1. Acceptance of Terms. The Municipal Research and Services Center (“MRSC”) operates the www.mrsc.org website. The following Terms of Use, as updated from time to time by MRSC, apply to your use of the MRSC website. 5. Privacy Policy – Google Analytics. To better serve our users and understand their needs, MRSC uses Google Analytics to collect non-personal user information (from website cookies) and analyze website traffic. The information gathered includes, but is not limited to, the pages you visit, the date and time you accessed those pages, any search terms you enter on our website, the device type you used to access the website (desktop, tablet, or mobile), and the web browser and operating system you used to access the website. This information does not include any personally identifiable information about the users of the MRSC website. 6. Privacy Policy – Personally Identifiable Information. MRSC does not automatically collect or retain personally identifiable information about the users of the MRSC website. Any personally identifiable information voluntarily provided by you to MRSC, such as your name and contact information provided through our email subscriptions, Ask MRSC inquiries, or training registrations, will only be used by MRSC to: (1) administer your participation in the website; (2) Communicate information MRSC thinks may be of interest to you; (3) Contact you; (4) Conduct research or surveys; (5) Respond to subpoenas, court orders, legal process, or public records requests under chapter 42.56 of the Revised Code of Washington; (6) Establish or exercise MRSC’s legal rights or defend against legal claims. In addition, MRSC will retain any personally identifiable information as required under the laws of Washington State.
7. Privacy Policy – Third Party Maintenance and Data Storage. MRSC reserves the right to allow a third party business access to the MRSC website for purposes relating to website maintenance and data storage. During the course of website maintenance or data storage activity, a third party business may have access to information stored on the MRSC website.
8. Washington City and Town Officials Directory Mobile App. This section of our Privacy and Terms applies to your use of our mobile app to access the Washington City & Town Officials Directory. The mobile app links directly to the mobile-optimized version of our Directory webpage. This webpage does not collect any personally identifiable information but, like the rest of our website, may collect non-personal user data using Google Analytics as discussed previously.
9. Changes to Website Content. From time to time, MRSC may change the MRSC website through the modification, deletion, or addition of content and materials. MRSC reserves the right to add to or change the website or cease offering the website at any time and without notice and without liability.
10. Access Restriction. MRSC reserves the right to refuse to offer access to the MRSC website or its content to anyone at any time without notice. MRSC may take action in its sole discretion to terminate your permission to use the MRSC website or to block or prevent future access to and use of the MRSC website.

You acknowledge and agree that such links are provided for your convenience and do not reflect any endorsement by MRSC with respect to the linked site or its provider. 14. Choice of Law and Venue. These Terms and the relationship between you and MRSC will be governed by the laws of the State of Washington, without respect to its conflict of law provisions. You agree that venue with respect to any dispute between you and MRSC will rest exclusively in the state or federal courts located in King County, Washington.
15. Duration of Agreement. These Terms immediately take effect at the beginning of each visit to the MRSC website and remain in force for the complete duration of each use of the website.
16. Disclaimer of Warranties. The use of the MRSC website is solely at your own risk. The website is provided on an “as is” and “as available” basis. MRSC expressly disclaims all warranties of any kind with respect to the website whether express or implied. MRSC expressly disclaims any responsibility for the actions of any other user of the website. MRSC makes no warranty that this website will meet your requirements, or will be uninterrupted, timely, current, accurate, complete, or error-free or that the results that may be obtained by use of the website will be accurate or reliable.
