Surprising to see the Biden-Harris administration release this document https://lnkd.in/eBTCvwUR at the very end of its mandate. If this document survives the next election, we should see a real national plan based on facts and science. As Alison Keane, then President of the Flexible Packaging Association, reminded us at the BNP Media Global Pouch Forum, it's often difficult to implement this kind of action around a major election, not least for the practical reasons of changing personnel regardless of the outcome. The fact is, this report is the result of a collaborative effort by IPC (the Interagency Policy Committee on Plastic Pollution and a Circular Economy) in 2023-2024. According to the report, "research has clearly shown that downstream efforts, such as increasing waste collection and recycling, are insufficient to tackle the plastic pollution crisis. Instead, a holistic approach across the entire lifecycle of plastic is required to reduce and ultimately prevent harm to the environment, economy, and human health." I believe that plastics are fantastic, essential and often irreplaceable materials, and that their use will continue to increase. So it's important to manage plastics better, and generally speaking, we should do the same for all kinds of materials. It seems to me that having such a country-wide strategy is far better than unconcerted actions resulting in state-by-state regulations, with locally variable targets, which create a real headache for all stakeholders in the value chain. The situation will remain highly complex - Europe provides a good example! "Section 2: Innovating Materials and Product Design" and "Section 3: Decreasing Plastic Waste Generation" are highly relevant to manufacturers of flexible plastic packaging. "The alignment of measurements and standards, transparency across the supply chain, and opportunities for innovation in materials and services can help ensure that products are compatible with waste management systems and have minimal impacts on human health and the environment. Example actions include participating in the development of standards to promote recyclability and reuse, innovation in materials management, and additional research and development. Efforts to address the materials and product design stage of the plastic lifecycle have the potential to increase adoption of reusable products and improve the plastic recycling rate in the United States, which, as of 2018, was only nine percent." The opportunities for action table (page 24) will make sense if, and only if, the scientific data are properly compared with the potential alternatives. This seems to be the case for life-cycle analyses. Plastics substitution often leads to a more unfavorable carbon footprint and LCA. #flexiblepackaging #circulareconomy #recycling
