About us

AALCO stands for the Asian-African Legal Consultative Organization. AALCO is an inter-governmental organization that was founded in 1956 and now with 47 member states comprising of the major states from Asia and Africa. Of the 193 countries in the world, and of close to 700 cities in People’s Republic of China, AALCO chose to set up the latest regional arbitration centre in the Hong Kong Special Administrative Region in the heart of the Greater Bay Area development and an important gateway of the Belt and Road Initiative. The establishment of the new regional arbitration centre in Hong Kong, China, is AALCO members’ strong vote of confidence. It is the support of the Central People's Government for Hong Kong, a peer recognition of the strong Rule of Law here, and valuing the people talent and many unique advantages of this beautiful city, international financial centre and legal services and disputes resolution centre here under “One Country, Two Systems”. With the recent establishment of the AALCO Hong Kong Regional Arbitration Centre, AALCO now has six international regional arbitration centres. AALCO is here to welcome and serve your needs, with the regional arbitration centre in Hong Kong having a particularly strong focus to use and promote the use of LawTech to help resolve disputes, and here to offer state-of-the-art Online Disputes Resolution platform that is expected to meet the APEC ODR Framework. The other five centres are located in Cairo (Arab Republic of Egypt), Kuala Lumpur (Malaysia), Lagos (Nigeria), Tehran (Islamic Republic of Iran) and Nairobi (Kenya). Each centre is established by international law, and the respective hosts Governments recognize their independent status like an international organization and have accorded privileges and immunities to these centres.   • The Asian-African Legal Consultative Organization (AALCO), with 48 countries as member states, meets regularly in person to discuss and resolve matters of common concern. The 62nd annual in-person meeting, attended by 300+ ministers, attorney-generals, ambassadors and international legal experts, was successfully held in and hosted by the Kingdom of Thailand from September 8 to 13, 2024. Mr Nick Chan, BBS, MH, JP, Director of the AALCO Hong Kong Regional Arbitration Centre, reported on our work and share our ongoing work and upcoming plans to the 48 member states. During the Annual Session, representatives of member states engaged in discussions on a wide array of topics proposed by member states. These included pressing issues such as “Violations of International Law”, “Environment and Sustainable Development”, “International Trade and Investment Law”, “Asset Recovery”, “Legal Issues in Outer Space”, “Law of the Sea”, “International Terrorism”, and “International Law in Cyberspace”.   • The exponential increase in disputes arising out of cross-border business and commerce has stimulated a growing appetite for arbitration. One of our AALCO centres, the Asian International Arbitration Centre (“AIAC”), has successfully held the International Arbitration Congress 2024 in Kuala Lumpur on 27 August 2024 with the theme “Redefining Its Horizon – Malaysia, Asia and Beyond”. Mr. Nick Chan, BBS, MH, JP, the Director of AALCO Hong Kong Regional Arbitration Centre, attended in person to support AIAC and spoke on “AALCO Synergy: Empowering Regional Unity in Economic and Commercial Dispute Settlement.” AIAC was organized as co-panelists Mr. Wilfred D. Ikatari, Director of AALCO’s Regional Centre for International Commercial Arbitration Lagos, Ms. Jacqueline Oyuyo Githinji, Non-Executive Board Member of AALCO’s Nairobi Centre for International Arbitration, and Mr. Danesh Chandran, Assistant Director of AALCO’s AIAC.   • On 22 August 2024, the monthly Fireside Chat with distinguished guest speaker Mr. Nicholas Ho, Commissioner for the Belt and Road Office, was successfully held at the AALCO-HKRAC office. During the event, Mr. Nicholas Ho and Mr Nick Chan, BBS, MH, JP, the Director of AALCO Hong Kong Regional Arbitration Centre discussed the topic: “Focus areas and action points for the second decade of the Belt and Road Initiative”. Mr. Nicholas Ho walked through the eight major steps to support high-quality Belt and Road cooperation announced by President Xi on the third Belt and Road Forum for International Cooperation in December 2023 with the audience. Looking ahead to the second decade of the Belt and Road Initiative, Hong Kong shall take a more proactive approach in exploring and establishing long-term relationships with new markets and regions, with a specific focus on Region-to-Region collaboration.   • On 7 August 2024, Shenzhen, The Secretary for Justice Mr Paul Lam, SC, led a delegation of about 20 persons comprising representatives from the Hong Kong Bar Association, the Law Society of Hong Kong, related sectors, and Mr Nick Chan, BBS, MH, JP, the Director of AALCO Hong Kong Regional Arbitration Centre attended and supported the "Resolve2Win - Legal Services of Hong Kong, Opportunities for All" conference, over 300 representatives from the legal, business and other sectors attended the conference. The conference, themed "Synergistic Development with Hong Kong to Go Global", was co-organised by the Department of Justice and the Hong Kong Trade Development Council to promote Hong Kong's legal and dispute resolution services. The second panel discussion session moderated by Mr. Nick Chan AALCO-HKRAC, focused on the opportunities and potential legal risks arising from the development of emerging technologies amid the broader trend of digital transformation. This session was the panel featured distinguished legal professionals from Hong Kong, who provided insights on the latest Lawtech services and innovations available in the city. They highlighted how Hong Kong, as an international financial and commercial hub, is at the forefront of leveraging cutting-edge technologies to enhance the efficiency and accessibility of legal services. One of the key topics discussed was the growing application of artificial intelligence (AI) and machine learning in the legal industry. Panellists explained how AI-powered tools can automate repetitive tasks, assist with legal research and analysis, and even aid in the drafting of legal documents.   • On 30 July 2024, Tu Zhaofeng, Secretary General of Guangzhou Asset Management Association, and 14 Guangdong Desai Law Firm lawyers visited the AALCO Hong Kong Regional Arbitration Centre (“AALCO-HKRAC”).   • AALCO-HKRAC Welcomed Korean Ministry of Justice and Korean Legal Interns - 29 July 2024 AALCO-HKRAC had the pleasure of welcoming a team of Korean participants, including legal interns and young lawyers, from the joint event exchange program hosted by the Hong Kong Law Society and the Korean Ministry of Justice, who are interested in international affairs and arbitration. Our Deputy Director, Mr. Dennis Cai, led an introductory speech on the creation and structure of the AALCO-HKRAC, highlighting its unique and neutral international arbitration opportunities that supported by the 48 AALCO member states. He also shared the special advantages of being an arbitrator in Hong Kong, such as being the first and only jurisdiction that the parties commence proceedings under specified arbitration centre, like AALCO-HKRAC, may apply interim measures in Mainland courts. Being the “super-connector” and the “super value-adder”, Hong Kong provide support to the Belt and Road initiative by leveraging our advantages as a service centre along the Belt and Road routes that are most internationalised and most familiar with Chinese matters.   • Asia ADR Summit 2024 has been successfully held – 26 July 2024 On 26 July 2024, Mr Nick Chan, BBS, MH, JP, the Director of AALCO Hong Kong Regional Arbitration Centre attended and supported the Asia ADR Summit 2024, focusing on “Beyond Boundaries: The Rise of Asia in Global Dispute Resolution”, in Malaysia. Mr Nick Chan also served as the moderator for the panel session titled “Spotlight on Mediation: Navigating Progress in Asia”, featuring distinguished panelists Mr Rohan Arasoo, the Partner of Harold & Lam Partnership, Ms Donna Ross, the Principal and Founder of Donna Ross Dispute Resolution and Ms Shamila Neelakandan, the Heads the Construction Claims and Expert Services Practice for the Asia Pacific Region at HKA. This session examined the growth and advancement of mediation practices across Asia including Australia, Hong Kong SAR, Malaysia and Singapore. The conversation delved into the distinct methods, obstacles, and achievements in advocating for mediation as a primary conflict resolution approach in the region. The panelists offered insights on emerging trends, regulatory frameworks, and innovative strategies aimed at fostering effective mediation processes amidst cultural, legal, and socio-economic diversity.
