The Association of Consulting Engineers of Hong Kong

The Association of Consulting Engineers wholeheartedly endorses the Hong Kong Government's initiative to introduce the "Security of Payment Legislation (SOPL)" for the construction industry. This legislation is poised to bring about significant improvements to the industry, particularly in enhancing the security of payments for stakeholders, including small and medium enterprises (SMEs) and workers. The construction industry is no stranger to the issue of "payment dragging" which leaves workers unpaid and SMEs grappling with financial difficulties. The key proposal of SOPL, which includes improving contract payment terms, introducing a mechanism for prompt resolution of payment disputes, and empowering the claiming party with the right to suspend or slow down work in cases of non-payment, is a commendable step towards mitigating these challenges. We urge the Government to expedite the legislative process to provide better protection for SMEs and safeguard workers' livelihoods.

The 2023 District Council Ordinary Election, to be held on 10 December (Sunday), is the first large-scale territory-wide election after improving the district governance system and reforming the District Councils (DC).
