Franco L. Sampaio, 35, of Washington Court in Concord, was arrested at 7:30 p.m. on Nov. 18 on a resisting arrest or detention charge. According to a court affidavit, officers were sent to the area of School and North Spring streets for a report of a domestic incident. Officers knocked on the door of an apartment "several times" before anyone answered even though they could hear voices inside. Sampaio, the reported stated, answered the door and was "extremely aggressive" toward officers and asked them to leave since they were "disturbing everyone's peace." When told why they were there, Sampaio was accused of saying, "I can't get into an argument with (my) girl?" The officers asked to speak to the woman and called for another unit. The reporting officer claimed Sampaio remarked, "You think you are a tough guy" to one of the officers and the reporting officer was concerned he might get hostile and put him in handcuffs for officer's safety. The reporting officer accused Sampaio of struggling, pulling his elbows away, while being escorted out of the apartment while police attempted to investigate the call, despite "multiple verbal commands to stop resisting." He was then charged and held without bail.
