"Currently, that area includes the aging Reston Regional Library, Embry Rucker Shelter and a county Human Services building – all in close proximity to my office and the Police Department’s Reston District Station," Alcorn told Patch in April 2022.

The task force was also charged with recommending a location for supportive housing, an athletic field, and a Park Authority Rec Center.

Reston Regional Library

The task force recommended that he Reston Regional Library would be placed in Block 3, facing the large Central Green. During construction, library services would continue to operate at the current library.

The standalone structure would be at least 40,000 square feet in size and include an expanded community meeting space. Construction of the library will be paid for with already approved bond funding.

Embry Rucker Shelter/Supportive Housing

The task force recommended that a new, 25,000 square-foot Embry Rucker Shelter would be built on Block 5. The new building would replace the existng shelter, which was built in 1986 and has since become outdated.

The new facility would be paid for with approved housing bond funding and include medical beds, day-use services for training and workforce development. The building would also include about 18 permanent supportive housing units in support of the county's One Fairfax Policy.

Health and Human Services Building

The task force recommended that the new Human Services building be located in Block 5. The county's existing Human Services locations in Reston — at 1850 Cameron Glen Drive and Lake Anne — would be co-located at the new 160,000 square-foot facility. The new human services building would be funded by future Economic Development Authority bonds

Rec Center and Athletic Field

The task force recommended placing the new 90,000 square-foot rec center in Block 8 and athletic field in Block 7. Funding for both would come from future bonds.

Once the rec center project reaches the design phase, the park authority will conduct a user survey to identify what facilities would best serve the community.

Installation of the athletic field in Block 7 would begin after the expected demolition of the old Embry Rucker shelter.
