The Aviation Administration of Kazakhstan (AAK) is the authorized governmental agency responsible for overseeing and supervising Kazakhstan’s aviation industry, focusing on flight safety and aviation security.

AAK’s activities are aligned with the European model of civil aviation regulation, recognized as one of the most advanced and effective approaches globally and fully compliant with ICAO standards and recommended practices.

In 2021, an ICAO validation mission was successfully completed, raising the flight safety assurance level to 82%, which is 15% higher than the global average.

The Administration has also successfully passed various international audits, including the ICAO Validation Mission (ICVM), a technical visit by experts from the European Commission, and a visit by the U.S. Transportation Security Administration (TSA).

Kazakhstan was the first CIS country to announce 100% implementation of the Global Runway Surface Format (GRF) standards.

In 2024, following the results of a technical visit by experts from the European Commission, the European Aviation Safety Agency (EASA), and the aviation authorities of EU member states, along with the conclusions of the European Commission’s Flight Safety Committee, Kazakhstan was removed from enhanced flight safety monitoring. As a result, Kazakhstani airlines now face no restrictions on flights to Europe.

In 2023, the Aviation Administration of Kazakhstan was honored with the Air Transport News Corporate Award, recognizing AAK’s achievements in transitioning to a new model of civil aviation management in Kazakhstan.

For the first time, and in line with ICAO requirements, the Aviation Administration of Kazakhstan has developed the State Flight Safety Plan of the Republic of Kazakhstan for 2024-2027.

In strengthening international cooperation, the Aviation Administration of Kazakhstan signed an agreement with ECAC, granting Kazakhstan observer status and paving the way for cooperation in areas such as aviation safety, accident investigation, flight safety, and environmental protection.

To ensure the highest levels of efficiency and effectiveness in providing safe flying conditions for our citizens, the Aviation Administration of Kazakhstan works closely with all aviation stakeholders, including the Civil Aviation Committee of MIID RK, industry partners, economic development institutions, and the academic community.
