📢 Our Citizens' White Paper is out today! 📢 The challenges facing the country and the new Labour government are daunting. From broken public services to a sluggish and unequal economy, with everyday people worn down by the cost-of-living crisis, we need better solutions to the big challenges we all face. Taking the public on this journey will not be easy - trust in our political system’s ability to make decisions in the interest of people across the UK has been deeply eroded, and understandably so! Our Citizens’ White Paper sets out why, when and how the government could embed citizen involvement in national policy making to tackle the complex and potentially divisive challenges facing our country and deliver on the Prime Minister’s promise to restore trust in politics. Our paper, produced with lead partners Demos - the UK’s leading cross-party think tank, makes the case for putting citizens at the heart of an evolution in policy making, bringing their insights, experience and collective judgement to bear on the challenges ahead. This will help create the governing mandate needed for change and ensure that citizens can partner with the government to deliver on the actions needed for national renewal. We don’t just need new policies for these challenging times. We need new ways to tackle the policy challenges we face – from national missions to everyday policy making. We need new ways to build back trust in politicians to govern. Our Citizens’ White Paper proposes that involving citizens in national policy making is one route to that new relationship between citizens and state. A citizens' jury on assisted dying in England has backed a change in the law to allow people who are terminally ill to end their life. We believe that the public must be at the heart of deciding how we support people to have a 'good death', and through our work, we have seen how governments working with the public is key to doing this. In 2021, the Citizens’ Jury we conducted with the Government of Jersey, which led to politicians approving plans to allow assisted dying for people with a terminal illness, demonstrated how decision-makers can work with the public to find a way forward on this deeply complex issue. Jersey’s Assisted Dying Citizens' Jury was the first time any government had asked a representative group of the public to come together to listen, learn, discuss, and propose a way forward on the issue of assisted dying. The Government of Jersey committed upfront to listening to the recommendations from the Jury and brought them to the States Assembly for consideration. At Involve, we know how important this is if citizens' time and efforts are to have an impact on decisions. In light of the recommendations published today, Jersey's Citizens' Jury on Assisted Dying can serve as an example of how governments can work with the public to help unpack even the most difficult issues and agree on a clear way forward. Earlier this year, ECF partnered with Involve to develop an idea for the NLA's ‘Reimagine London’ competition, which was aimed at generating innovative and aspirational ideas to help shape the future of the capital. We proposed a series of citizens' assemblies on local plans across London, and an Office for London Democracy to support them. Each citizens’ assembly would bring together a randomly selected, demographically representative group of citizens, to deliberate on the key trade-offs associated with local plan making, and then make recommendations that would shape the final Local Plan. Despite our best efforts, we did not make the final shortlist for the competition. The competition was fierce and there were some inspiring ideas shortlisted - we wish those still involved all the best as it moves forward!    We would like to thank Marianna Mooney and Emily Tulloh of Involve, as well as Samantha Charles who produced two beautiful images for our submission (which can be viewed below), for helping us put our proposal together and submit an idea that we are all proud of. November feels far away but will be with us in no time. I'm excited to join other panellists on the HOMES UK and Unlock Net Zero Live main stage to explore how we can make retrofit aspirational through successful resident and public engagement programmes I will bring expertise from our climate engagement in decision making programmes at Involve, especially our Local Climate Engagement and Thriving Places programmes that work with local authorities across the UK. Retrofit will be one of the biggest challenges faced by housing providers in coming years - so how can we embed meaningful public engagement at scale to achieve decarbonisation that works for us all and the planet?

'There is scope for the government to use participatory and deliberative democratic methods to chart a way forward in the wake of the far-right riots, by working with a constitution of the public most affected to create and implement policies that seek to deal with the underlying causes.'
