About us

The Legal Services Board (LSB) is the independent body responsible for overseeing the regulation of lawyers in England and Wales. It is a non-departmental public body sponsored by the Ministry of Justice. Its costs are met entirely by a levy on the approved regulators of the legal profession. The LSB is both politically and financially independent of Government. The LSB was created by the Legal Services Act 2007 with a statutory mandate to deliver eight regulatory objectives including ensuring that regulation in the legal services sector is carried out in the public interest; and that the interests of the consumers of legal services are put at the heart of the legal system in England and Wales. The LSB became fully active on 1 January 2010, when the new regulatory regime was activated by statute. The LSB is responsible for appointing the Legal Services Consumer Panel as well as the Office for Legal Complaints, the body responsible for overseeing the Legal Ombudsman scheme.

    We are recruiting a new member for the Legal Services Consumer Panel. The Panel champions consumers. It helps ensure that regulators consider the interests of people who need and use legal services. We want to hear from candidates with experience in the justice sector. Particularly working with people who get pro bono legal support. For example, in a charity or third-sector organisation.     The legal profession is less diverse than the society it serves. This is despite progress in some areas. Our research shows the problems are complex and deep-rooted. To help tackle them, we have launched an interactive map. It identifies specific equality, diversity, and inclusion issues that need to be addressed. The map pinpoints systemic barriers that hinder entry to the profession and career progression and increase the risk of talented lawyers quitting. It is a practical tool for regulators and others to take focused action. Current efforts are not shifting entrenched systemic inequalities. How can we use this map to drive real change in the sector?     • To ensure a fair, healthy, diverse and inclusive legal profession, our research shows the sector must address:

Elitist attitudes: these discourage some people from considering a legal career. They can also result in biased hiring and promotion processes.

Culture of long hours: this can lead to burnout and mental health challenges. Inflexible working patterns are particularly tough for parents and caregivers.

Unfair work allocation: this results in unequal work distribution and can create pay inequity in firms and chambers.

Bullying, harassment and microaggressions:  these are harmful to people and damage the profession.

    Our new analysis for the Legal Services Board (LSB) combines (for the first time) secondary data from across the legal regulators to look at the diversity of the judicial 'pipeline'. It contains some findings that are (sadly) not hugely surprising about the pipeline and knock on effects on representation in the judiciary. However, it also mentions lots of the work underway across the LSB, Ministry of Justice and Judicial Diversity Forum (among others) to address underrepresentation, particularly among female and ethnic minority lawyers. https://lnkd.in/e6QdcsFG

    📢 SQW's research for the Legal Services Board (LSB), Ministry of Justice UK and the Judicial Diversity Forum uses secondary data from the legal regulators to examine where potential judicial candidates ‘fall off’ the pipeline. It finds that representation of female and ethnic minority lawyers fluctuates but ultimately decreases along the pipeline. Specifically: - Senior barristers and senior solicitors alike are more likely to be male, while barristers are more likely than solicitors to be recommended for judicial posts - Legal professionals who are female and from an ethnic minority are significantly less likely to become KCs, white men dominate barristers’ and solicitors’ senior ranks, and current judges are more likely to be white men - Ethnic minorities, which are generally underrepresented among judges, are overrepresented among judicial applicants but are less likely to be shortlisted and recommended than white applicants - Lawyers who attended fee-paying and independent schools are more likely than state school alumni to be shortlisted and recommended for the judiciary.     Legal services regulation might seem abstract, but it has a profound impact on real lives. It could contribute to improving access to justice and empower citizens to assert their rights. This is crucial, as many people in England and Wales, especially those on low incomes or in vulnerable situations, struggle to get the legal help they need. To better understand these challenges and help find solutions, we recently welcomed Olive Craig, Senior Legal Officer at Rights of Women, to share her insights with our Board. Rights of Women is the only charity in England and Wales dedicated to providing free, confidential legal advice to those experiencing violence against women and girls. Olive’s case studies highlighted the difficulties faced by people in vulnerable situations when seeking legal advice, underscoring the need to better connect people with the services they need. Her powerful stories were a reminder of the importance of effective regulation in enabling accessible legal services. Our Board also had a sobering discussion about professional ethics and the impact of unethical behaviour by lawyers on individuals’ lives. We are deeply grateful to Olive for her moving testimony, which will inform our ongoing efforts to improve access to justice and promote high standards of professional ethics and the rule of law.
