COVID-19 Response Funds
COVID-19 Management Appropriation
The Minnesota legislature appropriated $190 million from the general fund to pay for COVID-19 management costs incurred between May 23, 2022 and February 15, 2023. Eligible costs include testing, vaccination, COVID-19 outbreak management, local and Tribal health, public education, and health system supports.
American Rescue Plan
The American Rescue Plan invested $8.5 billion in Minnesota’s COVID-19 response and recovery, including $2.8 billion of flexible state fiscal recovery funds.
Coronavirus Relief Fund
Minnesota received $2.187 billion from the Coronavirus Relief Fund (CRF) as part of the federal CARES Act. Hennepin and Ramsey Counties received a combined $317 million directly, and the remaining $1.87 billion was deposited into the state treasury in April 2020. COVID-19 Minnesota Fund
The COVID-19 Minnesota fund was created in the state treasury to pay expenditures related to a peacetime emergency declared by Governor Walz. The Minnesota Legislature transferred $200 million from the state’s general fund to the COVID-19 Minnesota Fund and appropriated it to the Commissioner of Management and Budget to be disbursed or transferred to state agencies, as necessary, to protect Minnesotans from the COVID-19 outbreak and maintain state government operations throughout the duration of the peacetime emergency.
