In my days running my own shop, I hosted about a dozen interns. The best ones were the ones who followed up after I put them off due to my schedule. Politely asking until you get a no is perfectly acceptable!

Make the business case as to what you bring to the table. Too many people asking for work came with the attitude that I, as the employer, had something to offer them -- work experience, remuneration etc -- and were asking to be fed. The people who showed up at my door with the attitude of "I have something of value I can contribute" really captured my attention. And on the occasion that they brought with them an innovative formula for compensation, (we only offered paid internships), that really captured the imagination. So think differently about whether you're asking or offering. Offering always got an interview.
