Pair Arrested On Several Child Endangerment Charges: Concord Cop Log

Homeless man accused of possessing drugs, scale after fight at camp; Bow woman charged with threatening; assaults reported at hospital.

CONCORD, NH — Alexandro Ferreia Da Cruz, born 1991, of Manchester received a summons at 2:40 a.m. on Nov. 30, 2023, on an operating without a valid license charge after an incident at 62 Manchester St.

Maria A. Moriarty, 40, of Concord was arrested at 8:48 p.m. on Nov. 29 on a warrant after an incident or investigation on Thompson Street. She failed to appear at a final pretrial hearing in Strafford County Superior Court on driving under the influence and two felony drug possession charges out of Dover from November 2022. Moriarty was scheduled to have jury selection in the case on Dec. 4. She also has an active driving under the influence and felony drug possession charges in Concord from April in which a plea was arranged at a dispositional conference in late October.

Thomas Michael Joy, 32, of Concord was arrested at 9:52 p.m. on Nov. 29 on a disorderly conduct. He was arrested after an incident at an apartment building on Loudon Road. Joy, according to Rockingham County Superior Court records, pleaded guilty to controlled drug: premises kept and criminal mischief charges out of Hampton from January 2022 on Feb. 15. He failed to appear at a probation violation hearing on Oct. 26 and has a hearing on Dec. 14.

Sean P. Lambert, 31, of Concord was arrested at 9:45 p.m. on Nov. 29 on two warrants after an incident or investigation at Sanel Auto Parts at 219 S. Main St. He failed to appear at a hearing-motion to impose sentence in Merrimack County Superior Court on Aug. 10 on a controlled drug:premises where drugs kept charges out of Concord which was amended from a felony acts prohibited charge in February and theft of lost or mislaid and controlled drug:premises where drugs kept charges from October 2022 that were also amended in February to misdemeanors. He has bail hearings in both cases on Dec. 1.

Thales Da Costa, born 1991, of Nashua received a summons at 6 p.m. on Nov. 29 on an operating without a valid license charge after an incident on Hoit Road.

Vincent Allen Mott, born 1991, of Concord was arrested at 12:15 p.m. on Nov. 29 on a driving after revocation or suspension charge after an incident at 158 Manchester St.

Vanessa Ann Gangel, 37, of Bow was arrested at 11:16 a.m. on Nov. 29 on criminal threatening and disorderly conduct charges after an incident or investigation at Shaw’s Supermarket on D’Amante Drive. She has active criminal threat against a person with a deadly weapon, resisting, criminal mischief, and public urination or defecation counts from an incident in Bow in November 2022 and has a competency hearing in Merrimack County Superior Court on the Bow charges booked for Feb. 12, 2024.

Joanna Aho, born 2000, of Concord was cited on a simple assault charge at 11:28 a.m. on Nov. 29. Also cited was Brandon M. Pelletier, born 1998, of Manchester on a simple assault charge. They were both charged after incidents at Concord Hospital at 250 Pleasant St.

Christopher P. Frost, 31, of Concord was arrested at 11:44 p.m. on four endangering the welfare of a child charges. He was arrested after an incident or investigation on Bog Road. Also arrested was Jessica Lynn Frost, born 1992, on four endangering the welfare of a child charges. She was charged after an incident or investigation at Convenient MD at 8 Loudon Road.

Larry W. Regan, 51, a homeless man now located in Concord, was arrested at 9:23 p.m. on Oct. 9 on resisting arrest or detention, felony falsifying physical evidence, and felony two possession of controlled drug charges. Police were sent to a report of fighting and screaming at a homeless camp off North Main Street in the city’s historic district. Officers arrived and split up to find several people who had fled the area. One, Regan, was seen on the railroad tracks along with a woman and they were ordered to get down on the ground. The officer noted the original call stated a gun might be involved in the incident, which was why they were ordering the people to get on the ground. Instead, Regan was accused of fleeing the area. The woman, the officer noted, stood still and did not move. The officer gave chase, yelling at Regan stop and even threatening him with a Taser, but he “continued to run,” a report said. During the chase, the officer accused Regan of throwing “some baggies into the bushes.” The officer tackled him to the ground, Regan ended up on top of the officer, but was placed under arrest and into handcuffs with the help of a sergeant, the officer wrote. The officer went back to the area of the ditched items and found a bag of empty needles, a bag with cotton residue, and a small plastic container of a heroin-fentanyl powder mix, the report said. There were also six Clonazepam pills found in a bag, the affidavit said, with the officer noting, “Larry did not have a prescription on him.” Regan was also accused of possessing a small digital scale with suspected heroin-fentanyl residue and other items on his person. He was accused of admitting there was heroin-fentanyl residue or “some mix of both” on the scale. “Larry told me it is to measure out his drugs,” the officer wrote, “so he doesn’t get ‘ripped off’.” Regan also accused Jesse Cleasby, saying he “lost it,” and threw a rock at him, which struck him in the face (police arrested Cleasby at a later date), the affidavit said.
