Main Purpose of Job

The Chief Financial Officer (CFO) of the Health Care Financing and Medicaid Administration is an integral role and is responsible for the strategic and operational oversight of financial services, budgeting, forecasting, audits, and complex financial analysis of provider reimbursement, rate-setting, and financial recovery. Reporting directly to the Deputy Secretary, Health Care Financing and Medicaid Director, this senior leadership position is responsible for managing a budget of more than $14.5 billion in total funds.

The CFO is a key leader in carrying out the state's Medicaid program commitment to serve 1.7M Marylanders in accessing critical acute, outpatient, and behavioral health services. This role leads the entire umbrella of financial services for the Medicaid program, including oversight of budget, accounting, projections, personnel, lock box operations, data analytics and decision support, and rate setting activities. This role requires strong communication and problem-solving skills within the field of healthcare finance and is accountable to guide the Medicaid program through implementation of complex federal rules and regulations while simultaneously operating a sound and fiscally responsible program.

Strong collaboration skills are critical to this position. Key to this role is interdepartmental and cross agency collaboration, including strong collaboration with MDH Office of Central Finance, Department of Budget and Management, Hilltop Institute, Office of Legislative Services and Audits, and all other Medicaid offices and administrations within MDH.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor’s degree from an accredited college or university in finance, accounting, budget, public administration, or related field; 10+ years of fiscal professional experience, strategic and business planning, or budgetary, including at least three years of which at a supervisory or management level. Industry experience within healthcare required. 

A master's degree, or CPA license, from an accredited college or university will substitute for 2 years of generic experience. Additional experience will substitute at the rate of one year of experience per 30 credit hours for the bachelor's degree.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:

  • Experience managing budgets of more than $100 million.
  • Experience in knowledge of healthcare financing, including health insurance/managed care and accounting principles and practices.
  • Experience of large-scale budgetary processes and administration to include knowledge of state and federal Medicaid requirements. 
  • Experience in preparing written and oral analysis of financial projections and data.
  • Experience monitoring program compliance.
  • Experience managing resources and workflows to ensure operational goals are met successfully. 
  • Experience working as part of a matrixed organizational structure with strong record of collaboration to deliver outcomes.
