Concord Log: Man Charged with Filing Phony Kidnapping Allegation

Shoplifter allegedly steals lobster, sushi, flowers, Duraflame logs; teen charged with assault; man smashes ex-girlfriend's coffee table.

Travis K. Allard, 36, of Jackson Street in Boscawen, was arrested at 11:10 a.m. on May 11, 2015, on a violation of a protective order; penalty charge. An officer was sent to the Merrimack Valley Day Care on North Fruit Street for a report of a domestic violence prevention violation. Boscawen Police reported that Allard and another person were heading to the daycare together and there was a restraining order between them. Officers arrived and spoke to the couple. Allard allegedly stated that he thought the order had expired and since his ex called requesting to see their child, he didn’t think about the order. He was arrested and is due in court on June 18.

Rickie S. Stanford, 48, of Canal Street in Penacook, was arrested at 7:06 p.m. on May 8, on a disorderly conduct charge. Officers were sent to a domestic disturbance where a man, Stanford, reportedly wouldn’t leave the residence. When they arrived, they found Stanford and he was allegedly “very angry and hostile.” He reportedly said he was going to camp out on the sidewalk and when told not to, he allegedly began to use foul language, including a derogatory term for a woman’s anatomy that he yelled at his wife. When told to calm down, he allegedly refused and was arrested. Stanford is due in court on June 22.

David Gagnon, 50, of Coopers Grove in Kingston, was arrested at 7:56 a.m. on May 5, on a driving after revocation or suspension charge from Water Street outside of The Common Man. He’s due in court on June 8.

Zachary I. Parent, 27, of North State Street in Concord, was arrested at 3:13 a.m. on May 3, for driving after revocation or suspension, suspended registration, and a bench warrant. While on North State Street, an officer ran a check on a vehicle and found that the owner, Parent, had a suspended license and warrant for nonpayment of fines on a speeding violation out of Concord District Court from April 29, 2015, $190 cash to settle. His license and registration was suspended on April 30. He was arrested and is due in court on June 8.

Christopher Fulchino, 38, of Dover Road in Pembroke, was arrested at 6:25 p.m. on March 27, for theft by unauthorized taking or transfer. Police were sent to Shaw’s on D’Amante Drive for a shoplifter, who had, at first, been cooperative, but later, reportedly fled the scene. The officer caught up with him outside of Applebee’s. During the conversation about the incident, Fulchino allegedly kept advancing toward the officer and he was cuffed and transported back to Shaw’s. According to the staffer, Fulchino had allegedly stolen $72 worth of lobster the week before. On this occasion, he allegedly walked out of the store with $131 dollars with of groceries, flowers, sushi, Duraflames, and other items.

Timothy M. Dearborn, 30, a homeless man now located in Concord, received a summons at 3:55 p.m. on March 27, on a generic city ordinance violation for allegedly drinking a Natty Daddy beer outside of the Shell gas station on Loudon Road near Gully Hill.

Shawn M. Mitchell Jr., 18, of Sanders Street in Concord, was arrested at 2:47 p.m. on March 27, for disorderly conduct and simple assault at the Penacook Library on Merrimack Street in Penacook on March 20, 2015.

Richard Fillds, 50, of Warren Street in Concord, was arrested at 12:55 p.m. on March 27, on a bench warrant out of Berlin District Court on a simple assault charge from March 19, 2015.

Jeremiah R. Goodbread, 37, of Rochester Lane in Concord, was arrested at 5:47 p.m. on March 26, on a criminal mischief charge from Jan. 31, 2015, on Rochester Lane. An officer on Manchester Street ran a check on a Saab and an active warrant popped up for the registered owner, Goodbread. The Saab pulled into the Sunoco station for gas and the officer approached him about and double-checked the warrant. After it was checked, he was arrested.

Geoffrey C. Speers, 20, of Market Street in Manchester, was arrested at 12:33 p.m. on March 25, on a felony warrant, false report to law enforcement, and possession of controlled drugs. Police were sent to Loudon Road in the area of Walmart and Petco for a report of a possible kidnapping incident. A woman stated that she had received a text message from Speers reportedly stating that he was kidnapped in Manchester and was now in Concord. Police looked for a silver vehicle that might be involved in the incident. The woman called police again saying that Speers was supposedly in the Fort Eddy Road area. As the reporting officer arrived at Hannaford, two individuals flagged him down. One of them was Speers. He reportedly told the officer that three men approached him and the other person and then they were forced into a vehicle and driven to Concord. The men “did not say anything” and were “just listening to rap music,” he allegedly told the officer. Speers had an active warrant out of Derry and also allegedly admitted to have a pipe and marijuana in his pocket and was arrested. During processing, the other individual reportedly told police that they were never kidnapped. A man, he said, approached the two of them about making some money purchasing cellphones. They agreed but then, became hesitant about the situation and fled when they got to the Verizon store.
