Korea Eximbank Approves $260 million for Bacong Airport Funding

The Export-Import Bank of Korea said Wednesday that it will provide a $260 million loan grant to the Philippines to support the development of Bacong airport in Negros Oriental, Philippines.

Yoon Hee-sung, chairman and CEO of Eximbank, met with Ralph G. Recto, the secretary of the Philippine Department of Finance, in Manila on the day to sign the Economic Development Cooperation Fund loan agreement.

The project aims to establish a new airport in central Philippines with the capacity to handle 2 million passengers per year.

The EDCF provides long-term, low-interest loans to foster industrial growth and economic stability in developing countries while facilitating the global expansion of domestic companies. This loan represents the largest amount ever provided by the EDCF for a project in the Philippines.

Eximbank anticipates that this new project will enhance opportunities for domestic firms to engage in the Philippines' highly demanded aviation sector.

In addition, Eximbank signed a cooperation arrangement to offer $3 billion in Economic Development Promotion Facility support to the Philippines over the next five years. The EDPF is designed to fund large-scale infrastructure projects in developing nations.

Eximbank expects that the pre-established EDPF support limit and time frame will enable both countries to concentrate on identifying promising project candidates.

"This loan provision and cooperation arrangement will act as a basis for leveraging finance for landmark projects in the Philippines, and will serve as a stepping-stone for Korean firms to penetrate large-scale infrastructure construction markets," said Yoon.

Low cost carrier Cebu Pacific (CEB) is set to re-open Davao hub in October as it begins to schedule four new routes from Davao International Airport for domestic and international services.

CEB President and Chief Commercial Officer Xander Lao said with their new aircraft acquisition, they need to expand their operations as demand for air travel rises.

The airline recently received another A330-900neo and pair of A320neo aircraft.

Lao said they intend to locate 5 aircraft in Davao airport this year "to cater to more passengers looking to connect with other people or discover new destinations with Cebu Pacific."

The COO said they will re-introduce Singapore and planning connections for Bacolod and Dumaguete, as well as Seoul and Tokyo soon as more aircraft arrives. Also on the planning stages is the re-introduction of turboprop flights to Surigao and Dipolog. 

NAIA Domestic Floods

 

The Manila International Airport Authority (MIAA) on Wednesday, reported that Terminal 4 was close due to flooding resulting to flight cancellations of domestic flights that operates at the terminal.

MIAA said nine international flights mostly to and from Taipei, and 71 domestic flights were canceled, while two international flights from Da Nang and Shanghai were diverted due to Typhoon "Carina". The rest of domestic and international flights were delayed.


Air Seoul Commences Daily Flight To Panglao

Panglao Int’l Airport welcomes another international airline to Bohol as it introduced new connection to/from Incheon, South Korea w/ Air Seoul inaugural flight that landed at 11:18PM Wednesday bringing 190 passengers to the island.

Air Seoul will operate daily flights to Panglao joining two other airlines for flights to Incheon International Airport.

 

DOTr Seals Deal To Digitize Two Mindanao Airports

Davao and General Santos International Airports joins Manila, Clark, and Cebu to have digitize Airport Operational Database (AODB) system as Department of Transportation (DOTr) and software company TAV Technologies of Turkey signed contract for installation of digital system on two Mindanao airports Friday, July 12. 

The Airport operational database (AODB) is the “heart” of airport operations management. The Airport Operational Database integrates airport control systems, airport resource allocation, and airport invoicing systems for business users.

DOTr said it enables pilot to see in real time if their aircraft has parking position when they arrive and automatically bills them for aeronautical and airport charges.

Signed by Undersecretary for Aviation and Airports Roberto Lim, Civil Aeronautics Board (CAB) Executive Director Carmelo Arcilla, and Aziz Can Aksoyek of TAV, the agreement is for the pilot digitalization project in Davao International Airport and General Santos International Airport. 

Lim said that under the old manual process all flight filings are coordinated and paid in Manila.

"This time, filing and payment would be automatic" adds Lim.

AODB allows growing airports to optimize operations and reduce costs as it becomes digital and automatic without human intervention.

The aviation initiative aims to digitalize airport operations by implementing an AODB to streamline the traditional manual process in Philippine airports.

PAL DH8 Overruns Busuanga

Philippine Airlines Express Dash 8-400 (RP-C5905) flight number PR2680 from Cebu overruns the runway by about 100 meters beyond threshold while landing at Busuanga Airport around 2:51pm Sunday causing its closure to traffic. All 53 passengers and 4 crew members evacuated via the aircraft stairs safely. According to CAAP, the aircraft landed in bad weather during a strong downpour. Video footage of the plane landing recorded by passengers appears to point to pilot error after it failed to land at the markers while also failing to deploy reverse thrust fully for the plane to stop fast enough.

Cebu Pacific Air Airbus A321N plane (RP-C4126) rolled off unpaved ground while repositioning from Gate 110 to Gate 122 at Terminal 3 when the tug pulling it extended its reverse run causing its left landing gear to get stuck on the soft ground. No one was reported hurt in the event, but the incident causes flight delays this morning.


MIAA Opens International Transfer Lounge

The Manila International Airport Authority (MIAA) in partnership with Philippine Airlines (PAL), has open the new Transit Lounge at the Ninoy Aquino International Airport (NAIA) Terminal 1 for international bound passengers with connecting flights.

The transit lounge is situated at the pre-departure area adjacent to the OFW Lounge and is open 24 hours daily to provide a comfortable and relaxing space for passengers with connecting flights, making travel a more pleasurable experience.

Under the partnership agreement, the lounge will be maintained and operated by the MIAA while PAL will provide the amenities such as comfortable seating, charging stations, shower facilities, and amusement options, as a generous act of support.

"We trust that travelers will find the facility as a welcome respite while enroute to their final destinations," MIAA General Manager Eric Ines said.

Based on Airport data, PAL offers substantial transit passengers to Australia, Vietnam, Thailand, and the United States.
