What do you do if your research career is hindered by poor communication skills?
Change career. Assuming you've tried and failed to address poor communication skills - as the question implies, you will watch people less bright or qualified than you, become more senior, better paid and more recognised than you are. You might find that acceptable, but your employer might not. You're more likely to get canned than others with better communication skills, when the next redundancy round hits your institution. Find a role that suits the skills you do have. Research skills are highly valuable and not all institutions require communication skills to go with them.

How can you reform and develop institutions?
The book How Democracies Die shows that just having good institutions isn't sufficient - without the strong human capital (aka a strong middle class) to support them. So countries with good education levels tend to develop good institutions, and those that don't, can't sustain good institutions even if they create them. This is also a point made in The Time Travelling Economist

For a few, if policy is not changed, it will be the 22nd century (publication expected in June/July 2022)
