Concord Police Log: Teen Allegedly Blows 0.134 Breathalyzer

Plus, convicted thief busted for more thefts, skateboarder summoned, and Danbury man allegedly shoplifts lobsters.

John J. Jellue, 19, of Jennings Drive in Concord, was arrested at 1:44 a.m. on Oct. 15, 2015, for unlawful possession of alcohol and a bench warrant. Officers were sent to Pleasant Street Extension for a possible drug overdose. Witnesses reported that an African-American man had been seen walking away from the area where the person was overdosing. The reporting officer checked the area and found only one person matching the description – Jellue – at the corner of South Main and Fayette streets. The man reportedly had no ID and gave the officer the name, “George,” and his birthdate. After some investigating, the officer learned that it was actually Jellue. “While speaking with Jellue, I noted that his speech was slurred and that he was swaying from side to side as he stood,” the officer alleged. “I also smelled the distinct odor of an alcoholic beverage emanating from his person.” Jellue, however, allegedly denied drinking but agreed to an eye test and later, a portable breathalyzer. In a court affidavit, the officer alleged that Jellue blew a 0.134 on the BrAC test. He was arrested and held without bail.

Troy A. Mitchell, 21, of Washington Street in Penacook, was arrested at 8:30 p.m. on Sept. 5, for possession of controlled drugs after a traffic stop in a BMW M3 for having rear taillights covered. The driver stated that he had a tint cover over them. The officer alleged that a marijuana smell was coming from the car and the passenger, Mitchell, allegedly admitted to having a smoking glass device, a baggie of marijuana, and was arrested.

Shawn J. Kierstead, 50, of Aspen Lane in Danbury, was arrested at 8:39 a.m. on Sept. 5, for theft at the Market Basket on Storrs Street allegedly involving $36.18 worth of lobsters. A store manager alleged that Kierstead paid for other groceries but didn’t pay for the lobsters. Kierstead reportedly stated that his wife said they were already paid for so he left them in the cart. “Kierstead stated that he does not like stealing,” the officer alleged. The wife, however, reportedly told the store manager that she had not paid for them but refused to give a statement about the incident. Since he didn’t have identification, Kierstead was arrested.

Devin A. Costa, 24, of Fire Pond Road in Hopkinton, was arrested at 2:26 a.m. on Sept. 5, for driving while intoxicated and yellow line violation. Officers were sent to a rollover crash on Horse Hill Road of a Honda Insight. The vehicle, according to police, was 12 to 15 feet into the woods on the south side of the road. Costa, the officer alleged, was unsteady on his feet and had extremely red, water eyes. He refused medical treatment and after field sobriety tests, was arrested.

Idrisa Zuberi, 27, of Loudon Road in Concord, was arrested at 5:40 p.m. on Sept. 4, for operating without a valid license after a traffic stop on South Main Street for a loud muffler. His license was on pending status so he was arrested.

Andrey Hubbard, 21, of Pleasant Street in Concord, received a summons at 10:45 a.m. on Sept. 4, for skateboarding in a prohibited area. An officer saw a man on a long board riding down Pleasant Street and taking a turn onto South Main Street without stopping. The rider, Hubbard, was allegedly told three times to stop but didn’t until the third time. When told he wasn’t supposed to skateboard in the central downtown district, he reportedly stated he was unaware of that. However, a check yielded warnings from June 2, 2014, and Aug. 12, 2014, so he was given a summons.

Ashley S. Hodgdon, 24, a homeless woman now located in Concord, was arrested at 7:04 a.m. on Sept. 4, for criminal mischief and default or breach of bail conditions. Officers heard noise outside of the station and went out to see what was going on. They found a couple arguing at the intersection of Green and Park streets. The vehicle, a Subaru Legacy, then pulled a U-turn an attempted to leave the area but was stopped by police. The driver, a man, stated that they were homeless and living in his car. He alleged that Hodgdon hit his windshield with her purse and cracked the glass. She allegedly admitted to cracking the windshield with her purse because “he was being reckless” while driving. Since she was out on bail from Aug. 26, 2015, a breach charge was added when she was arrested.

Michael D. MacDowell, 34, of Concord Street in Concord, received a summons at 1 a.m. on Sept. 4, for negligent driving after a crash on Shaker Road, after allegedly dropping his cigarette on his lap while reportedly driving about 50 mph on the road, according to the arrest report. MacDowell was taken to Concord Hospital for treatment of his injuries.

Yadira Gonzalez-Cruz, 37, of Branch Turnpike in Concord, was arrested at 12:54 a.m. on Sept. 4, was arrested on two counts of driving while intoxicated, simple assault, transportation of alcohol/open container, resisting arrest or detention, and operating without a valid license. An officer saw a Honda Accord cross over a double yellow line on Branch Turnpike and pulled the vehicle over. The driver, Gonzalez-Cruz, didn’t have a driver’s license but instead, a Puerto Rican ID. A second officer alleged that there was an open bottle of Bud Light behind the passenger seat, with beer spilling on the floor of the car. Gonzalez-Cruz allegedly had bloodshot, glassy eyes, and smelled like alcohol. While speaking with her about a field sobriety test, she allegedly grabbed at the officer, attempting to get her ID. In the process, she allegedly grabbed the officer’s shirt and pulled him forward. Gonzalez-Cruz was ordered to exit the vehicle but allegedly refused. She was then removed from the vehicle and taken to the ground, according to the arrest report.

Jamie G. Lucier, 31, of Eastern Avenue in Concord, was arrested at 5:05 p.m. on Aug. 30, for two felony counts of theft by unauthorized taking, due to two prior convictions, and theft by deception. According to court affidavits, on June 18, 2015, an officer was sent to Hannaford on Fort Eddy Road for a report of a theft. A store employee alleged that a man with “Aiden” tattooed to his neck, reportedly went to the cleaning supply aisle, grabbed three mops, and then attempted to return them for a gift card at the customer service desk. The employee handed the man a gift card but then, grabbed it back and informed him that she was security. The man then fled the area and was last seen jumping over the fence and onto I-93 north. Dispatch said that other officers had several contacts with Lucier who also had the same tattoo. A warrant was issued for his arrest on June 26, 2015. In the second incident, officers were sent to the Walmart on Loudon Road on June 24, 2015, for the report of a theft of a Coleman sleeping bag and an air mattress with a combined value of nearly $108. The employee reported seeing two people wheel out the items through the garden center without paying for them. A U.S. Marshal at the scene was able to get the license plate of the vehicle they left in which was owned by a woman on Fayette Street. After looking at the surveillance video, the officer recognized the man as Lucier. On June 25, the officer met up with the owner of the vehicle and she stated that she was in the surveillance photo with Lucier. She said that she didn’t know that Lucier had or was going to steal anything from the store. Once they left the area, she reportedly told the officer she kicked him out of her vehicle. Lucier was previously convicted of theft twice in Concord District Court in July 2014. A warrant was issued for Lucier on Aug. 19.

Ryan D. Sullivan, 20, a homeless man now located in Concord, was arrested at 12:54 a.m. on Aug. 28, for felony possession of controlled drugs after an incident at Concord Gardens Apartments allegedly involving a syringe and spoon. Officers also alleged seeing track marks on his arm. He was held without bail.
