Social Change Through Public Policy
About us
Centre for Civil Society advances social change through public policy. Our work in education, livelihood, and policy training promotes choice and accountability across the private and public sectors. To translate policy into practice, we engage with policy and opinion leaders through research, pilot projects and advocacy. We are India’s leading liberal think tank, ranked 50 worldwide by the annual study conducted by the Think Tanks and Civil Society Program at the University of Pennsylvania. Our vision is that each individual leads a life of choice in personal, economic and political spheres and every institution is accountable. We successfully campaigned for livelihood freedom for street entrepreneurs, resulting in the passing of the Street Vendors (Regulation and Protection of Livelihood Act in March 2014. Our School Choice Campaign popularised the instrument of school vouchers in education, increasing choice and access to quality education for all. Currently, our focus is on reshaping the school education policy landscape - shifting the focus to learning outcomes, expanding choice in education and advocating deregulation for private sector; amplifying the voice of budget private schools which are catering to the poor sections of society but face closure in the face of the RTE; enhancing choice and accountability through the CCS skill voucher model in government skilling programs; promoting livelihood freedom by facilitating effective implementation of the Street Vendors Act and creating future leaders through policy trainings and courses who will be champions of liberty in their fields going forward.

For this week’s #MondayMusing, we feature an essay by Prof Om Prakash Kahol titled ‘The Myth of Free Education’. This piece was featured in the magazine ‘The Indian Libertarian’ in January 1959. The author argues that the concept of free education is a deceptive notion used by politicians to mislead the public. He contends that education, whether publicly or privately funded, ultimately incurs costs that must be paid, either through taxes or tuition fees, and that the burden of these costs should not fall disproportionately on a select few while leaving the majority underserved. Ever thought about how learning English can change a student's future? 🌟 Recognizing the immense value of English for social mobility and opportunities, we are introducing the Language Learning Lab at Hari Vidya Bhawan. This initiative is designed to benefit students in Budget Private Schools (BPS) in Delhi for the academic year 2024-2025. 🎓📆 In India, English is more than just a language; it's a pathway to greater opportunities. By introducing the Language Learning Lab, we aim to provide students in BPS with the tools they need to excel both academically and professionally. Through the use of the Freadom app, our lab offers an engaging and interactive learning experience that goes beyond traditional methods. 🖥️📱 Our Language Learning Lab provides a dedicated space for students to use mobile tablets loaded with curated content from the Freadom app. Through exciting stories, games, and activities, students will enhance their reading, speaking, and comprehension skills in a gamified environment. 🏫 Hari Vidya Bhawan and the Centre for Civil Society are united in their mission to empower students through quality education and nurture their ability to thrive in a diverse and changing world. This lab represents our shared commitment to giving every child the chance to excel and reach their full potential. 🌟 This launch is just the beginning. We are planning to introduce more Language Learning Labs in other Budget Private Schools, bringing quality English education to students across a wider educational landscape. 📈📚 Stay tuned for updates on our upcoming launches in other BPS. In a country like India, where knowing English can open so many doors, our Language Learning Lab is here to make a real difference. We want every student to feel confident and ready to grab the opportunities that come their way. 🌟 Stay tuned for more news and updates as we expand this initiative. The National Education Policy, first launched in 2020, marks its fourth anniversary today. CCS' Nitesh Anand and Vagmi explore how the current approach to supporting the Department of School Education and Literacy, particularly through the National Means-cum-Merit Scholarship Scheme (NMMSS), requires a compassionate overhaul. They write: In India, the National Education Policy (NEP) 2020 aims for all primary children to achieve basic reading and math skills by 2025. Despite increased funding in the Union Budget 2024-25, many Indian children are still overlooked. Discover how direct benefit transfers can transform education and ensure every child's success.
