Welcome to the latest edition of the Infinity Gaming Magazine and with August rapidly approaching the launch of the 18th instalment of the biggest event of the calendar year, the International Gaming Awards (IGA), which over the years has raised hundreds of thousands for deserving charities.

For the first time ever it will be held outside of the UK, on the 19th January it will be hosted in Barcelona with a bigger venue offering more than ever attendees from around the world. Indeed categories have been launced and nominations are open.

Interview with Ciara Nic Liam

Managing Director, Gaming at Entain Group

Ciara many thanks for speaking to us today and can we start by asking about your career in the gaming industry, where did it all start?

Absolutely! My journey in gaming began in 2012 at Paddy Power as a Casino and Poker Product Executive. It was a steep learning curve—I didn’t even know what an API was when I started! This role laid the foundation for my career, teaching me product management fundamentals. I led mobile-first projects, collaborated across product areas, and managed significant platform upgrades.

After that, I made the move to Gibraltar to join the Rank Group during a major phase of investment in their digital business. I was part of the senior team driving digital transformation, platform migration, and building the digital team from scratch for Grosvenor. At William Hill, I started as Head of Gaming and later became Director of Gaming, gaining international market experience.

I then joined Betsson in Malta as Product Director and later as Commercial Director for Gaming. It was my first experience with such a large, multi-brand, multi-market company, and the scale of operations was eye-opening. I led the gaming commercial strategy across

over 25 brands, focusing on aligning our roadmap with the needs and voices of each brand.

After getting married, my wife and I moved back to Gibraltar, where I joined Entain as their Product Director for Gaming and I’ve since been promoted to MD, Gaming. Each role has brought unique challenges and opportunities, but I genuinely love what I do and couldn’t imagine working anywhere else!

You have had a long career so far starting with Paddy Power, do you already feel like a veteran within the business?

You know, it really depends on the day! Gaming has been my world for as long as I can remember—it’s where I’ve grown up and where I’ve built my career. Along the way, I’ve met most of my friends and even my wife through this industry, and the learning curve has been steep and rewarding. Working with top companies has allowed me to witness firsthand the major shifts in the industry. Each role I’ve taken on, whether in product management or strategic leadership, has deepened my understanding of how things work in this sector.I’m also constantly inspired by my colleagues at Entain who have been here for over

20 years—that’s incredible dedication. I look up to so many people within Entain and across other B2C and B2B companies.

Most if not all the companies you have worked for are blue chip companies, is that something you have consciously made an effort to do?

It’s been a deliberate choice to work for blue chip companies. I thrive in large, intricate organisations where the challenges are substantial, and the outcomes of your work have a profound impact. They provide a special mix of stability, resources, and chances for advancement that resonate with my career goals. Working with industry leaders such as Flutter, Rank, Evoke, Betsson, and Entain has positioned me right at the cutting edge of innovation and strategic growth in the gaming sector.

Looking at diversity & inclusion which you are a great supporter, how does Entain currently work towards this?

D&I is key to sustainability and success. Entain’s goal is to attract, engage and retain the best talent globally, bringing the best thinking to our business from inside and outside of our industry.

Entain’s ambition is to make surethat everyone feels valued, respected and included, and the business is wholly committed to tackling inequalities and creating a diverse and inclusive workplace. Just one of the initiatives set up by the business is a dedicated and global Women@Entain network, which gives women at Entain the chance to connect, collaborate, celebrate and inspire each other. It’s all about creating a culture where everyone feels safe and empowered, and everyone can thrive.

Do you feel that this subject still has a long way to go not just within the gaming industry but in business in general?

D&I initiatives still have a long road ahead, not just in gaming but across all industries. While many companies are making strides, there are significant challenges that demand our attention.

Achieving diversity in leadership remains a major hurdle. Role models are crucial here—employees need leaders they can look up to and learn from. The fact that we at Entain have a female interim CEO and diverse Board is brilliant, and a fantastic example not only to the rest of the industry, but also other FTSE100 businesses.

At Entain, where I focus on leading people in mostly product and tech-

nology roles, I’ve witnessed efforts to break down barriers. For example, we actively promote opportunities for talented young women from diverse backgrounds – and their skills in coding, project management, and customer experience have beeninvaluable.

Addressing bias and discrimination is another critical area of focus. Continuous training and awareness are integral at Entain. I appreciate how our recruitment teams openly discuss these issues and monitor progress throughout the hiring process.

While there’s positive momentum, creating genuinely inclusive workplaces requires ongoing dialogue and concrete actions. It’s heartening to see steps being taken, but we must persist in driving meaningful change across the entire industry.

How important is diversity and inclusion to a workforce and do you think some companies do not take is seriously as they should?

D&I are vital for a workforce for several key reasons. Firstly, having diverse teams brings such a rich mix of perspectives, experiences, and ideas to the table. This diversity is like fuel for innovation and creativity because different viewpoints naturally lead to more thorough problem-solving and smarter decision-making. Whenever I put together a team to tackle a challenge, I always make sure to include a diverse range of perspectives—it’s essential for finding robust solutions.

Secondly, D&I play a huge role in creating a workplace culture where every single employee feels genuinely valued, respected, and empowered. When people feel included and supported, it’s amazing how much more engaged, productive, and committed they become in their roles.

about internal benefits; it’s also crucial for understanding and meeting the diverse needs of our customer base at Entain. By actively listening to and empathizing with different customer perspectives, we’re able to innovate better products, deliver superior services, and create truly exceptional customer experiences. With millions of customers every year, it’s absolutely in our best interest to ensure their voices are heard and represented in everything we do.

Unfortunately, not every company sees the importance of D&I as they should. Some view these initiatives as optional or less critical compared to other business goals. But this mindset can really lead to missed opportunities in innovation, challenges in attracting top talent, and ultimately, it can impact overall organizational success.

Yourself and indeed Entain have taken part and supported the

Women in Gaming (WIG) Diversity & Inclusion Awards for many years now, how important do you think is it for events like this are to the industry?

Events like the Women in Gaming (WIG) Diversity & Inclusion Awards are incredibly important for the industry. They shine a spotlight on the achievements of women and promote diversity across gaming. These events not only celebrate success but also inspire others to champion inclusivity in their own organisations. Being part of such initiatives at Entain has been personally fulfilling, as they highlight our commitment to fostering a diverse and inclusive workplace where everyone has equal opportunities to thrive. I believe these events play a vital role in driving positive change and shaping a more equitable future for the gaming industry.

Do you think there is al lack of in-

dustry support still for women and networking, learning and being inspired by each other?

Yes, I do think there’s still a lack of industry support for women in terms of networking, learning, and drawing inspiration from each other. While progress has been made, there’s a clear need for more opportunities and platforms dedicated to empowering women in gaming. Events like networking sessions, mentorship programs, and conferences specifically tailored to women can make a significant difference. These avenues not only provide valuable connections but also foster a sense of community and encouragement among women professionals. At Entain, supporting initiatives that promote women in gaming has been a priority, and I believe industry-wide support for such efforts is crucial for advancing equality and inclusion in our field.

In your opinion Ciara what makes the WIG Diversity Awards a must to attend event?

The Women in Gaming (WIG) Diversity Awards are a must-attend event for several reasons. They celebrate the achievements of women in gaming, offering inspiration and motivation. It’s a great opportunity to network with diverse professionals and build supportive connections. Plus, these awards highlight the importance of diversity and inclusion in our industry, encouraging more companies to prioritize these initiatives. Personally, attending aligns with my commitment to promoting diversity at Entain and beyond, and it’s a chance to learn from industry leaders and celebrate progress together.

In the past have you ever felt that your gender was an obstacle in progressing your career?

No, I haven’t personally felt that my gender was an obstacle in progressing my career. However, being the mom of a one-year-old baby boy has certainly presented challenges, especially with the significant travel demands of my new role. Balancing professional responsibilities with family commitments can be demanding, but I’m grateful for the support I receive from my boss and Entain. Their understanding and flexibility have been crucial in managing these expectations and responsibilities effectively.

To that do you think the industry and business in general is improving over the years?

Yes, I believe the industry and businesses in general are improving over the years when it comes to supporting work-life balance and diversity. There’s a growing recognition of the importance of accommodating diverse needs and circumstances, including those of working parents. Many companies are implementing flexible work arrangements,

parental leave policies, and supportive cultures that prioritize well-being alongside career development. While there’s still progress to be made, I’m optimistic about the positive direction and increasing awareness around these issues across industries.

Having said all that above, would you recommend to anyone a career in the gaming industry, do you think it offers a great career path for women?

Absolutely, I would recommend a career in the gaming industry to anyone, including women. It offers a dynamic and rapidly evolving environment with plenty of opportunities for growth and innovation. The industry values skills and talent, regardless of gender, and there’s a push towards greater diversity and inclusion. As more companies prioritize these values, there are increasing opportunities for women to thrive and advance in various roles—from game development and technology to marketing, operations, and leadership positions. It’s an exciting field where creativity, technology, and business intersect, making it a compelling career choice for anyone passionate about gaming and looking to make an impact.

Having said all that above, would In closing Ciara, how did you get

into the gaming industry yourself and can you imagine working in another business at all?

Growing up in Ireland, betting was pretty much a way of life at home, especially with my mom running a racecourse in Cork and Paddy Power was a household name. When I left my Graduate Programme as an Assistant Brand Manager at Procter & Gamble, I applied for a CRM and Marketing role in gaming, however it was a recruiter who saw something more in my CV and urged me to explore broader opportunities at Paddy Power.

On one of my many interviews I had for that role, one of the directors threw me off guard by asking if I knew what an API was. Honestly, I had no clue at the time. After the interview, as the hiring manager walked me out, he asked how it went. I confessed that I was stumped by that question. Surprisingly, he smiled and assured me that if I landed the job, I’d have a chance to learn. I mentioned that I had quickly Googled it while waiting for him and managed to grasp the concept. We had a brief chat about it, shook hands, and I left feeling unsure about my chances —but against all odds, I got the job. It was a memorable start to my journey in gaming!

Reflecting on my career, there have been many instances like that—where personal experiences and problemsolving skills proved more valuable than simply checking off qualifications on paper. I thrive in interviews where I can share stories of leading teams through projects, navigating change, and learning from challenges along the way.

As for working in another industry? I honestly can’t imagine it. The gaming industry is so dynamic and fast-paced, blending innovation with customer engagement in a way that keeps me hooked. It’s been a fulfilling journey so far, and I’m excited to see where it takes me next.

Gavin Isaacs The New Boss At Entain

Entain has announced after a lengthy search that Gavin Isaacs has been appointed as Chief Executive Officer (“CEO”), effective from 2 September 2024.

Gavin has over 25 years of experience across the global sports betting, gaming and lottery industries. His broad leadership experience has been built through previous roles within companies including Scientific Games Corporation, DraftKings Inc, SB Tech, Bally Technologies Inc, and Aristocrat Technologies. In 2022, Gavin was inducted into the American Gaming Association’s Hall of Fame, reflecting his extensive industry expertise leading and building a wide range of businesses.

In line with the previously announced

succession plan, and to support a smooth transition, Stella David will work alongside Gavin Isaacs before succeeding Barry Gibson as Chair of Entain following his retirement on 30 September 2024.

We are confident that his proven leadership and operational experience mean that Gavin is the right person to take Entain into its next chapter. Gambling In Russia: ONE IN AND ANOTHER OUT

In a strategic move prompted by geopolitical tensions and economic headwinds, LET Group Holdings, a prominent developer and operator of integrated resorts across Asia, is gearing up to divest its ownership stake in the Tigre de Cristal casino resort, situated in Russia’s Primorye gambling zone. An upcoming shareholder meeting spearheaded by the group’s subsidiary, Summit Ascent Holdings, will chart a course for the potential sale of this once-promising venture.

The Primorye gambling area, nestled in Russia’s far eastern region, was conceived as an ambitious endeavor to emulate the success of the iconic Las Vegas Strip. Envisioned as a hub for international tourism, the grand plan entailed the development of 11 distinct casino resorts, offering visitors a diverse array of entertainment and hospitality experiences.

Spearheading this ambitious initiative was the Tigre de Cristal casino resort, a $170 million property that opened its doors in 2015. Developed by the esteemed Melco Resorts and Entertain -

ment, this pioneering establishment aimed to set the stage for Primorye’s transformation into a world-class gambling destination.

However, despite initial optimism, the resort’s performance fell short of expectations, prompting Melco’s chairman, Lawrence Ho, to divest his majority stake in the project as early as 2017.

The challenges faced by Tigre de Cristal were further compounded by the onset of the COVID-19 pandemic, which dealt a severe blow to the global tourism and hospitality industries. As if this wasn’t enough, the geopolitical tensions arising from Russia’s invasion of Ukraine added another layer of complexity, with Western nations imposing stringent economic sanctions on Russian entities and individuals.

In the face of these mounting obstacles, LET Group Holdings, through its Summit Ascent Holdings subsidiary, has made the strategic decision to explore the sale of the Tigre de Cristal resort. The upcoming shareholder meeting, led by chair Andrew Lo, will focus on devising a divestment strategy that

maximizes value for the group, despite the challenging circumstances.

The potential sale of the Tigre de Cristal resort, however, presents its own set of challenges. Nations opposed to the ongoing conflict in Ukraine could potentially impose sanctions on asset transactions involving Russian entities, further complicating the divestment process. These intricate considerations will be at the forefront of discussions during the shareholder meeting.

Adding to the woes of the Primorye gambling area is its apparent lack of international appeal. A report from October 2023 revealed that while 3.1 million people visited the area in the first nine months of the year, a mere 56,000 of them were foreign tourists. This stark contrast highlights the region’s struggle to attract global visitors, further undermining its aspirations as a world-class gambling destination.

As of the time of this writing, Tigre de Cristal stands as one of the only two operational casino resorts in the Primorye area, the other being

Shambala, which opened its doors in 2020. Both properties have suspended their respective Phase 2 development plans, underscoring the region’s diminishing allure and the challenges faced by its stakeholders.

LET Group Holdings’ decision to potentially divest from the Tigre de Cristal resort reflects a broader strategic realignment in response to evolving market dynamics and geopolitical realities. As the global gambling landscape continues to shift, industry players must remain agile and proactive, making difficult decisions to safeguard their long-term interests and ensure sustainable growth.

The upcoming shareholder meeting will serve as a pivotal juncture for

LET Group Holdings, as stakeholders engage in constructive dialogue and deliberations to chart the most advantageous course of action. While the divestment of the Tigre de Cristal resort may be a difficult decision, it underscores the group’s commitment to adapting to changing circumstances and prioritizing its long-term financial stability.

Crimea new gambling zone permitted by Russia

The Russian Federation has approved the development of a casino development in the Crimean Peninsula. The Federation Council has granted approval for the establishment of a gambling zone within the confines of the passenger terminal at the Yalta Seaport

in Southern Crimea.

The decision to introduce a gambling zone in the heart of Yalta’s maritime gateway is a strategic move aimed at creating a favorable investment climate for the tourism industry. Authorities anticipate that this initiative will catalyze dynamic growth within the urban district, positioning it as an attractive destination for both domestic and international visitors. Exactly which international visitors it is aiming for is not known but highly unlikely to be any western nationals at all!

In an official release on the decision through state controlled news services it said:

The federal law establishes the possibility of placing a gambling zone within the boundaries of land plots on the territory of the passenger terminal of the Yalta seaport of the Republic of Crimea, also clarifies the mechanism for compensation for real damage and criteria for selecting land plots for the creation of gambling zones in case of a change in the boundaries of the gambling zone created on the territory of the Republic of Crimea.

The Federation Council Committee on Economic Policy noted that this will contribute to the dynamic development of the urban district by creating a favorable investment climate in the tourism sector, ensure the socio-economic development of the region as a whole, increase the standard of living of the population, and significantly increase tax revenues to the budget of Crimea.

The law also provides for the granting of powers to the executive authorities of the federal city of Sevastopol to control the distribution of outdoor advertising.

UK Expected To Be Second Only Behind US

The UK’s online gambling industry has reached the second spot on the global leaderboard, according to the latest data from Statista, the UK is expected to generate an estimated £11.01 billion (€12.80 billion) in sales by the end of 2024 and would trail only the United States, which is forecasted to amass approximately £18.41 billion in sales this year. Australia comes third again expected to earn £8.11 billion in the projected year.

The COVID-19 pandemic served as a significant catalyst for the growth of the UK’s online gambling industry. As physical casinos and sports venues were forced to close their doors, many bettors transitioned their activities to

the digital sphere, seeking alternative outlets for their gambling impulses. This shift has proven to be more than just a temporary phenomenon, as the industry has continued to grow even as the world gradually returns to normalcy.

The national lottery remains a perennial favourite, the industry has also witnessed a growth in popularity for less traditional gambling activities. Sports betting, particularly on niche sports like cricket, tennis, boxing, rugby, and golf, has emerged as a significant contributor to the industry’s growth, with the average monthly spending on these activities exceeding £200.

However, the rapid expansion of the UK’s online gambling industry has not

been without its challenges. Concerns have been raised about the potential for addiction, financial ruin, fraud, and other societal impacts. In response, the government has implemented measures to address these issues, such as stake limits for slot games and calls for additional safeguards, including affordability checks and improved public information.

As the UK’s online gambling industry continues to evolve, experts anticipate a sustained period of growth, with projections indicating a 3.84% annual increase in gambling revenues between 2024 and 2028.

2024 also saw, three remarkable women from MyAffiliates participated in the Leadership Program by Saraoca. This program is designed to support and mentor women aspiring to leadership roles within the industry. The experience was transformative, and we are excited to renew our commitment by having more female employees join the next cohort,continuing to empower women and promote gender equality.

In terms of growth,2024 has proven to be a year of remarkable expansion and innovation for MyAffiliates. Despite facing global challenges, we have successfully broadened our operations into new markets, including Asia and South America. This expansion not only increases our global footprint but also diversifies our client base and enhanc -

es our market presence. Our development team has been particularly active this year, launching several new features that significantly enhance our affiliate marketing platform’s functionalities and user experience. Our clients have wellreceived these innovations and have praised the improved performance and efficiency of our platform. Our commitment to integrating cuttingedge technologies is evident in these updates, which aim to streamline affiliate marketing processes and provide our clients with a competitive edge in the industry.

Additionally, we have made strides in enhancing our internal processes and operational efficiency. Things seem to change so quickly in life, business and politics, and the relationships between them become ever more entwined. Historically the gaming industry has attempted to keep a very low profile, hoping that politicians and those with a public voice would not notice them, so that the industry could maintain the status quo. I am sure that even during the early days of Vegas there were numerous discussions as how to balance the need for publicity to attract players, and the opposing need to stay under the radar and not attract too much attention.

To recap: the 2005 act allowed, for the first time, most forms of advertising, alcohol consumption on the gaming floor, live entertainment within the casino without special permission and access to the casino without having to complete a cumbersome and timeconsuming membership application.

Although these changes were welcomed by most operators and, also lets not forget, the majority of those members of the public who were visiting the casinos, there was still more that could be done to bring the industry up to date. The Gambling Commission and

the relevant politicians have agreed that the law is out of date, especially when taking into account the enormous changes in technology that have occurred since then.

So it has been with guarded optimism that those of us with a stake in U.K. casinos welcomed changes in legislation, nearly 20 years, yes, 20 years!, after the introduction of the afore mentioned amendments. Nobody can accuse the law makers of rushing into things.

But then, just as we thought progress

had been made, politics decided to raise its ugly head and complicate matters. After a period of political upheaval a general election was called, right at the moment when there was hope that the new legislation was to be imminently introduced. Subsequently there has been a change of Government, with the Labour party receiving a very large majority.

There was a rush to pass some legislation before the election, but sadly gaming legislation was not included. Neither was the Gambling white paper (the name for new legislation) included in the King’s Speech, which is the list of new laws that will be put before parliament by the new government.

So, what next? It looks very much like the gaming legislation may not be a priority for the new government. On the positive side, the new minister for gambling, Stephanie Peacock,

should have a good understanding of the industry as she was already covering this remit when she was in the opposition to government. Despite this, political insiders tell me that it is unlikely that there will be any movement within the 1 to 2 years, which is a shame as the work has already been done.

We can only hope that the new Members of Parliament can grasp the truth that the new legislation in no way puts those considered problem gamblers in greater harm, and in fact should make identifying those with problems more straightforward.

Don’t say we didn’t warn you!

I was interested to see that the European Gaming and Betting Association (EGBA) has announced figures showing a 14% increase in players using safety tools, some 21 million people in 2023. It is refreshing to see that the EGBA and

our industry continue to take seriously the harm a minority of players can suffer from, despite the major differences in rules and regulations from one European country to another. Equally, the help available in land based casinos varies enormously across the continent due in no small part to social norms and traditions, so to have created tools that are available to all, whilst trying to maintain some form of uniformity is no mean feat.

Whilst applauding this initiative it is also noteworthy that various continentwide operators are flagging up the growth and dangers of the illegal gambling black market. I have spoken before of the dangers of over regulation limiting the attractiveness of legal casinos to some players who may not be in a position to pass the high bar set by legislators with their Social Responsibility programmes and the draconian controls surrounding Anti Money Laundering laws.

I await with impatience a report pinpointing where the instances of illegal gambling are the most prevalent, but I will bet that they are principally in those countries where the legislators have made it the most difficult for bona fide companies to operate profitably. Where now are the misplaced intentions of the Swedish law makers for instance.

I hope those who drew up those restrictive laws give a thought to the thousands , if not hundreds of thousands of players who would be currently playing safely on legal sites or in respectable casinos, but who have now turned to illegal sites where even the promise of winning may not turn out to be a safe bet. Not only do many of these sites not guarantee a fair game with clear odds, but they actively encourage players into unsupportable debt and even deeper and deeper into the hands of money lenders.

The road to ruin is paved with good intentions, but when will some of

those making the laws listen to the professionals and not automatically believe they are the problem rather than the solution.

The ever-present concern for consultants

As a consultant I am often asked for my opinion on many gaming matters on an informal basis. There seems to be a belief in many quarters that the knowledge and contacts built up professionally over many years by a consultant or an advisor is some kind of human Wikipedia where research should be done and complex questions answered for free with the promise of great riches in some unspecified future,. Now I am talking here of a minority of those wishing to tap the brains of industry experts but speaking with my fellow consultants I find that the practise is very common. I would prefer not to be told that working on a certain project will be a) good for my profile (I’m too old for that) or b) will result in valuable share options if the project comes to frui -

tion. Actually, I would quite like some cash to pay for the time and expenses of putting together what is often a quite intricate resume of a potential project.

This task is made all the more difficult when we are working with clients in another country or even continent. Recourse is difficult when overseas invoices go unpaid. I have myself been unable to pay partners or other people operating alongside me due to the lack of propriety by clients, which no one wants to have to do and may damage long standing professional relationships.

I cannot overstate how much I respect those clients who in their own turn respect our agreements, they get more out of me due to that. And for those that do not respect even verbal agreements, they should be aware that our industry is relatively small and intimate, and conversations often turn to unreliable partners.

Ohio Lawmakers Want Online Gambling Legalised

Three leading Ohio House Republicans – Reps. Jay Edwards, Jeff LaRe, and Cindy Abrams – have jointly submitted a letter to the state, recommending the legalization of iGaming as a “net benefit” for Ohio.

This recommendation comes at a important time, as Ohio has already embraced legal online sports betting, which went live in January 2023. The lawmakers’ letter suggests that the time is ripe for the state to expand its digital gaming offerings, potentially unlocking a new era of economic growth and revenue generation.

The lawmakers’ recommendation comes at a time when the gaming industry in Ohio is undergoing a significant transformation. The state’s recent embrace of legal online sports betting has already set the stage for further digital gaming expansion.

According to the letter, the legalization of online casinos and iLottery could complement the existing sports betting market, creating a more comprehensive

and integrated digital gaming ecosystem. This holistic approach could potentially drive increased engagement, diversify revenue streams, and solidify Ohio’s position as a progressive gaming hub.

The potential economic benefits of iGaming legalization are a central focus of the lawmakers’ letter. The representatives highlight the “significant increases to tax revenues generated with greater participation” in other states that have implemented online casinos and iLottery.

This revenue boost could translate into various public benefits, such as funding for critical infrastructure, education initiatives, or social programs. Additionally, the growth of the iGaming industry could create new job opportunities and spur economic development in related sectors, further strengthening Ohio’s economic landscape.

jurisdictions that have already taken this step. The lawmakers’ letter specifically mentions that the representatives have “looked at other states who have implemented either or both iLottery and iGaming.”

A HISTORY OF SPORTS BETTING in the US

To truly comprehend where sports betting legislation in the United States is headed, it’s crucial to revisit its tumultuous past. The nation has a long-standing, often contentious relationship with gambling and sports wagering, despite the latter frequently defying regulations and anti-gambling laws. In essence, the U.S. has witnessed a tugof-war between gambling enthusiasts and legal restrictions, with the pendulum swinging back and forth over the decades.

Gambling’s roots in America can be traced back to the 18th century when government-sanctioned lotteries played a pivotal role in funding the American Revolutionary War. As Ronald J. Rychlak, a law professor at the University of Mississippi, elucidated, “Two hundred years ago, governmentsanctioned lotteries were common throughout America. Lacking a strong

central government and burdened with a weak tax base, early Americans viewed lotteries as legitimate vehicles for raising revenue.”

A report by Roger Dunstan for the California Research Bureau corroborates this historical fact, stating, “All 13 original colonies established lotteries … once the war of independence started, the Continental Congress voted a $10 million lottery to finance the war.”

As the nation expanded, so did the popularity of various forms of gambling. Horse racing, a time-honored tradition, remained legal across the U.S., with iconic events like the Belmont Stakes, Preakness Stakes, and Kentucky Derby emerging during this era. Taverns and roadhouses facilitated dice and card games, while the first racetrack in North America opened on Long Island in 1665.

Dunstan’s report sheds light on this period, noting, “Lotteries were not the only form of gambling during this era. Wagering on horse racing was a popular form of gambling. Not surprisingly, it was not quite as organized nor as elaborate as modern horse racing. Rather, the gambling was limited to a few friendly bets between owners of horses and their partisans.”

The Late 19th and Early 20th Centuries: Scandal and Backlash

However, as the 20th century dawned, a series of scandals and concerns over social ills associated with gambling triggered a backlash. The infamous 1919 Black Sox Scandal, where eight members of the Chicago White Sox were accused of intentionally losing the World Series for a bribe, proved to be a turning point.

In response, Major League Baseball appointed Judge Kenesaw Mountain Landis as its first commissioner, tasked with restoring the game’s integrity. Landis famously declared, “Regardless of the verdict of juries, no player that throws a ball game, no player that undertakes or promises to throw a ball game, no player that sits in a conference with a bunch of crooked players and gamblers where the ways and means of throwing games are planned and discussed and does not promptly tell his club about it, will ever play professional baseball.”

This incident ignited a cyclical pattern: anti-gambling sentiments fueled by morality concerns, followed by persistent illegal sports betting to meet the demand, leading to anti-gambling legislation that drove the activity further underground, and eventually, public acceptance of its inevitability.

Century: Las Vegas Emerges as the Sports Betting Capital

In the mid-20th century, Nevada legalized sports betting in 1949, seeking to revitalize its tourism industry. This move came after the state had previously legalized most forms of gambling, capitalizing on the postWorld War II economic boom. Las Vegas investors, including notorious mobster Benjamin “Bugsy” Siegel, helped finance early properties like the Flamingo Hotel & Casino.

Initially, the federal government imposed a 10% tax on sports bets, rendering sportsbooks unprofitable and forcing many to close. However, in 1974, Congress reduced the tax to 2%, sparking a renaissance in Las Vegas sports betting and generating a steady stream of tax revenue for the government.

The 1960s through 1980s: Congressional Crackdown

As organized crime tightened its grip on the sports wagering market, Attorney General Robert F. Kennedy spearheaded efforts to dismantle their influence. Congress enacted a series of laws, including the Federal Wire Act (1961), the Travel Act (1961), the Interstate Transportation of Paraphernalia Act (1961), the Sports Bribery Act (1964), and the Illegal Gambling and Business Act (1970).

Despite these measures, illegal bookmaking proliferated in the 1970s and 1980s when the U.S. Department of Justice deprioritized the enforcement of anti-gambling laws. Simultaneously, Atlantic City established itself as a gambling hub when New Jersey

The Commission on the Review of the National Policy Toward Gambling, established in 1976, acknowledged the futility of outright prohibition, stating, “Gambling is inevitable. No matter what is said or done by advocates or opponents of gambling in all its various forms, it is an activity that is practiced, or tacitly endorsed, by a substantial majority of Americans.”

Chairman Charles H. Morin emphasized the need for a joint venture between states and the federal government, suggesting, “Each of the Commission’s recommendations has been warmly debated and carefully thought out, and it would not be considerate to discard any of them lightly.”

The 1990s: PASPA Strikes a Blow

In 1992, Congress dealt a significant blow to sports wagering with the Professional and Amateur Sports Protection Act (PASPA). This law effectively banned states or governmental entities from legalizing sports betting, with a few exceptions for states that had already legalized it, such as Nevada, Delaware, Oregon, and Montana.

Then-NFL commissioner Paul Tagliabue testified before Congress, stating, “Sports gambling threatens the character of team sports. Our games embody our very finest traditions and values. They stand for clean, healthy competition. They stand for teamwork. And they stand for success through preparation and honest effort. With legalized sports gambling, our games instead will come to represent the fast buck, the quick fix, the desire to get something for nothing.”

Ironically, one of PASPA’s driving forces was New Jersey Senator Bill Bradley, a former basketball star, despite the

state suffering significant economic losses due to the law’s restrictions.

The 21st Century: Congress Tightens the Grip

In 2006, Congress targeted online gambling and sports betting with the Unlawful Internet Gambling Enforcement Act (UIGEA). This law made it unlawful for businesses engaged in betting or wagering to accept funds via credit cards, electronic fund transfers, or other payment methods. It also placed the burden on financial institutions to identify and block restricted transactions.

UIGEA’s impact was far-reaching, forcing many offshore sportsbooks to abandon U.S. customers and explore alternative payment processing options. It also triggered the infamous “Black Friday” event in 2011, which rocked the online poker industry.

Congress can regulate sports gambling directly, but if it elects not to do so, each State is free to act on its own.”
