Charging and Fueling Infrastructure Discretionary Grant Program

Program Overview

The Charging and Fueling Infrastructure Discretionary Grant Program (CFI Program) is a competitive grant program created by President Biden's Bipartisan Infrastructure Law to strategically deploy publicly accessible electric vehicle charging and alternative fueling infrastructure in the places people live and work – urban and rural areas alike – in addition to along designated Alternative Fuel Corridors (AFCs). CFI Program investments will make modern and sustainable infrastructure accessible to all drivers of electric, hydrogen, propane, and natural gas vehicles. This program provides two funding categories of grants: (1) Community Charging and Alternative Fueling Grants (Community Program); and (2) Charging and Alternative Fuel Corridor Grants (Corridor Program). The Bipartisan Infrastructure Law provides $2.5 billion over five years for this program to strategically deploy electric vehicle (EV) charging infrastructure and other alternative fueling infrastructure projects in urban and rural communities in publicly accessible locations, including downtown areas and local neighborhoods, particularly in underserved and disadvantaged communities.

CFI Grant Application

The CFI Program offers up to $1.3 billion under this NOFO. These funds are available for new applications submitted under this CFI Round 2 NOFO, and for previously submitted applications under the CFI FY 2022/2023 NOFO Number 693JJ323NF00004 (Round 1 NOFO).

To maximize chances of obtaining an award, CFI FY 2022/2023 unawarded applicants may request that their previously submitted application be considered for award, and they may also submit a new application following the criteria outlined in the Round 2 NOFO.

Newly Submitted Applications Under the CFI Round 2 NOFO

The CFI Round 2 NOFO announces availability of up to $800 million for new applications. New applications must follow the criteria and considerations outlined in the CFI Round 2 NOFO. These applications must be submitted in Grants.gov by midnight Eastern time on August 28, 2024.

Applicants must register and use the Grants.gov system to submit applications electronically. Applicants are encouraged to register in advance of the submission deadline and to subscribe to receive notifications of updates/amendments to the CFI Round 2 NOFO. Approval of user registrations for the site may take multiple weeks. It is the applicant's responsibility to monitor Grants.gov for any updates to this Notice.

This FHWA website DOES NOT accept any applications. CFI Round 2 applications CANNOT be submitted by email.

Previously Submitted Applications Under the CFI FY 2022/2023 Round 1 NOFO

The NOFO announces up to $521 million of reserved funds for reconsideration of previously submitted applications that were not selected for funding but were rated either “Highly Recommended,” or “Recommended” under the FY 2022/2023 Round 1 NOFO. Applicants requesting reconsideration of their Round 1 application will not be permitted to modify, amend, or supplement their application.

To request reconsideration of a Round 1 application, lead applicants must notify FHWA by July 1, 2024, that they wish for their previously submitted application to be considered for award. Lead applicants should respond to the email sent by FHWA from [email protected]. If the lead applicant did not receive an email, they should send a message to [email protected] with the state where the project is located and the title of the project.

FHWA will not accept applications for funds reserved for CFI FY 2022/2023 applications. An email message must be sent to [email protected] no later than July 1, 2024.
