  • Beijing Issues New Policies to Relax Requirements for Permanent Residence and Visa/Residence Permit for Foreigners

    Effective from 1 March 2016, a series of new exit-entry related policies were implemented in Beijing. The new policies aim to attract more foreign talents to live and work or do business in Beijing, especially in Zhongguancun Science Park (“Zhongguancun”). The new policies form part of the new measures to speed up the establishment of Zhongguancun which is expected to be the science and technology innovation center with global influence.     Effective from 1 March 2016, a series of new exit-entry related policies were implemented in Beijing. The new policies aim to attract more foreign talents to live and work or do business in Beijing, especially in Zhongguancun Science Park (“Zhongguancun”). The new policies form part of the new measures to speed up the establishment of Zhongguancun which is expected to be the science and technology innovation center with global influence. The new policies also reflect the PRC’s new emphasis on knowledge and creativity, which echo a series of similar policies implemented in Shanghai in July 2015. The Beijing policies focus on relaxing the eligibility criteria for PRC permanent residence status and long-term residence permits as well as introducing new activities permitted under the visa/residence permit category for private matters.

  • Shanghai Issues New Policies to Relax Permanent Residence rules and Simplify Visa Application Procedures for Foreigners

    In an effort to establish a global science and innovation centre in Shanghai, new policies have been implemented in Shanghai to attract and retain foreign talents. The new Shanghai-specific policies, effective 1 July 2015, relaxed eligibility criteria for foreigners to obtain permanent residence status and introduced simplified visa application procedures.

    In February 2015, the Hong Kong Immigration Department (“ HKID ”) announced new initiatives and enhancement measures to Hong Kong immigration policies governing the admission of talents, professionals and entrepreneurs. The new initiatives and enhancement measures will take effect in the second quarter of 2015, superseding existing admission arrangements.
