Connecticut's small business health insurance marketplace has declined dramatically since 2015, down 62% to just 76,000 covered lives as costs climb and options dwindle. Among the major cost drivers? Over 60 state-mandated health benefits and $150 million in annual assessments and taxes, including $32 million to fund the state-run health exchange. "The reality is, Connecticut will never be a low-cost state in which to do business, but lawmakers must support policies that help avoid future tax increases," he writes. "That includes maintaining the fiscal guardrails that have brought budget stability to the state.
