The Federation of American Scientists (FAS) works to provide science-based analysis of and solutions to protect against catastrophic threats to national and international security. Specifically, FAS works to reduce the spread and number of nuclear weapons, prevent nuclear and radiological terrorism, promote high standards for nuclear energy’s safety and security, illuminate government secrecy practices, as well as track and eliminate the global illicit trade of conventional, nuclear, biological and chemical weapons. FAS was founded in 1945 by many of the Manhattan Project scientists who wanted to prevent nuclear war and is one of the longest serving organizations in the world dedicated to reducing nuclear threats and informing the public debate by providing technically-based research and analysis on these issues.

Yesterday, the Federation of American Scientists submitted a public comment to NIST on their draft guidance for managing misuse risks of dual-use foundation models. The comment commends NIST's comprehensive approach while suggesting improvements in several key areas. We advocate for a more holistic socio-technical framework to evaluate risks, stronger language around halting development for unmanageable risks, and expanded safeguards during model development. As AI capabilities rapidly advance, robust risk management practices are crucial. This guidance represents an important step, but continual refinement will be needed as the field evolves. FAS remains committed to supporting NIST and other stakeholders in developing responsible AI governance frameworks. We believe close collaboration between government, industry, and civil society is key to realizing AI's benefits while mitigating catastrophic risks. Thanks to my co-author Clara Langevin! Drawing from my experience as an AI policy fellow at the Federation of American Scientists, I outline three key proposals: - Establishing protections for independent AI safety research - Creating an early warning system for AI capability improvements - Developing comprehensive reporting mechanisms for real-world AI incidents These measures aim to enhance transparency and accountability in AI development while fostering innovation and public trust.
