As part of the final state consultation of the Conference of Panchayats 2.0 (CoP 2.0), we had the privilege of hearing Ms. Vandana Dadel, IAS, Principal Secretary, Department of Forest, Environment & Climate Change (GoJ), deliver a keynote address. She began by highlighting India's ambitious net-zero emission target for 2070 and stressed the critical role of community action, particularly by those most affected by climate change. Key highlights from her address included: ➡ Emphasising the importance of involving grassroots communities in discussions around climate change mitigation and adaptation ➡ Highlighting the need for comprehensive planning to create a roadmap for a Just Transition, along with the importance of impact assessment and effective utilisation of funding to support those whose livelihoods are tied to the fossil fuel economy. ➡ Stressing upon the inclusion of local government representatives in climate action planning from the outset, ensuring diverse perspectives from all stakeholders. Highlighting the critical importance of a bottom-up approach to policy making in tackling climate change, Policy & Development Advisory Group (PDAG), in collaboration with Asar and Damodar Bachao Abhiyan, hosted the final state-level consultation of the Conference of Panchayats 2.0 in Ranchi, Jharkhand. This inspiring, grassroots-driven climate convening brought together a diverse panel, including government officials, Panchayati Raj Institution representatives, policy experts, civil society organisations, and community leaders. They passionately discussed and deliberated to drive a locally-led climate action agenda—a challenging yet crucial task—sharing their first hand experiences of climate change impacts and discussing adaptation and mitigation strategies implemented across various blocks along with sharing stories of resilience. The conference discussed the need for multi-stakeholder partnerships between local government leaders and institutions, emphasising the importance of grassroots-focused climate action. Key discussions highlighted the need for tailored policies, targeted funds, and technical resources. The event underscored the significance of enhancing communication and collaboration between local communities and the government in climate action discourse. Moreover, the event highlighted the invaluable role of indigenous knowledge in climate resilience. Local leaders shared how traditional practices and wisdom have been instrumental in adapting to and mitigating the impacts of climate change. This indigenous knowledge is crucial in developing sustainable and effective climate strategies that are deeply rooted in the local context. As we move forward, we are committed to supporting Panchayat leaders in advancing a ‘locally-led approach’ to climate action. We also aim to collaborate with partners in other states to build a national policy discourse centred on locally-led climate action through the Conference of Panchayats. In three months, world leaders will gather in Baku, Azerbaijan for #COP29 to discuss global and national #ClimateGoals. In three months from now, world leaders and heads of states will convene in Baku, Azerbaijan for #CoP29 to discuss global and national #climategoals. Yesterday however an inverted model of climate convening happened in Ranchi, Jharkhand, with nearly 100 Mukhiyas (head of Gram Panchayats) and womens’ community collectives - #ConferenceOfPanchayats. This was a passionate, sharp and incisive chorus of local elected leaders at Panchayats across the state - debating, deliberating and driving a locally led climate agenda ; a policy discourse that’s easier said than done. This final state convening marked the end of phase 1 of this inverted #CoP, anchored jointly by Policy & Development Advisory Group (PDAG) & Asar with our local partner Damodar Bachhao Abhiyan. Here's a unique #CoP where CoP stands for Conference of #Panchayats! Mukhiyas from across the state gathered in Ranchi to demonstrate Locally Led #ClimateAction in #Jharkhand (Present and Future), as you can see in the 1st frame here. There were 2 more stellar sessions on Regional Perspectives and on multi-stakeholder approach. The dadas and didis who had descended onto the state capital to represent their co-villagerd presented their points of views with brilliant clarity. One message stood out for me: Come to the village and talk directly to the people; explain things to them. Only then will they feel motivated enough to take concerted action. When the heads of state meet this November for #cop29azerbaijan, they would do well to pay heed to these heads of villages. The first half of today’s #ConferenceofPanchayats #CoP 2.0 saw Panchayati Raj members passionately place locally led climate challenges, solutions and practices in the inaugural session. Vandana Dadel, IAS, Principal Secy - Dept of Forests, environment & Climate change acknowledged CoP 2.0 as a prime example of a locally led approach towards climate action and reiterated its importance to inform state climate action planning and implementation. ‘It’s time to reinvent the climate discourse pyramid and have Panchayats and Panchayat heads convene across states in India to deliberate, debate and design locally led climate action approaches.
