Webinar Overview

The Washington Department of Labor and Industries (L&I) will be presenting the Awarding Agency (public owner) “side” of the Prevailing Wage Intent and Affidavits (PWIA) Portal. The PWIA Portal is the online application supporting the tracking and reporting of the payment of prevailing wages on public contracts. There is a contractor facing view and a view for public agencies as the awarding entity on the contracts. The Public Works Projects for Awarding Agencies Portal (Awarding Agency Portal, or portal) is designed to help awarding agencies manage their legal requirements with L&I.


Educational Objectives

  • Learn about the functions and features of the portal .
  • Live demonstration of the PWIA Portal from initiating a contract to closing out .
  • Highlight interface and use of “action items” to increase use efficiency.
  • Review of communication and compliance applications using the portal.
  • Cover L&I reviews and “approvals” of apprentice utilization good faith efforts documentation.

This webinar is designed for public works, procurement, and purchasing staff interested in learning more about how the L&I PWIA Portal helps in managing L&I legal requirements on public contracts.


Presenters

  • Cassie Pittman, Business Analyst, L&I. Cassie Pittman is an IT Product Owner and has been with the Department of Labor & Industries for 10 years with most of those years focused on improving IT systems for Prevailing Wage, Apprenticeship, Contract Release, Employment Standards and Healthcare Labor Standards.
  • Amy Ledesma, Business Analyst, L&I. Amy Ledesma started working for the Department of Labor & Industries in 2014 and has spent majority of her time focused on protecting workers on public works projects. Amy is currently the IT Product Owner for the Prevailing Wage and Apprenticeship suite of IT systems and is dedicated to improving compliance on public works projects.
  • Bonnie Dressel, IT Business Analyst – Contractor Portal, L&I. Bonnie Dressel has been with the Department of Labor & Industries for 13 years with the last 8 years working in the Prevailing Wage Program supporting both the contractor and awarding agency portals and assisting customers with form filings. Currently, Bonnie Dressel is the business analyst supporting both the Prevailing Wage and Apprenticeship suite of IT systems.
  • Jim Kaltenbaugh, AUR Specialist, L&I. Jim is the AUR Specialist for the Apprenticeship section at L&I. He oversees AUR compliance on public works projects covered by RCW 39.04.320 and provides training, feedback and guidance primarily to awarding agencies, but also to contractors, as needed. Jim came to L&I after retiring from the Army in 2015. He has been in the AUR specialist role since it was created in 2019.
  • Aleanna Kondelis, Consultant, MRSC (Moderator). Aleanna is a contracted consultant with over 15 years of experience in public procurement and public works. She has served as a procurement and contracting officer for two large public agencies in Washington state and holds several accreditations and certifications from public works and procurement organizations.
