Property Owner, Trucking Co. Accused Of Illegal Dumping In Putnam: DEC
Environmental Conservation officers stopped two trucks filled with asphalt, brick, concrete, ceramic tile, and plastic debris in Patterson.
PATTERSON, NY — A landowner and the owner of a trucking company, both based in New Rochelle, face multiple charges related to the illegal transportation and dumping of asphalt, brick, concrete, ceramic tile, and plastic debris in Putnam County, the New York State Department of Environmental Conservation said.
On March 4, two Environmental Conservation officers observed dump trucks entering a property on Lopane Drive in Patterson carrying what appeared to be restricted fill material.
The officers followed the trucks onto the property and interviewed the drivers, DEC officials said. Their investigation confirmed both trucks were transporting restricted fill material consisting of asphalt, brick, concrete, ceramic tile, and plastic debris.

The trucking company, Rosa Contracting Inc. of 31 Columbus Ave. in New Rochelle, and the drivers face multiple charges related to the illegal transportation and dumping of restricted fill material/solid waste, DEC officials said.
The property owner, Jesus Flores of New Rochelle, faces multiple charges related to the operation of a solid waste management facility without a permit and the unlawful disposal of solid waste, DEC officials said.
