    Today’s DoD Financial Management (FM) Conference Leadership Perspectives Panel discussion covered topics such as the top issues facing the FM community and preparing the workforce for the future.     Women’s Equality Day celebrates the passage of the 19th Amendment and the brave men and women who fought for universal suffrage. The Department of Defense honors their efforts and the progress that has been made through its commitment to provide an inclusive atmosphere where individuals have equal opportunities to reach their full potential. This year’s tagline, “One Piece at a Time,” reflects on the lives and contributions of remarkable individuals who played pivotal roles in women gaining the right to vote. Among them are Frederick Douglass, Wilhelmina Kekelaokalaninui Widemann Dowsett, Harry T. Burn, Zitkála-Sá (also known as Gertrude Simmons Bonnin), Adelina Otero-Warren, and Tye Leung Schulze. Their collective efforts paved the way for gender equality beyond suffrage.

    With a background not only as an auditor of the Army’s financial statements, but also as a consultant supporting the audit, Anna Gupta brings a unique perspective to her role as the Army Audit Facilitation and Training Lead. Joining OASA(FM&C) in July 2024, Gupta is already making an impact through her efforts to standardize and improve the Army’s audit processes. Throughout her career, Gupta found herself continually drawn back to the Army – a testament to the strong connection she feels to the organization. Gupta began as an auditor at KPMG, where she performed inventory counts for private companies and audited the Army’s civilian payroll. Transitioning to a consulting role at EY, Gupta continued supporting the Army through audit readiness efforts. Hoping to make even more of a direct impact, she accepted a job at OASA(FM&C) when the opportunity arose. As the Audit Facilitation and Training Lead, Gupta focuses on making the Army’s audit processes more consistent and effective. In her words, “Documentation is key to the audit [...] You can have all the controls in the world, but you need to be able to back them up.” She works to improve documentation and training, aiming to make the audit more understandable and engaging for those involved. When it comes to the Army’s audit mission, Gupta sees herself as someone who tries to keep operations running smoothly. She compares her role to keeping the dishes clean: “If nobody does the dishes, they start to stack up.” Outside of her professional life, Gupta’s personal interests range from skiing to collecting board games. She says, “I have about six different Monopoly board game sets. It’s my favorite game, which sort of fits in with me being an accounting nerd.” Gupta is also married and enjoys spending quality time with her husband and son. #ArmyAudit     #ArmyFinance    #ArmyCivilians    #ArmyTransformation

    FIM Frontline – Kyle Kohles and EBS-C Meet Kyle, Financial Information Management’s (FIM) face behind the Enterprise Business Systems- Convergence (EBS-C) Multi-Functional Capabilities Team (MFCT). Kyle serves as the Chief of Staff for EBS-MFCT and the FIM-E Chief. His objective is to enable the Financial Management (FM) Community in conjunction with the Logistics Community through a modernized and integrated financial system. Kyle's typical day involves aligning with senior leadership to set strategic goals for the EBS-C team, ensuring their success by facilitating progress, removing obstacles, and providing necessary resources. EBS-C's mantra, "Commercial as Possible, Military as Necessary," reflects the team's dedication to adopting the best commercial practices while meeting military requirements. Central to this mission are the Business Process Reengineering workshops that Kyle’s organization focuses on, which aim to streamline FM processes across systems like GCSS-A (Global Combat Support System-Army), GFEBS (General Funds Enterprise Business System), and LMP (Logistics Modernization Program). The workshops, enriched by insights from over 400 global personnel, are enhancing efficiency, reducing manual tasks, and improving user experiences for Army personnel. Having been involved with EBS-C since its inception in March 2020, first as a contractor and now as a civilian since August 2023, Kyle's deep-rooted connection to the program's evolution drives his enthusiasm for its future. Kyle envisions that EBS-C will deliver profound impacts by providing commanders at every echelon with accurate, real-time data for informed decision-making worldwide. EBS-C’s commitment to producing auditable data and an improved user experience aligns with the Army’s goal of achieving a favorable audit opinion and underscores a dedication to transparency and accountability.     Upcoming Deployment – Jason Smith Please join us in wishing our very own, Jason Smith, a Staff Accountant in Financial Information Management (FIM), the best of luck as he embarks on a military deployment. Beyond his civilian role, Jason serves as a Captain in the Pennsylvania Army National Guard, and his journey is a testament to resilience, adaptability, and dedication. Jason, known as Capt. Smith, his brigade’s S8, is set to take on a pivotal role as the Lead Contracting Officer's Representative for the 56th Stryker Brigade Combat Team, 28th Infantry Division. His upcoming deployment to Europe marks a significant chapter in his career. The 56th was the first Guard unit to become a Stryker Brigade Combat Team. Jason’s expertise as a Finance Officer with a Military Auditor skillset will be instrumental in the continued training of the Armed Forces of Ukraine. Jason joined the Army National Guard in 2013. Now, with eleven years in the reserve component, he looks forward to acquiring certifications, completing ruck marches, and deepening his knowledge in contracting during his deployment. Professionally, Jason aims to gain a comprehensive understanding of resource management and contracting, which are typically beyond the purview of a Finance Support Unit or Finance Battalion. This experience will enhance his role in Army Finance by providing him with valuable insights into the budgeting process and contract management. Upon his return, Jason intends to leverage his lessons learned to benefit the Headquarters Department of the Army (HQDA). His tenure at HQDA has already enabled him to bring valuable insights and information to his Guard unit, such as knowledge of the intricacies of equipment turn-in processes and how to overcome challenges within the supply system. This deployment is more than a mission; it's an opportunity for Jason to bridge his work at HQDA with the unique operations of the Guard. His insights from previous roles, including IT Audit and as the National Guard Bureau liaison to FIM, will be invaluable to his new role. As he prepares for his deployment, Jason's story is a powerful reminder of the diverse paths to service and the impact one individual can have on both their civilian and military communities.     G-Invoicing EXORD We are excited to announce the publication of the Army Government Invoicing (G-Invoicing) Execution Order (EXORD) 142-24, effective July 29, 2024. This EXORD will assist OASA(FM&C) in our mission to auditability, and a modernized way of doing business. G-Invoicing is a next-generation federal communication tool designed to streamline and standardize intragovernmental transactions across agencies. It facilitates the efficient management of buy/sell transactions between federal agencies, ensuring compliance with the U.S. Treasury’s Financial Manual and subsequent directives to guide all federal and DoD agencies to the path of auditability. This system is set to revolutionize the way we handle agreements, orders, and performance, leading to improved accuracy and transparency in financial reporting.
