“Community organizations really understand the needs, the opinions and the perspectives of their residents, and they can help guide state policymakers in creating effective solar programs that actually will reach the intended audience and meet their needs.” In a new video interview, CESA Executive Director Warren Leon discusses why partnerships between state energy agencies and community-based organizations are essential to designing and implementing programs that bring the benefits of solar to low- and moderate-income households. This video was produced as part of CESA’s Solar with Justice project. CESA's new case study profiles how administrators of Washington, DC's Solar for All program handle outreach and consumer education. The study, "Implementing Washington, DC’s Solar for All Program: An Example of Equitable Solar Outreach and Consumer Education," especially emphasizes the valuable role that trusted community-based organizations and community institutions can play in their communities. The author, CESA's Matt Ohloff, interviewed many of the collaborating partners on their experiences with this program: Dan White and Olivia Corless of the Department of Energy & Environment (DOEE), Rashad Williams, MPP and Chrissy Randolph of Groundswell, Inc., and Pamela Nelson, MA of the Office of the People's Counsel for the District of Columbia. The lessons learned and recommendations from this case study could be applicable to other states or municipalities developing and administering low- and-moderate-income solar programs.
