If the current tools, expertise and approach in urban planning are struggling to bring us closer to a realistic image about the future, how can we assume that we plan for a better tomorrow, without locking hidden opportunities and resources?     Predicting the future is one of the biggest challenges in urban planning. In the current economic climate, the 4th Industrial Revolution generates rapid changes, thus, a high level of uncertainty about a plausible future. If the current tools, expertise and approach in urban planning are struggling to bring us closer to a realistic image about the future, how can we assume that we plan for a better tomorrow, without locking hidden opportunities and resources? Structured Big Data, remote sensing, cognitive computing, dynamic visualisation, machine learning, procedural planning and design are strong tools that can enable a flexible and transparent approach to planning. However, it requires time and significant resources to gather and process data, to engage people, to evaluate and finally, to take the best decision for the next years to come. This thesis explores how to integrate creative and tailored workflows for responsive scenario planning in two different places: one in urban environment (Victoria, London) and the other in extreme conditions. 5-Dimensional approach and multi-platform are key in bridging the gap between the viability and various enablers. The purpose of the thesis is demonstrating ways to generate meaningful and viable stories about the future, backed by data and engagement.
