Police were sent to the area of Gully Hill on Loudon Road for a report of a suspicious person — a woman, standing in the middle of the street, "directing traffic," according to a parking enforcement officer. At the time, the parking officer said, there was no traffic accident or apparent reason for doing this, a report stated. An officer who responded accused the woman, Dean, of "obstructing vehicular traffic." A second officer arrived, too, and found the officer and the woman — as well as a line of traffic behind her, an affidavit stated. As the officers attempted to arrest her, she was accused of struggling and refusing to comply so a resisting charge was added.
