He emphasized that the remit of the Bill is too wide; it is trying to cover all large influencers and content creators, and while the Bill may aim to enhance transparency and accountability, it will significantly increase the compliance burden on independent journalists and creators. Read with the penalties for non-compliance and the powers available to the government to intervene, the Bill could open the door for government action against commentators, thereby affecting freedom of speech. We are delighted to share that Rhydhi Gupta, Analyst at The Quantum Hub (TQH) attended the Asia Pacific Internet Governance Academy in Busan, South Korea, from 8 - 12 July 2024, organised by ICANN and Korea Internet & Security Agency. The program involved rigorous hands-on training on the technical layer of the internet, on concepts such as DNS, IPv4 and IPv6 as well as international negotiation and consensus building. She also received the Outstanding Performance Award in the Best Leader category. We are excited to see Rhydhi apply her learnings to her work as a techpolicy analyst and further participate in the Internet Governance ecosystem. #APIGA2024.

Last night, we launched the ‘Bridging the Gap: Women powering Tech Policy' program in partnership with Microsoft and Young Leaders for Active Citizenship (YLAC). This is a part of the Asia edition of ‘Conversations Unscripted’, an initiative of Microsoft aimed at empowering women in the tech policy landscape. We were honoured to host a fireside chat with Mr. S Krishnan, Secretary of the Ministry of Electronics and Information Technology, who emphasized the necessity of applying a gender lens to developments in the digital economy and technology policy. We also had a wonderful panel discussion with Dr. Preeti Banzal - Adviser/Scientist ‘G’, Office of the Principal Scientific Adviser to the Government of India, Nivedita Mehra - Managing Director, US-India Strategic Partnership Forum, Dr. Sarayu Natarajan - Co-founder, Aapti Institute and Arjun Venkatraman - Program Officer- Digital, Bill & Melinda Gates Foundation. The panel discussed the different experiences that women have had in the public policy field and areas of further research to study gendered impacts of tech policy. The year 2023 witnessed many issues pertaining to women-led development and Nari Shakti being brought to the forefront, reinforcing India’s commitment to gender equality and sustainable development. Despite these strides, female labour force participation remains a critical issue, impacted by socio-economic and cultural factors. IWWAGE -an initiative of LEAD at Krea University, and The Quantum Hub (TQH) have released the 2023 edition of the annual ‘Women and Work’ report, focusing on women-led sustainable development. This report contextualizes women’s participation within the broader macro-political and economic landscape, highlighting challenges and opportunities while presenting a forward-looking approach to growth, embracing the spirit of Nari Shakti, and recognising women as key drivers of progress and prosperity. Using thematic prompts from the gender outcomes around women’s leadership and participation listed in the 2023 G20 New Delhi Leaders Declaration, the report presents a data story from the year gone by, highlighting major emerging trends around employment, entrepreneurship, and skilling for the future of work. The Telecom Regulatory Authority of India(TRAI) has issued a consultation paper seeking public feedback on framing terms and conditions for telecommunication services under the new Telecommunications Act, 2023. The paper poses 61 questions, including whether the existing licensing regime should continue or be replaced with a "leaner" authorisation process. It also explores the possibility of a single authorisation for satellite-based telecommunication services and seeks stakeholder opinions on the costs associated with a unified service authorisation for India. Sumeysh Srivastava, Senior Manager at The Quantum Hub (TQH), discusses the paper with Aditi Agrawal from Hindustan Times, noting its omission of OTT communication services regulation, "The paper does not speak of regulating OTT communication services. This is further supported by the paper's omission of the ongoing consultation on OTT regulation when referencing consultations impacting the authorisation framework." However, Srivastava expresses concern about the potential regulation of content delivery networks (CDNs) and internet exchanges, stating, "Excessive regulatory obligations on these entities could hinder India's digital growth."
