The National Metrology Institute of Malaysia (NMIM-SIRIM) is a statutory business unit, operating as Government function under SIRIM Berhad that facilitates domestic and international trade as well as ensuring safety, health and environment for Malaysians through measurement. On 15 February 2008, NMIM-SIRIM was appointed as the National Measurement Standards Laboratory (NMSL) with stated functions and powers under the National Measurement System Act 2007. As the National Metrology Institute (NMI), NMIM-SIRIM is responsible for the coordination of the national measurement system for Malaysia and requires continuous strengthening of its capacities, providing recognition of the metrological system of Malaysia by gaining full membership in international organizations in the field of metrology. NMIM-SIRIM has excellent connections to the international metrology system. It is a member of the BIPM, OIML, APMP, APLMF and NCSLI. It is also a signatory to the global CIPM-MRA which has recognized eight measurement fields within the comprehensive facilities in physical and chemical metrology. It has also provided the backbone for eliminating measurement related Technical Barrier-to-Trade (TBT). NMIM-SIRIM has been mandated as the implementer of the National Measurement System Act 2007 (Act 675) and as the Custodian of the Weights and Measures Act 1972 (Act 71). Under Act 675, NMIM-SIRIM shall liaise, maintain and cause to maintain the National Measurement Standard and the Certified Reference Materials (CRMs) for the country. Under Act 71, NMIM-SIRIM is responsible for conducting pattern approval of new instruments for trade purposes in order to support the enforcement of measuring instruments used in trade. Pattern in relation to measuring instrument, includes the design of the measuring instrument. NMIM-SIRIM’s aspiration is Empowering Economy through Trusted Traceability and Reliable Measurement System.

  • Second yang merupakan Unit SI bagi masa mempunyai sejarah yang panjang bermula dari tamadun purba. Fenomena alam seperti putaran bumi digunakan untuk mengukur masa. Manusia pada masa itu sudah membahagikan hari kepada 24 jam, setiap jam kepada 60 minit dan setiap minit kepada 60 second. Pada abad ke 17, penggunaan jam yang berasaskan ayunan pendulum mula diperkenalkan. Ini memberikan pengukuran masa yang lebih konsisten. Namun definisi pertama second hanya muncul pada sekitar abad ke 19. Definisi 1 second pada ketika itu adalah bersamaan dengan 1 per 86400 daripada 1 hari. Pengukuran ini juga adalah berdasarkan kepada putaran bumi. Walaubagaimanapun, putaran bumi tidaklah begitu konsisten. Pada tahun 1950an, jam berasaskan atomik telah dibangunkan.   • Parameter panjang merupakan salah satu pengukuran yang tertua di dunia. Ribuan tahun dahulu, pelbagai kaedah di gunakan untuk mengukur panjang termasuklah menggunakan bahagian tubuh manusia seperti jengkal, hasta dan depa. Sekitar abad ke 18, Revolusi Perindustrian di Eropah telah mencetuskan keperluan pengukuran panjang yang seragam. Pada ketika itu, satu meter dikira sebagai 1/10 juta jarak dari garisan Meridian Kutub Utara ke Khatulistiwa. Seterusnya pada abad ke 19, satu prototaip meter menggunakan ‘platinum alloy’ dan iridium telah dicipta untuk keperluan penyelarasan rujukan panjang di peringkat global. Pada tahun 1983, dengan perkembangan teknologi laser, meter didefinisikan sebagai jarak yang dilalui oleh cahaya dalam keadaan vakum pada tempoh 1 per kelajuan cahaya. Malaysia melalui Institut Metrologi Kebangsaan Malaysia (NMIM) pada tahun 1996 telah merealisasikan unit meter Malaysia dengan mendapatkan laser helium neon yang distabilkan oleh iodin sebagai standard panjang kebangsaan. Dengan adanya standard tersebut, Malaysia mula menyertai aktiviti perbandingan antarabangsa bermula pada tahun 1996, 2004, 2005, 2010 dan yang terbaru pada tahun 2024 untuk memastikan pengukuran dimensi, panjang dan jarak di Malaysia setara dengan negara di seluruh dunia.   • Kilogram adalah unit asas jisim dalam sistem metrik antarabangsa yang digunakan secara meluas di dalam bidang sains, kejuruteraan dan perdagangan di seluruh dunia. Pada tahun 1889 sehingga 2019, kilogram didefinisikan sebagai prototaip kilogram antarabangsa. Ianya adalah sebuah silinder yang diperbuat daripada platinum iridium.   • The 2-days ASEAN Regional Workshop on Pattern Approval and Verification of Automatic Weighing Instruments (AWIs) for Conformity Assessment had successfully wrapped up yesterday, 22 August 2024. Sixty (60) delegates gathered for the workshop were representatives from ASEAN member economies: Malaysia, Indonesia, Thailand, Brunei, Philippines, Viet Nam, Myanmar, Cambodia, Lao PDR, Timor-Leste including Switzerland, Australia and New Zealand international metrology experts, consultants of RT4D and Ernst & Young Australia as well as ASEAN Secretariat. Mr. Sam Hussey-Smith, First Secretary of Australian High Commissioner graced the workshop by delivering the Opening Remarks on the first day. The workshop focused on demonstrating best practices for WIM instrument approval and verification in accordance with the OIML R 134-1 recommendation, and it sought to foster alignment and harmonization among ASEAN Member States (AMS). Keynote addresses by Deborah Walker and Chris Koniditsiotis from the International Society for Weigh-In-Motion (ISWIM) addressed the global issues in WIM technology while Mr. Hans Van Loo delivered a detailed technical presentation on WIM systems. The second day of the workshop which featured practical verification testing took place at NMIM, with additional insights from Mr. Andrew of Mettler Toledo. During the panel discussion, the experts line-up of Ms. Suhaidah Amizam, Mr. Mochamad Ibnu Athoillah, Mr. Ahdrian Camilo C. Gernale, and Mr. Bui Trung Dung, elaborated on developing ASEAN guidelines for WIM verification. The workshop, with aim to build capacity in pattern approval and verification of WIM instruments across the ASEAN region is targeted to bring together all metrological authorities from ASEAN, Australia, and New Zealand, as well as international metrology experts. The workshop will focus on demonstrating best practices for pattern approval and verification of WIM instruments in line with relevant international guidelines. The insights gained from the workshop are expected to support future efforts to align and harmonize practices across ASEAN Member States (AMS).   • The chemical industry is a cornerstone of innovation and development, playing a crucial role in everything from advanced manufacturing and healthcare to agriculture and environmental sustainability. National Metrology Institute of Malaysia (NMIM), SIRIM Berhad successfully organized NMIM-SIRIM Chemical Industry Dialogue 2024 on 15 August 2024 in NMIM Auditorium. The dialogue focused on the importance and the need of reference materials that are crucial for chemical industry application, as it underpins various aspects of scientific, industrial, and regulatory activities. The objective of the dialogue is for NMIM and the stakeholders as well as the industry players to share views and expectations among themselves in enabling NMIM-SIRIM to strengthen the existing and planning the future capabilities to fill any current gaps in the chemical industry. NMIM Chief Metrologist, Dr. Faridah Hussain delivered the remarks welcoming the speakers and all 42 participants from 24 accreditation laboratories and chemical industry players.   • The Length and Dimensional Laboratory of NMIM is responsible for maintaining and disseminating the national standard for length measurement, represented by the unit Metre (m). NMIM offers calibration, training, and PT/MA for various dimensional measuring instruments, including roughness and flatness measurements. The growing manufacturing industry relies heavily on machines and instruments. To ensure reliable and accurate results, it is essential to maintain and calibrate the machines and equipment. This is particularly important in the manufacturing industry, especially for roughness and flatness measurements, which require calibrated standards as reference. For roughness and depth measurements, the contact method uses a stylus profilometer. In contrast, NMIM is the sole service provider for flatness measurement by using the interferometry method (non-contact) to measure the flatness of optical flats and optical parallels.
