About us
The CUNY Institute for State and Local Governance was created in 2013 to assist current and future leaders in government and non-government organizations, nationally and internationally, to improve the structure, financing, delivery, measurement, and evaluation of critical public services. We work closely with state and local governments, public benefit organizations, nonprofit organizations, public charities, and the private sector to bridge the gap among researchers and practitioners to achieve greater efficiency and impact in the delivery of critical government services. We provide research that is scientifically rigorous, yet accessible to broader audiences, practical in its implementation, and sensitive to timelines and the political realities within which governments and non-government organizations operate. Our technical assistance helps government and non-government organizations implement data-driven and results-oriented practices and improve performance. We also provide executive development for current and future leaders to build successful careers and to improve the management capabilities and the effectiveness of the organizations they support.

Since the #SafetyandJusticeChalllenge started almost a decade ago, data has been foundational to determining "what works" in criminal legal reform. As part of our work leading the initiative's research & data analysis, we're taking a bird's-eye view to better understand this collective knowledge. This includes important lessons on how to change systems, what impacts reform strategies have on individuals and communities, and how to eliminate racial and ethnic disparities. One big takeaway is that racial and ethnic disparities won’t naturally fall with general reduction in jail populations. Specially targeted efforts are required to achieve this. NEW DATA TOOL: This week, Snohomish County, WA unveils their Law & Justice Dashboard, providing a look at the latest data from key criminal legal decision points, from calls for service to sentencing. Accessible criminal legal data allows law enforcement, policymakers & the public to monitor trends - especially as they relate to disparities. With support from Microsoft, we partnered with the Snohomish County Prosecuting Attorney's Office to create this accessible, to-the-month resource to monitor incidents, jail populations, pretrial release decisions & sentencing. Much like other aspects of the criminal legal system, racial disparities in jails exacerbate divisions among the people who are held and work there. Understanding and addressing these systemic racial justice issues is crucial for fostering a more equitable and just correctional system. Through the Safety and Justice Challenge's Research Consortium, Wellbeing & Equity Innovations (WEI) sought to uncover the factors driving inequity in jail culture. By creating workgroups composed of jail residents and staff to lead this effort, the study identified the issues and devised recommendations for a practical approach to addressing racial equity in jails. Becoming a social worker, psychiatrist, or any type mental health professional is expensive. School is costly and can require taking on debt. Mandatory internships are often unpaid. Obtaining (and maintaining) licensing is costly. All this adds up to a lack of representation. We're looking to rebalance the budget. Demand for mental health services is reaching crisis levels across the country. BIPOC youth are among the most impacted. As The Door - A Center of Alternatives's Kelsey Louie writes in NYN Media, youth of color face higher behavioral health needs but less access to care. These barriers can be traced to "stigma, cultural differences, intimidating practices, and lack of validation", which is compounded by "a shortage of culturally competent practitioners in the field". We've been digging into why this shortage exists.
