Concord Police Log: Overdose Leads to Heroin, Child Endangerment Charges

Teen allegedly assaults relative with a mop just like he did in Africa, according to the victim and layaway policy "fit" leads to charges.

Jordana A. Wing, 44, of Fisherville Road in Concord, was arrested at 11:07 a.m. on Oct. 13, for driving after revocation or suspension and suspended registration after a traffic stop at the Cumberland Farms in Fisherville Road. A check yielded a default court summons from Oct. 10, 2015, from the DMV, and he was arrested. Wing is due in court on Nov. 23.

Devan Jordan, 24, of East Side Drive in Concord, received a summons at 10:18 a.m. on Oct. 12, for theft by unauthorized taking or transfer – allegedly $52.35 worth of items from Hannaford on Fort Eddy Road. She’s due in court on Nov. 23.

Jennifer Kubacki, 31, of Wildflower Drive in Concord, was arrested at 5:01 p.m. on Oct. 11, on a bench warrant out of Nashua District Court for nonappearance in court. Police were dispatched to Manor Road for a reported domestic disturbance between a man and woman. An officer caught up with the woman at the Sewalls Falls recreation area and she was arrested after the discovery of the warrant. She’s due in court on Oct. 30.

Isaac M. Bosa, 18, of Liberty Street in Concord, was arrested at 7:49 p.m. on Oct. 11, for simple assault and domestic violence-simple assault. Officers were sent to Liberty Street for a report of an assault where Concord Fire and Rescue teams would be staging for the police. The officers met with two women in the parking. One was “shaken up and crying,” according to the report. The female alleged that Bosa “beat her up,” repeatedly striking her with a mop handle. She called 911 after she was able to get away from him. The woman alleged that the same thing used to happen when she lived with Bosa in Africa. Police went to the apartment and a male voice stated, “No one is home.” Bosa reportedly later answered the door and after speaking with him about the incident, he was arrested. He’s due in court on Nov. 16.

Jennifer L. Shephard, 34, of East Side Drive in Concord, was arrested at 8:20 p.m. on Oct. 9, for felony possession of controlled drugs and two counts of endangering the welfare of a child/incompetent. Police were called to an apartment on East Side Drive for an unconscious person that might be an overdose. Concord Fire and Rescue teams were also called to the scene and spoke with Shephard who allegedly “appeared dazed and confused as she was not making much sense, similar to someone high on drugs,” the officer alleged. According to the report, she stated that her boyfriend was upstairs and going to be angry but when they went upstairs, there was no boyfriend, just two children sleeping. The officer noted track marks on her hands and asked where the heroin was and she allegedly walked the officer to the bathroom and handed the officer her needle, spoon, cotton, and heroin. Shephard was arrested and police made arrangements for someone to watch her kids. Shephard is due in court on Nov. 16.

Amber-Leigh S. Marceau, 19, of Meredith Center Road in Meredith, received a summons at 3:33 p.m. on Oct. 8, on a theft charge, allegedly involving leggings valued at $20. She’s due in court on Nov. 23.

Ruby L. Earle, 43, of Thompson Street in Concord, was arrested at 11:19 a.m. on Sept. 8, for simple assault and resisting arrest or detention. Police on bike patrol on Storrs Street near the Burlington Coat Factory were called to the area for a report of a woman causing a disturbance. When they arrived, an employee alleged that Earle was causing a scene about the store’s layaway policy. Earle reportedly told officers that the store was stealing her money because she wanted to cancel part of her layaway. “Earle was having bits of rage and was yelling at me and the other people in the area,” the officer alleged. The officer attempted to explain to her that she could get her money back if she followed the store’s rules and give her a no trespass letter but she allegedly “went into a fit of rage,” grabbing the papers and also grabbing the officer’s hand at the same time, according to the report, bending the officer’s nail back. She was taken into custody but allegedly resisted but was eventually cuffed and later, calmed down, according to the report.

Robert W. Glodgett, 52, a homeless man now located in Concord, received a summons at 10:51 a.m. on Sept. 8, for consumption of liquor on private property – a 25-ounce can of Natural Ice beer – on Higgins Street.

Logan J. Nipp, 30, of Grappone Drive in Concord, was arrested at 9:10 a.m. on Sept. 8, for driving after revocation or suspension and carry/sell weapons (switchblades, etc.). An officer saw a pickup truck with temporary plates speeding on Canal Street. The vehicle pulled off to the side of the road near Walnut Park and the officer went to speak with the driver. The officer thought it might be someone she spoke with in July and asked if he was Logan. He allegedly stated he wasn’t and gave the name, “Mike Robinson.” He also reportedly stated he didn’t have ID. While checking his information, the officer stated that he really looked like Logan and then he allegedly admitted that was his name. The officer allegedly saw a knife in his front pocket and asked him to remove it. He reportedly did and also handed the officer a set of brass knuckles. Nipp, however, had a suspended license after being convicted of operating after revocation in Franklin District Court in February 2011.

Thomas J. Houle, 47, of Summer Street in Penacook, received a summons at 10:20 p.m. on Sept. 7, for disorderly conduct from Aug. 8, 2015, on High Street.
