New MN Congressional Maps Released: Minor Changes In Edina

EDINA, MN — Edina will continue to be split between two congressional districts for the next decade, but the border between them was altered slightly this week.

Most of Edina is set to remain in Minnesota’s Third Congressional District, with the northeastern portion of the city again included in the Fifth District. But the line between the two has moved, shifting some residents into a new district.

Residents who live south of Valley View Road and north of MN-62 will move from Minnesota’s Fifth District to the Third District, represented by Democratic U.S. Rep. Dean Phillips.

“I’m going to miss representing the wonderful people of Chanhassen, Chaska, and Victoria, but can’t wait to meet all of you new to #MN03 in Hopkins, Anoka, Coon Rapids, and Edina,” Phillips tweeted Tuesday. “No matter your politics, I will listen, learn, and represent all perspectives. Everyone’s invited!”

The Minnesota Special Redistricting Panel said it moved more of Edina and all of Hopkins into the Third District to help balance population among the state’s eight congressional districts.

Edina and Hopkins are “joining … cities with communities to the west that share their suburban character,” the panel wrote.

Members of the Minnesota Special Redistricting Panel were appointed by the state Supreme Court after the Minnesota Legislature could not agree on new maps following the 2020 Census.

Minnesota barely retained its eight seats in Congress after the Census. The state would have lost a seat if 89 fewer Minnesotans — or 89 more New Yorkers — completed the U.S. Census.

Minnesota’s population increased 7.6 percent between the 2010 and 2020 censuses, with just over 5.7 million people living in the Land of 10,000 Lakes, as of 2020.

Minnesota had the best participation rate of any state in the 2020 U.S. Census.

How has the border moved?

For the last decade, that border traced Edina’s northeastern corner, running north on US 169 along Edina’s western edge to the city’s northeastern corner, just south of Hopkins.

From there, the border ran east along Edina’s northern edge before cutting south at the Dan Patch Corridor railroad tracks near MN-100 and then east to the highway.

The divider between the third and fifth districts then went south along MN-100 and east along MN-62, before following Edina’s eastern border south.

The new border between the districts no longer traces the northeastern corner of Edina. With Hopkins now included in the Third District instead of the Fifth District, the border between the two enters Edina just south of Creekside Park.

The new border also appears to dip south at the Dan Patch Corridor tracks for several blocks before cutting east to MN-100. The congressional-district line continues to follow MN-100 south, but it now appears to follow Valley View Road east until it connects with MN-62.

The new border then runs east MN-62 and south along Edina’s eastern edge to I-494, as the previous border did.
