It is a vallid and important point and we are grateful that the NORSUS researchers highlight the WtE plants in Nedre Glomma. That said - we understand that Enova support cannot be received “automatically”, even if the emitters and their customers are super-efficient. 

Renown Environmental NGO Bellona visited Borg CO2, FREVAR KF and SAREN Energy Bio-el some days ago,as well as other Øra industry representatives in Fredrikstad. We presented the CCS project, talked about our Enova feedback, and the need for policy instruments. Among others the hen and egg situation on transport and storage and the power availability. Interesting – and forceful - take from Torbjørn Leidal in “Avfallsbransjen”: Since 2019 the government has been warned that the traditional way to see “polluter pays” principle (i.e. end of pipe) will not be able to incentivize CCS in the Waste to energy-sector. Leidal calls this a scandal. “The problem is that "the polluter" is the waste that is burned. The WtE plants have little or no opportunity to influence the incineration of the waste they receive because the market consists of foreign plants with which they compete. If Norwegian facilities raise the gate fee, they will be outcompeted by foreign ones. Therefore, "gate fees" cannot finance CCS. And thus CCS is not a business economic project, but a social economic one”. This must be adressed when the government is assessing the carbon fee on waste incineration this year in, our opinion. https://lnkd.in/dKxiFmUx

We wish to share the unfortunate news that we did not receive Enova support in their recent CCS pre-study tender. Our local newspaper published a story today (Norwegian, behind pay wall). This is unfortunate for the progress and momentum for carbon capture at the WtE plants at Øra, Fredriksted. We aimed to start operations in the 4th quarter of 2029. We will do our part to maintain this timeline and contribute to the local climate goal for 2030. Together with FREVAR, SAREN Energy Bio-El and our other partners, we will revise our strategies, in order to stake out the way forward for carbon capture at Øra. https://lnkd.in/dKqKC3Mz

We are participants in the project "CCUS Verdiskapingspotensialet" that are arranging a webinar on 19th of March to present some preliminary results. I dag har vi møtt Østfoldbenken på Stortinget sammen med FREVAR, Denofa og NORSUS for å sette søkelys på rammevilkårene som må på plass for at avfallsforbrenningsanlegg for det første overlever usikkerheten de nå står overfor, dernest noe av det som må til for å få på plass CCS. Må avfallsforbrenningsanleggene nedskalere eller legge ned mister samfunnet verdifull energiproduksjon. Det henger ikke på greip i seg selv, og spesielt ikke når stømnettet er sprengt. For å realisere CCS innen 2030 trengs rask implementering av virkemidler: Mindre punktutslipp som de norske må sikres tilgang til lagringsvolumer og vi anbefaler omvendt avgift for karbonfjerning og karbondifferansekontrakter for å supplere CLIMIT og Enova sin tidligfasestøtte. The minister of Climate and Environment, Andreas Bjelland Eriksen, visited our partner FREVAR today. The occation was to visit the impressive waste water treatment plant under constructin. FREVAR took the opportunity to advocate for predictable framework conditions and support schemes to implement CCS at the waste incineration plant. Hear hear!

Borg CO2’s CEO Tore Lundestad is also the CEO of Port of Borg. Here, he represents the latter at the conference “Sustainability in Fredrikstad”, but of course Tore points to Borg CO2, and the role the harbor will fulfill in the CCS value chain! Fredrikstad is where we are situated and our goal is to realize our first capture plant here. This was a great conference with several perspectives on sustainability and showcasing a lot of what is going on in the area!
