-requisite is to ensure the interoperability and sustainability of common services and generic tools developed and demonstrated in large scale pilots; compliance with national and international regulations is crucial as well. The first step to design interoperable and sustainable cross-border services is to identify the real user needs, either from the citizens’ or businesses' perspective. This task is positioned at the centre of this event’s interests.
