    The study takes a detailed look at the Indian government’s and its various agencies’ existing software procurement policies and outlines global best practices for software procurement. It aims to help streamline the central and state governments’ procurement processes and encourage the use of properly licensed software to minimize security threats. Currently, software procurement by government agencies in India is not centrally governed or driven by laws and regulations that mandate the inclusion of security requirements during procurement. Central and state governments have evolved their own laws and regulations which treat the process of software procurement differently and often do not address security requirements. Security considerations during software procurement, and throughout the lifecycle of software deployment, are imperatives to ensure that software-related security risks are addressed against the backdrop of worsening threat landscape. The importance of the subject is becoming increasingly vital. Software supply chain risks in the software procurement lifecycle need to be addressed with solutions that are practical. Furthermore, it is realized that the initiatives that are recommended can be achieved if the steps are fully aligned with the government’s overall goal of reducing security risks in government’s software supply chain. DSCI and BSA undertook this study to learn security challenges at all stages of government software procurement and suggest forward leaning and pragmatic solutions which are relevant from Indian perspective. The outcome of the study in the form of key issues and recommendations have been summarized in the report.

    Abstract:
    The sustainable growth of any country is derived from the well being of its different regions at granular level. However, the dichotomy of most countries is the inter-region disparity leading to negative impact on the national economic performance which calls for holistic study to deal with critical aspects of economic development in different regions. The absence of such study in India is the primary motivation behind this exploratory research paper which attempts to dig out and explore the critical factors having negative impact on the regional industrial growth and suggest measures for their improvement. Comprehensive literature review , field survey along with statistical tools have been used to identify and analyze the crucial factors acting as bottleneck for a region’s industrial growth leading to declining industrial performance. The paper further discusses the role of innovative business models and supportive industry policy to enhance the attractiveness of region and make the best possible use of available resources.

    India’s current infrastructure development process is making greater use of IT applications, which makes it vulnerable to cyber attacks that can have serious implications for the nation and economy at large. Cyber security has direct bearing on national security since cyberspace merges seamlessly with the physical world and cyber attacks can disrupt critical infrastructure of the country producing effects similar to those of physical attacks on the infrastructure

    The Report highlights cyber security issues at the national and global level; need for cooperation, and for information age response to the cyber challenge. It identifies priority areas for action, including 10 key recommendations in which the roles of government and the industry have been outlined. These recommendations take into consideration the ongoing global cyber security efforts and developments while keeping the Indian environment in context.

    DSCI consolidated the preliminary recommendations provided by the CSAG members and also did an extensive study on polices and initiatives of developed countries and India’s initiatives to develop its own recommendations. Finally, it emerged that the Committee should prioritize the existing recommendations to provide the government key priority areas for action, detailing the role of the industry in each such area. As a result, the ‘Securing Our Cyber Frontiers’ has come out with ten key pragmatic and actionable recommendations which also detail the role of the government and industry.
