Concord Man Arrested On Resisting Charge; 24 Hours Later, Was Charged With Trespass: Log

CONCORD, NH — Jessica A. Collins, 32, of Concord received a summons at 3:40 p.m. on Dec. 23, 2022, on a theft by unauthorized taking, less than $1,000, charge after an incident at Walmart on Loudon Road.

Dustin D. Bouchard, 29, of Concord received a summons at 2:21 p.m. on Dec. 21 on two simple assault charges after an incident at Concord Hospital on Pleasant Street. He was cited again for having an active warrant at 9:41 p.m. on Dec. 21 after an incident on West Street.

Rajashekar Reddy Panuganti, born 1998, of Concord was cited at 7:53 a.m. on Dec. 21 on an operating without a valid license charge after an incident on North State Street.

Michael Jose Rodriguez, born 2000, of Manchester was arrested on two bench warrants at 1:02 p.m. on Dec. 19 as well as a driving after revocation or suspension-subsequent charge after an incident on Interstate 393 westbound at the Exit 3 onramp.

Mark Hogan, born 1981, of Deerfield was arrested at 8:09 p.m. on Dec. 18 on a criminal mischief charge. He was arrested after an incident on Parmenter Road.

David Dubuc, born 1967, of Concord was arrested on a bench warrant at 4:34 p.m. on Dec. 17 after an incident on Pleasant Street.

Cassie L. Joyner, born 1982, of Concord was arrested at 1:19 a.m. on Dec. 10 on driving under the influence, speeding, breach of bail, and open container charges. She was arrested after an incident on South State Street.

Larz Raymond Menard, 23, a homeless man now located in Concord, was arrested at 12:45 a.m. on Dec. 10 on a theft by unauthorized taking charge, a felony due to two prior convictions. At around 10:30 a.m. on Aug. 8, 2022, an officer met with the 7-Eleven on South Main Street store manager about a homeless man wearing shorts and a marijuana T-shirt who she accused of stealing sunglasses. The woman said the man walked into the store, was acting suspiciously, and she began watching him on video. She stated the man was holding a pair of sunglasses but later, put them in the pocket of his shorts. When confronted, he denied having them, she said, and then ran out of the store. The sunglasses were valued at $24.99. The officer eyed the video and confirmed the theft. A second officer and a detective identified the suspect as Menard, an affidavit said. Menard, according to his criminal history, was convicted on theft charges in October 2018 and August 2019, elevating the arrest to a felony. A warrant was then issued for his arrest.

Jeffrey M. Allen, 56, of Concord was arrested at 2:56 p.m. on Dec. 9 on a resisting arrest or detention charge after an incident at Dunkin’ on South Main Street. He was arrested again at 2:56 p.m. on Dec. 10 on a criminal trespass charge after an incident at Simplicity Hair Studio on South Main Street.

Kara Ida Desjardins, born 1977, of Concord was cited at 3 p.m. on Dec. 3 on a theft by unauthorized taking, less than $1,000, charge after an incident at Walmart on Loudon Road.
