Jeffrey R. Vachon, 57, of Washington Street in Penacook was arrested at 1:56 p.m. on Feb. 18 on two stalking charges, resisting arrest or detention, and two breach of bail charges. An officer was sent to Washington Street in Penacook to assist a family member claiming that Vachon had borrowed a vehicle but not returned it, according to an affidavit. During the course of the investigation, the officer accused Vachon of being with a woman who had an order against him as a protected party. The officer then spoke to the property manager of the building and asked to see security footage from the previous evening and accused Vachon of being "several feet" from the woman, in violation of the order. Later, a second officer went to Pembroke Road to speak to the woman and Vachon — who denied being in Penacook "with her" at the "same time," an affidavit stated. "Jeffrey then walked away from me" and around to the other side of the apartment building, the officer wrote, and was ordered to stop. Vachon, however, "pulled away from me, looking toward the driveway, as if he were about to run away," the report said. Police attempted to handcuff Vachon and ended up taking him to the ground in order to keep him from escaping.
