The Loss and Damage Fund, set up at COP28, is "to enable grants-based support to developing countries towards balancing the fiscal burden and climate vulnerability. It addresses loss and damage caused by slow-onset events and extreme weather events. There is a clear distinction between the fund for responding to Loss and Damage and financing climate change adaptation and DRR. The fund aims to capture those impacts that are unavoided or unavoidable and beyond the limits of adaptation while adaptation and DRR financing deal with risk reduction, prevention and resilience building." #climateadaptation #climateaction #resilience #COP28 #lossanddamage #DRR #AdaptationLeader

"The adaptive pathways planning method is now over a decade old and has since then been applied in various domains and decision contexts, both in theory and practice. … [I]t is timely to assess what can be learned from these studies. In the paper, examples from 355 studies were mapped and 238 pathways studies and applications worldwide assessed in detail…” The authors found applications in coastal management, agriculture and forestry, urban drainage, spatial planning and heat risks, water resources management, and ecosystem management. According to lead author Marjolijn Haasnoot, "Our paper provides a rich overview and lessons of adaptive pathways applications. "Extreme heat is a growing threat for elite athletes, with cases of heat exhaustion and heatstroke becoming more common as fossil fuel pollution pushes temperatures and humidity levels up. Spectators, especially those who fly in from cooler climates, are vulnerable to extreme heat, as well. Most of the world's cities will be unable to host the Games during summer in the coming decades as they blow past the threshold of safe humid heat, according to a CNN analysis of data from CarbonPlan, a climate science and analytics-focused nonprofit group." The International Platform on Adaptation Metrics (IPAM) submitted its response to the UNFCCC’s call for information on existing indicators for measuring progress towards the targets referred to in paragraphs 9-10 of decision 2/CMA.5, "including, if available, information on associated methodologies and data readiness for such indicators, as well as identified gaps and areas for which the development of new indicators may be needed.” This submission is comprised of contributions from 39 IPAM members. It underscores IPAM's commitment to advancing the development and application of effective adaptation metrics to support global climate resilience efforts.    From the Executive Summary:   "We propose three key attributes for adaptation metrics: clear identification with climate change adaptation, wide applicability, and scalability/comparability/aggregability. IPAM has developed approaches such as the Adaptation Metrics Mapping Evaluation (AMME) Framework to support comprehensive evaluation of adaptation metrics.   "Our sectoral committees on Cities, Water, and Agriculture provide insights on existing indicators, methodological challenges, and gaps in these critical areas. The Cities Committee's systematic review reveals regional disparities and a need for standardized frameworks in urban adaptation metrics. The Water Committee emphasizes the importance of considering various scales, risks, and types of interventions in water-related adaptation indicators. The Agriculture Committee highlights the need for outcome and impact indicators to assess long-term effects of adaptation actions in the agricultural sector.   "IPAM recommends adopting a systematic approach to evaluating indicators based on the proposed criteria of identification, applicability, and scalability. We advocate for developing more outcome-focused indicators, particularly in the agriculture and water sectors, and addressing the methodological challenges and data gaps identified in urban adaptation metrics. Hillary Brown and Daniel Brooks were the featured speakers at the July 18 symposium at the University of Nebraska-Lincoln. They co-authored an article in 2021 entitled "How managed retreat from climate change could revitalize rural America." "We need to be thinking ahead," said Brown, a professor emeritus of architecture and former director of the Urban Sustainability Program at The City College of New York. "Climate change is real, Brooks and Brown said, and rising sea levels, increased wildfires, drought and other extreme weather will force a mass migration of people that Nebraska's small towns and cities could capitalize on."
