It is interesting to see recommendations for this very broad question. Ideally, policy recommendations should come with a list of rationales and anticipation of challenges in implementing the recommendations. If this was easy to do, why hasn't it been done already? Because, for example, we lack capacity, or lack political will. If we can't explain as to how those capacities or political will can be developed, recommendations become vacuous. I have read some policy books where recommendations have been offered without rationale. Besides that, we need a more specific question for any fruitful answer.

There are multiple ways to understand how a reasonable policy mix could shape industrial policies. There will be relevant trade-offs. Nevertheless, a stakeholder must also realise that even if the goal to achieve a policy mix leads to something, then the end goal itself must be crafted as a part of a stable scheme of reforms and forms of policy impact. There will be resource and time constraints, but with genuine and humbling look-through on the know-whys of enabling policy mixes in any field, a lot of curative short term goals could be achieved.
