For efficiency in terms of battery usage obviously going uphill will consume more power. Going downhill is interesting because it can help charge the battery by using the regenerative braking. Key is speed - too much speed while going downhill might actually drain more watts but controlling speed by using pedal assist and braking will help charge the battery.
