The party went ahead despite a dispute with city officials who had refused to grant a temporary use permit, after the venue failed to comply with conditions related to traffic and safety.

The event proceeded anyway and is now being treated as a code violation.

The fatal smash comes as Malibu residents are campaigning for better safety measures along the notoriously dangerous stretch of road.

Among the incident was a deadly crash which killed four Pepperdine University students in October.

They joined a list of more than 60 people killed along the highway since 2010.
