What are the most effective ways to share assessment data and best practices with other institutions?
Sharing data and sharing best practice are two separate things. Sharing data needs to be done carefully due to privacy concerns and may in any case have limited value as context may vary. Sharing best practice is very valuable as it avoids people needing to reinvent the wheel. There are many ways of doing this, one is to engage with the testing industry body, the Association of Test Publishers (ATP) which has conferences and working groups on best practice for assessment.

How can you address privacy concerns with adaptive learning?
Taking the concept of minimizing and anonymizing data in more detail, it's not usually practical to genuinely anonymize data, since then you cannot link one session to another, plus in practice there is likely to be further data that identifies people in the responses or metadata. But what is worth doing is pseudonymizing data. This means using an ID (e.g. a GUID) to reference each learner, and only mapping learners to real people in a separate database. This means all references to learners in operational contexts are masked but you do have the mapping if needed.
