The Town is a direct community of the University of North Carolina at Chapel Hill. Folk music heroine Libba Cotten, depicted in the mural above, from Carrboro always did things her own way.     Carrboro Mayor Barbara Foushee has shared remarks and brought greetings on behalf of the Town of Carrboro at statewide conferences this summer – the NC Black Elected Municipal Officials (NC BEMO) held July 27-28 at the Rizzo Center in Chapel Hill and the BLK BIZ Summit 2024 held Aug. 2 at The Chesterfield Building in Durham, NC. Photos 1-3 -- The NC Black Elected Municipal Officials (NC BEMO) is an affiliate of the NC League of Municipalities, a nonpartisan organization and includes Black elected municipal officials and supporters. Participants heard from panels/speakers on topics including environmental justice, affordable housing, Thriving Communities Technical Assistance Centers and Resiliency in a Changing Environment. The event was also a networking opportunity for all who attended.     CARRBORO, N.C. -- Mayor Barbara Foushee has proclaimed July 26, 2024 as Americans with Disabilities Act Day in Carrboro. Photo – Carrboro Mayor Barbara Foushee read the Americans with Disabilities Act proclamation at a special event marking the 34th anniversary of the passage of the ADA. Held on Saturday, July 20, at the Chapel Hill Public Library, the event included a keynote speech from Judge Craig Brown, a vendor fair, CPR training, and information about innovative new assistive technologies to help people with disabilities. The Americans with Disabilities Act (ADA) was crafted to ensure the civil rights of people with disabilities. The ADA is a federal civil rights law that guarantees civic, social, affordable and accessible housing to people. It helps ensure economic opportunities previously denied and strives to create a more inclusive and accepting society. The ADA was the first national-level legislation in the world aimed at providing opportunities for people with disabilities. Despite significant positive changes brought about by the ADA, may challenges persist. All residents are encouraged to celebrate the positive changes, reaffirm the commitment to accessibility and inclusiveness, and to build a space where everyone can use the full measure of their talents, capabilities and passions for the betterment of the entire community.     Carrboro Town Manager Patrice Toney took the Oath of Office today (Friday, July 19), which was administered by Mayor Barbara Foushee at Town Hall. Congratulations, Town Manager Toney! Did you know? The Town of Carrboro has a Council-Manager form of government. The seven council members, including the mayor, are elected. The Council appoints the town manager. Each has a different set of responsibilities. The Council sets policies: the Town Manager and her staff carry them out. As a professional administrator, the Town Manager coordinates all day-to-day operations and administration of about 200 employees and an annual total budget of $81 million.

    This July 22-24 from1 to 9 p.m., locals and visitors can enjoy a free hop on-hop off trolley service to select stops to explore downtown businesses in Carrboro and Chapel Hill, thanks to the Chapel Hill/Orange County Visitors Bureau in partnership with the towns of Carrboro and Chapel Hill.     CARRBORO, NC -- The Town of Carrboro continues to seek public input on a proposed ordinance change aimed at improving parking availability and turnover in public parking locations. The proposed change would establish a paid parking program in various public parking lots and on-street spaces throughout the town. The primary goal of this initiative is to enhance parking accessibility for customers and residents by encouraging turnover in public parking areas. The Town conducted comprehensive parking studies in 2017 and 2022, which highlighted the need to increase turnover and suggested the implementation of paid parking as a solution. Under the proposed ordinance change, parking fees would be implemented in 14 public parking lots and parking space areas with the first 30 minutes of parking being free of charge. A proposed hourly parking rate of $1.50 with discounted rates for qualifying low-income residents is also included. If the ordinance change is approved, a parking enforcement officer will be hired to oversee compliance. Initially, a period of warnings will be issued to inform the public about the new parking requirements. The Town Council will be considering feedback collected and the proposed ordinance change at the beginning of its fall session in September 2024. Residents and businesses are encouraged to provide their input on the proposed ordinance change. To facilitate community engagement, a dedicated website has been set up where people can review the proposed changes and submit their feedback. Survey feedback will be collected through Friday, July 19, 2024. (The survey has been open since June 13, 2024.)     CARRBORO, NC -- Carrboro Public Works has completed the installation of an asphalt art project at the intersection of Roberson Street and the Libba Cotten Bikeway this week. The project, designed in-house by staff members, is part of the Town's efforts to make Carrboro a safer and more inviting place to walk and bike. The project is similar to efforts in other North Carolina communities such as Durham (W. Club Boulevard and Glendale Avenue) and Asheville (Coxe Avenue, Westville Place and Waynesville Avenue.). Asphalt art projects like these have been shown to correspond with increased yield rates from drivers and more predictable crossing behavior from pedestrians. A 2022 study by Bloomberg across three unsignalized intersections in three different states reports a 27% increase in drivers yielding to crossing pedestrians and a 32% decrease in crossings involving a conflict following the installation of asphalt art. Thank you to the Town of Carrboro Public Works Streets and Grounds Division for their great work in making this project a reality!
