Police: Boscawen Man Crashes Car While OD'ing on Heroin

Concord Police Log: Teens charged at underage party on Hillcrest Avenue; Dollar General hit by shoplifters.

Wendy Gene Kelly, 51, of North State Street in Concord, was arrested at 5:47 p.m. on Dec. 3, 2014, on a felony theft by unauthorized taking or transfer charge from the Shaw’s Supermarket on Fort Eddy Road from Oct. 20, 2014. She was arraigned on Jan. 12.

Jessica R. LeClair, 31, of Allenstown, and Melodie Hudgens, 20, of Route 129 in Loudon, were arrested at 12:30 and 12:45 p.m. on Dec. 2, 2014, for willful concealment at the Dollar General on Fisherville Road, for allegedly stealing a Coca-Cola, hair clips, perfume, and pajama pants.

Travis Michael Vachon, 27, of Garvins Falls Road in Concord, was arrested at 2:20 p.m. on Dec. 1, 2014, on a felony bench warrant out of Franklin District Court from Nov. 19, 2014, for felony possession of controlled drugs, cash bail set at $500. Police were called to the Food Basket store on Washington Street for a theft that Vachon was allegedly involved in. He was later found sitting on a park bench at White Park. Vachon reportedly began to walk away but officers caught up to him.

Robert M. Lucier, 20, of North Main Street in Boscawen, was arrested at 6 p.m. on Dec. 1, 2014, for driving while intoxicated and driving after revocation or suspension, after a motor vehicle accident in the parking lot of TD Bank on Sheep Davis Road. Police and fire and rescue teams were called to the scene for a crash involving a truck and Pontiac that was on a curb. Lucier, the driver of the Pontiac, was passed out in the car and firefighters reportedly used Narcan to revive him. Lucier, a passenger alleged, had shot up in the car and later, passed out and crashed into the pickup truck. Police later allegedly found needles, a swab, and white powder in the vehicle.

Trevor Michael Truchon, 17, of West Street in Concord, was arrested at 9:45 a.m. on Nov. 29, 2014, on disorderly conduct and criminal mischief charges from an incident on South State Street on Nov. 27.

Douglas Lee Hynes, 46, of Warren Street in Concord, was arrested at 1:35 p.m. on Nov. 25, 2014, on two bench warrants from Nashua District Court for unauthorized use of a propelled vehicle, $1,000 cash to settle for nonpayment of fines, and simple assault out of Concord District Court for nonappearance, $2,000 cash to settle.

Daniel Joseph Smith, 23, of Penwood Drive in Penacook, was arrested at 12:22 p.m. on Nov. 24, 2014, on driving after revocation or suspension and suspended registration charges after a traffic stop at Loudon Road and I-93.

Arianna Marie Beaulieu, 19, of South State Street in Concord, was arrested at 1:15 p.m. on Nov. 20, 2014, on three warrants, two of them felonies. Also arrested on three bench warrants, on a felony, was Christopher B. Engelhardt, 20, of South State Street. Engelhardt was wanted for speeding out of Franklin District Court on Oct. 14, 2014, $795 cash to settle; false report to law enforcement at Hooksett District Court from Nov. 18, 2014; and organized retail crime enterprise, a felony, from Concord District Court, $5,000 cash bail. Beaulieu was wanted to violation of parole/probation and failure to appear on a drug charge from Sept. 16, 2014; as well as organized retail crime enterprise, a felony, from Concord District Court; and a driving violation, also from September.

Kathleen Grace Tilley, 29, of Village Street in Penacook, was arrested at 9:20 a.m. on Nov. 19, 2014, on a willful concealment charge from the Dollar General store on Fisherville Road.

Daniel D. Sargent, 51, of Warner Road in Concord, was arrested at 11:02 a.m. on Nov. 18, on a theft of services charge from Nov. 7. The victim in the case was Keystone Management of Fisherville Road.

James Edward West, 26, of Hanover Street in Manchester, was arrested at 12:06 p.m. on Nov. 17, 2014, on a bench warrant and default or breach of bail conditions charge (from Oct. 19, 2014, at Concord Gardens). West was arrested by New Hampshire State Police. The bench warrant was for an operating after suspension charge out of Hillsborough District Court.

Erica Elida Towne, 17, of Hillcrest Avenue in Concord, was arrested at 2:15 a.m. on Nov. 16, 2014, for facilitating a drug or underage alcohol house party and unlawful possession of alcohol. Also receiving summonses for unlawful possession of alcohol were Thomas O’Brien, 17, of Perley Street in Concord; Sally Freeman, 17, of Broadway in Concord; and Robert Nua Toy-Giles, 17, of Fisherville Road in Concord. Police were called to Hillcrest Avenue for a report of a house party. When they arrived, they found beer cans and Solo cups scattered around the home and a number of people who appeared to be underage. They also found a beer pong set up and Fireball Whiskey. They spoke to the daughter of the homeowner, Towne, who appeared to be intoxicated. Eight other teens were found in the home. The names of two teens from Deerfield, one from Bow, and one from Concord, were blacked out by police because they were either taken into protective custody and not charged or because they were under 17.

Warren Robert Picard, 52, a homeless man now located in Concord, was arrested at 9:06 p.m. on Nov. 15, 2014, on a default or breach of bail conditions charge. He was arrested after being found with an open container of Mad Dog 20/20 in the stairwell of an Eagle Square building near Tandy’s Top Shelf. Since he was out on bail and was supposed to refrain from drinking, he was arrested. Picard allegedly began screaming at the officers, dropping the F-bomb and using gay slurs against the officers. He was transported directly to the Merrimack County House of Corrections.

Kaleb Paul, 23, of Concord Gardens in Concord, was arrested at 8:55 p.m. on Nov. 14, 2014, on a bench warrant for nonappearance in court from June 9, 2014, on a criminal mischief charge.

Walter Woods, 47, of Dover Road in Epsom, was arrested at 5:55 p.m. on Nov. 14, 2014, on a receiving stolen property charge from Nov. 1, from Priceline Auto on North State Street.

Jennifer Lea Shephard, 33, of East Side Drive in Concord, was arrested at 12:24 p.m. on Nov. 14, 2014, on three conduct after an accident charges from Sept. 19, 2014, on North Spring Street.

Kris D. Strassner, 32, of Canton Circle in Concord, was arrested at 11:35 a.m. on Nov. 13, 2014, on a criminal mischief charge from Oct. 30, against a Concord woman.
